Speakers List / Supplemental List will generally be posted on Tuesday PM or Wednesday AM prior to the meeting.

The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. Accordingly, the Chair may order the removal from any School Board meeting of any person interfering with the expeditious or orderly process of the meeting provided the Chair has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. §230.173, Fla. Stat.

MOMENT OF SILENT MEDITATION

SP-1 THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA AUTHORIZE THE SUPERINTENDENT TO COLLECTIVELY BARGAIN THE TWO DAYS ASSOCIATED WITH THE PAY REDUCTION PLAN TO BE PROVIDED TO ALL AFFECTED EMPLOYEES AS DAYS OFF WITHOUT PAY BEFORE THE END OF THIS FISCAL YEAR AND FOR THOSE EMPLOYEES WHO, BECAUSE OF THE NATURE OF THEIR RESPONSIBILITIES, MUST WORK ONE OR TWO OF THOSE DAYS THAT THEY BE AFFORDED ONE OR TWO DAYS OFF WITH PAY COMMENSURATELY NEXT FISCAL YEAR WITH THE APPROVAL OF AN EMPLOYEE’S SUPERVISOR OR IN THE CASE OF TEACHERS ON DESIGNATED PLANNING DAY(S)

RECOMMENDED:That The School Board of Miami-Dade County, Florida authorize the Superintendent to collectively bargain the two days associated with the Pay Reduction Plan to be provided to all affected employees as days off without pay before the end of this fiscal year and for those employees who, because of the nature of their responsibilities, must work one or two of those days that they be afforded one or two days off with pay commensurately next fiscal year with the approval of an employee’s supervisor or in the case of teachers on designated planning day(s).

SP-2 THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA AUTHORIZE THE SUPERINTENDENT TO COLLECTIVELY BARGAIN THE RESTORATION OF SALARIES ASSOCIATED WITH THE PAY REDUCTION PLAN IN THE EVENT OF A DETERMINATION OF SUFFICIENT RESERVES

ACTION PROPOSED BY MS. PERLA TABARES HANTMAN: That The School Board of Miami-Dade County, Florida authorize the Superintendent to collectively bargain the restoration of all affected employees’ salaries as follows:

1. If the school district ends the year with a balanced budget and a contingency reserve sufficient to restore both days of pay to all affected employees who participated in the Pay Reduction Plan, then each employee whose salary was reduced shall be made whole by restoring the full amount of salary to the employees as soon as it is practical.

2. If the school district ends the year with a balanced budget and a contingency reserve sufficient to restore the payment of one day to all affected employees who participated in the Pay Reduction Plan, then that amount of salary should be restored to the employees as soon as it is practical.

3. In the event that the employees’ salaries are restored in whole, the two days offered as paid days during the 2002/2003 fiscal year associated with the Pay Reduction Plan will not be given. However, if one day of salary is restored, then the employees will receive on day off as previously set forth in the Superintendent’s plan.

SP-3 RESTORATION OF EMPLOYEES SALARIES

On May 23, 2002, The School Board of Miami-Dade County voted to reduce teachers’ and employees’ salaries by two days prior to the end of the current fiscal year.

ACTION PROPOSED BY FRANK J. BOLAÑOS: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into negotiations through the collective bargaining process * with- the collective bargaining units to agree on a Memorandum of Understanding that will provide teachers and employees with additional compensation in the FY 02-03 fiscal year, restoring any reduction in pay during the FY 01-02. The MOU or a status update will be presented to the board for approval within sixty days.
