Pursuant to Board Policy 0169.1, a person not scheduled in advance to speak on a non-agenda topic must submit, either before or during the regularly scheduled meeting, a written request to the Chair. Board members present at the meeting must vote by a majority for the person to be heard.

The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. Accordingly, the Chair may order the removal from any School Board meeting of any person interfering with the expeditious or orderly process of the meeting provided the Chair has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. Any law enforcement authority or a sergeant-at-arms designated by Chair shall remove any person ordered removed pursuant to this section §1001.372 (3), Fla.Stat.

A. SUPERINTENDENT’S PRIORITY ITEMS

A-2 APPROVE RESOLUTION 18-047 CALLING FOR A REFERENDUM TO BE HELD ON NOVEMBER 6, 2018, SEEKING APPROVAL FROM THE VOTERS OF MIAMI-DADE COUNTY FOR THE SCHOOL BOARD TO LEVY AN AD VALOREM ASSESSMENT TO SUPPORT TEACHERS, INSTRUCTIONAL PERSONNEL, AND SCHOOL SAFETY AND SECURITY, WITH OVERSIGHT BY A CITIZEN ADVISORY COMMITTEE (revised)

RECOMMENDED: That the School Board of Miami-Dade County, Florida,

1) approve Resolution 18-047, calling for a referendum to be held on November 6, 2018, for the purpose of seeking approval from the voters of Miami-Dade County for the School Board to levy an ad valorem assessment of 0.75 mills to support teachers, instructional personnel and school safety and security;

2) in accordance with Section 1011.73(2), F.S., direct the Miami­Dade County Commission to place the referendum on the November 6, 2018, general election ballot as authorized by Resolution 18-047;

3) authorize the Superintendent to use District resources to educate the community on the purpose and benefits of the proposed referendum; and

4) authorize the Superintendent to develop a framework for the establishment of a citizen oversight advisory committee for the purpose of monitoring the use of proceeds generated by the passage of the referendum proposed under Resolution 18-047, and present a recommendation to the Board by August 2018.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to advertise a 2018-19 Total Millage Levy.
