PURPOSE:  To consider items submitted by the Superintendent, School Board Members, School Board Attorney, and other pertinent matters.  This Special Board Meeting conducted by The School Board of Miami-Dade County, Florida, is provided in accordance with Section 1001.372, Florida Statutes and is being held in accordance with Governor DeSantis’ Executive Order 20-69 Suspending Certain Statutory Public Meeting Requirements. An agenda will be available no later than 1:00 p.m., on Friday, September 11, 2020. The agenda can be viewed by accessing the website www.dadeschools.net under Board Information.   The public may view  or read the Closed Captioning of the Special Board Meeting which can be found by accessing  https://www.dadeschools.net/schoolboard/index.asp and clicking on the Web Simulcast icon on the bottom right of the page. That The School Board of Miami-Dade County, Florida, receive the Superintendent’s Informational report to the School Board and community.

SP-2 REQUEST APPROVAL OF ADMINISTRATIVE APPOINTMENTS FOR 2020-2021 AND JOB DESCRIPTION
   
RECOMMENDED:

That The School Board of Miami-Dade County, Florida:

1.  Establish and classify Executive Director, Educational Equity, Access & Diversity (EEAD), MEP, paygrade 22, Office of Educational Equity, Access & Diversity.     

2.   Approve the recommendation for appointment to be effective September 15, 2020, or as soon thereafter as can be facilitated, and authorize compensation adjustments upon appointment and thereafter as stipulated in the agenda item.

COMMISSION OF RODRIGUEZ ARCHITECTS, INC., AS ARCHITECT/ENGINEER OF RECORD (A/E) FOR NEW 12-CLASSROOM ADDITION, AT WEST HOMESTEAD K-8 CENTER, (A REUSE OF CORAL PARK ELEMENTARY 12- CLASSROOM ADDITION), PROJECT NUMBER 02099200

   
RECOMMENDED:

That The School Board of Miami-Dade County, Florida, commission Rodriguez Architects, Inc., as Architect/Engineer of Record for New Classroom Addition at West Homestead K-8 Center, (a reuse of Coral Park Elementary), located at 1550 S.W. 6 Street, Homestead, Florida 33030, Project Number 02099200 as follows:
                                               

  1. A lump sum fee of $145,000 for Basic Services; and
  2. Project scope and all terms and conditions as set forth in the Agreement and the body of the agenda item.

AWARD TO VEITIA PADRON, INCORPORATED, THE GENERAL OBLIGATION BOND FUNDED RENOVATIONS PROJECT AT RICHMOND HEIGHTS MIDDLE SCHOOL; PROJECT NUMBER 01619800

   
RECOMMENDED:

That The School Board of Miami-Dade County, Florida, award to Veitia Padron, Incorporated, the General Obligation Bond funded renovations project at Richmond Heights Middle School; Project Number 01619800; on the basis of the lowest adjusted Base Bid in the amount of $3,574,756.78.

FINANCIAL, LEGAL, OPERATIONAL, AND INSTRUCTIONAL FEASIBILITY OF ESTABLISHING A PARENTAL CHOICE OPTION FOR ONLINE SCHOOL HOUSE LEARNING CENTERS IN MIAMI-DADE COUNTY PUBLIC SCHOOLS (M-DCPS) UTILIZING THE MY SCHOOL ONLINE MODEL

That The School Board of Miami-Dade County, Florida,

  1. direct the Superintendent of Schools, in collaboration with the School Board Attorney, to research and analyze the financial, legal, operational, and instructional feasibility of establishing a parental choice option for online school house learning centers in Miami-Dade County Public Schools (M-DCPS) utilizing the My School Online Model pursuant to the four guiding principles of the reopening of schools;
  2. provide a report to the Board by September 24, 2020; and
  3. based on the report to the Board, if it is deemed appropriate and within CDC guidelines, state and/or local health requirements, authorize the Superintendent of Schools to implement a parental choice option for online school house learning centers in Miami-Dade County Public Schools by October 5, 2020.

ENDORSEMENT COMMEMORATING THE 100TH ANNIVERSARY OF THE 19TH AMENDMENT AND WOMEN’S CONSTITUTIONAL RIGHT TO VOTE

COVID-19 SAFETY ACKNOWLEDGMENT

That The School Board of Miami-Dade County, Florida, direct the Superintendent to:

  1. collaborate with the School Board Attorney as needed to create a Safety Acknowledgment document that is intended to fortify Miami-Dade providing a safe learning environment;
  2. examine and evaluate the practicality of said document as it relates to liability, acknowledgment, and cooperation; and
  3. provide an update to the Board of the document upon completion by October 21, 2020 School Board meeting.

THE SCHOOL BOARD OF MIAMI-DADE COUNTY FLORIDA CREATE A DISTRICTWIDE DISTANCE LEARNING AND REMOTE WORK POLICY

That The School Board of Miami-Dade County, Florida, direct the Superintendent to:
 

  1. create a Districtwide Distance Learning and Remote Work Policy;
  2. incorporate annual employee cyber training into this policy;
  3. implement a multi-factor authentication method to provide one more layer of protection from cyber-attacks; and
  4. report back to the Board by October 14, 2020 at the Personnel, Student, School, and Community Support Committee meeting.
