JUNE 15, 2015 SPECIAL BOARD MEETING 2:00 P.M.
SBAB - Auditorium

PURPOSE: To discuss the Superintendent’s reorganization recommendation. This Special Meeting conducted by The School Board of Miami-Dade County, Florida, is provided in accordance with Section 1001.372, Florida Statutes.  There may be action by the Board on other items such as Personnel, Finance, and other programs.  An agenda will be available at 2:00 p.m., on June 11, 2015.  A citizen wishing to speak to the agenda should submit a written request to the Citizen Information Center, Room 158, 1450 N.E. The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. Accordingly, the Chair may order the removal from any School Board meeting of any person interfering with the expeditious or orderly process of the meeting provided the Chair has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. Any law enforcement authority or a sergeant-at-arms designated by Chair shall remove any person ordered removed pursuant to this section §1001.372 (3), Fla.Stat.

REQUEST FOR APPROVAL OF SUPERINTENDENT’S REALIGNMENT, RESTRUCTURING, REORGANIZATION, AND DEMAND-DRIVEN, STRATEGIC REDUCTION-IN-FORCE OF SELECT POSITIONS

  1. 1. APPROVE THE PROPOSED REORGANIZATION AND RESTRUCTURING OF SELECT DISTRICT OFFICES
  2. 2. APPROVE THE CLASSIFICATION AND/OR ESTABLISHMENT OF SELECT MANAGERIAL EXEMPT PERSONNEL (MEP) AND DADE COUNTY SCHOOL ADMINISTRATORS’ ASSOCIATION (DCSAA) POSITIONS
  3. 3. APPROVE THE DELETION OF SELECT MEP POSITIONS
  4. 4. APPROVE CHANGES TO THE TITLE, PAY GRADE, AND/OR MINIMUM QUALIFICATIONS FOR SELECT MEP AND DCSAA POSITIONS
  5. 5. APPOINT, ASSIGN, AND/OR RECLASSIFY MEP AND DCSAA PERSONNEL

2. Approve the classification and/or establishment of select Managerial Exempt Personnel (MEP) and Dade County School Administrators’ Association (DCSAA) positions:

8. Authorize the Superintendent to provide appropriate terminal pay to all impacted employees, and
9. Authorize the Superintendent to make personnel adjustments to effectuate this reorganization

SP-2 AUTHORIZATION FOR THE SUPERINTENDENT TO:

1. EXPLORE AND PURSUE MONETIZATION OPPORTUNITIES RELATED TO THE APPROXIMATE 10-ACRE PROPERTY ASSEMBLY, COMMONLY REFERRED TO AS THE SCHOOL BOARD ADMINISTRATION COMPLEX (SBAB);

  1. 2. ESTABLISH  THE EXPERT 20-1500 BLUE RIBBON TASKFORCE (TASKFORCE) TO ADVISE THE DEVELOPMENT AND IMPLEMENTATION OF AN ACTION PLAN FOR THE LEASING, SALE AND/OR (RE)DEVELOPMENT OF THE SBAB;
  1. 3. BRING BACK A FOLLOW-UP ITEM TO THE BOARD WITH SPECIFIC RECOMMENDATIONS FOR ACTION;
  1. 4. IMPLEMENT THE ACTION PLAN INCLUDING BUT NOT LIMITED TO ISSUANCE OF REQUEST FOR QUALIFICATIONS/PROPOSALS AND/OR INVITATIONS TO NEGOTIATE; AND

5. IF THE RECOMMENDATIONS ARE APPROVED, CONSTITUTE AN ENTITY TO STRATEGIZE AND OVERSEE THE LONG-TERM DISBURSEMENT OF REVENUES GENERATED BASED ON PRIORITIES ESTABLISHED BY THE BOARD

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

  1. 1. explore and pursue monetization opportunities related to the approximate 10-acre property assembly, commonly referred to as the School Board Administration Complex (SBAB);

2. establish the expert 20-1500 Blue Ribbon Taskforce (Taskforce) to advise the development and implementation of an action plan for the leasing, sale and/or (re)development of the SBAB;

  1. 3. bring back a follow-up item to the Board with specific recommendations for action;

4. implement the action plan including but not limited to issuance of Request for Qualifications/Proposals and/or Invitations to Negotiate; and

  1. 5. if the recommendations are approved, constitute an entity to strategize and oversee the long-term disbursement of revenues generated based on priorities established by the Board.
