MARCH 30, 2011 SPECIAL BOARD MEETING 11:00 A.M.
School Board Administration Building

PURPOSE: To consider re-codifying and updating the rules, conforming rules to current legislation, consolidating similar rules on the same subject, eliminating redundant and obsolete language, and making rules easier to find, understand and use. If these changes are approved, the existing rules will be repealed. The proposed policies can be viewed at the Citizen Information Center and on the following Web site https://www.dadeschools.net/schoolboard/rules/. This Special Meeting conducted by The School Board of Miami-Dade County, Florida, is provided in accordance with Section 1001.372, Florida Statutes. An agenda will be available by 11 :00 a.m., on March 23, 2011. A citizen wishing to speak to the agenda should submit a written request to the Superintendent of Schools, Room 158, 1450 N.E. Second Avenue, Miami, Florida 33132, by noon on Tuesday, March 29, 2011. For further information, telephone the Citizen Information Center at 305-995-1128.

The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. Accordingly, the Chair may order the removal from any School Board meeting of any person interfering with the expeditious or orderly process of the meeting provided the Chair has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. Any law enforcement authority or a sergeant-at-arms designated by Chair shall remove any person ordered removed pursuant to this section §1001.372 (3), Fla.Stat.

SP-1 REPEAL ALL EXISTING BOARD RULES: INITIAL READING OF PROPOSED POLICIES TO REPLACE EXISTING BOARD RULES

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to initiate rulemaking proceedings in accordance with the Administrative Procedure Act to repeal all existing Board rules and replace with the proposed policies.

SP-2 SCHOOL BOARD DISCUSSION OF LEGISLATIVE ISSUE (replacement)

ACTION PROPOSED BY CHAIR PERLA TABARES HANTMAN: That The School Board of Miami-Dade County, Florida: (added)

  1. discuss the implications of proposed legislation related to the composition and leadership structure of the Board;
  2. direct the School Board Attorney to prepare, for the Board's consideration, a redistricting plan for the School Board which will continue to ensure that all segments of the community are fairly and equitably represented; and
  3. direct the Superintendent to collaborate with the Board Attorney to prepare a review of literature related to "best-in-class" governance structures from across the nation and present a report to the Board by June 2011.
