D-9 REQUEST AUTHORIZATION FOR STUDENTS TO TRAVEL OUT-OF-COUNTRY

A Request has been received for students to travel out-of-country. All arrangements are in accordance with Board Rule 6Gx16-6A-1.22, Field Trips.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the out-of-country field trip to Marsh Harbour, Bahamas, for students at MAST Academy, January 26, 1999 through January 31, 1999.

K-1 ACCEPTANCE OF RESIGNATION
SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA v. NELSON ALFARO, CASE NO. DH98-005-CATALANO

At its regularly scheduled meeting of August 26, 1998, the School Board took action to suspend and dismiss custodian Nelson Alfaro for all employment for just cause including, but not limited to, excessive absenteeism/abandonment of position and conduct unbecoming a School Board employee.

RECOMMENDED: That The School Board of Miami-Dade County, Florida accept the resignation of Nelson Alfaro, custodian at Coral Gables Senior High School effective as of January 7, 1999.

B-2 REQUEST FOR APPROVAL OR RESOLUTION NO. 98-57 PROPOSED BY DEMETRIO PEREZ, JR. OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, HONORING JOSE MARTI, AN EDUCATOR AND THE MARTYRED SYMBOL OF CUBAN ASPIRATIONS TO INDEPENDENCE, DURING A COMMUNITY CELEBRATION DEDICATED TO HIS MEMORY, JANUARY 28, 1999 - JOSE MARTI DAY
January 28, 1000, marks the 146th birthday of Jose Julian Marti - Cuba's greatest hero, poet, statesman, and democratic revolutionary.

: That The School Board of Miami-Dade County, Florida, approve Resolution 98-57 proposed by Demetrio Perez, Jr. of The School Board of Miami-Dade County Florida, honoring Jose Marti, an educator and the martyred symbol of Cuban aspirations to independence, during a community celebration dedicated to his memory, January 28, 1999, Jose Marti Day.

E-3 APPOINT AND ASSIGN:

The following recommendation is made in accordance with Board Rule 6Gx13-4A-1.16.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint Ms. Aileen Ramirez-Boucle, to the open budgeted position of Specialist, Real Property Development and Acquisition, MAPP Pay Grade 39, 12 months, and assign to the Division of Governmental Affairs and Land Use Policy, effective January 14, 1999, or as soon thereafter as can be facilitated.

The following recommendation is made in accordance with Board Rule 6Gx13-4A-1.16.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint Ms. Rose E. Canal, to the open budgeted position of Coordinator II, Substance Education, MAPP Pay Grade 41, 12 months, and assign to the Division of Student Services, effective January 14, 1999, or as soon thereafter as can be facilitated.

The following recommendation is made in accordance with Board Rule 6Gx13-4A-1.16.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint Ms. Silvia Monzo, to the open budgeted position of Administrative Assistant I, MAPP Pay Grade 34, 12 months, and assign to Transportation Operations, effective January 14, 1999, or as soon thereafter as can be facilitated.

G-1 SCHOOL INFRASTRUCTURE THRIFT (SIT) AWARD APPLICATION

During the special legislative session in November of 1997, the legislature appropriated $200 million in incentive funding for the SIT Program as part of a series of measures intended to relieve school overcrowding.

RECOMMENDED: That The School Board of Miami-Dade County:

  1. approve the SIT award application,
  2. authorize the Board Chair to sign the application on behalf of the Board,
  3. authorize submission of the application to the SMART Schools Clearinghouse.


G-79 AWARD OF BID #138-XX04 - COMPUTER EQUIPMENT SERVICE AND REPAIR (ON-SITE)

The purpose of this bid, opened on December 3, 1998, is to establish a contract to provide, at firm unit prices, quantities, as may be required, of on-site computer equipment service and repair, for various locations.

RECOMMENDED: That The School Board of Miami-Dade County, Florida AWARD Bid #138-XX04 - COMPUTER EQUIPMENT SERVICE AND REPAIR (ON-SITE), to provide, at firm unit prices, quantities, as may be required, of on-site computer equipment service and repair, for various locations, during the term of the bid, effective February 1, 1999 through June 30, 2000 as follows:

J-20 TERMINATION OF CONTRACT WITH CONSOLIDATED BUILDERS ENTERPRISES, INC.
PROJECT NO. A-0522
NATHAN YOUNG ELEMENTARY
14120 N.W. 24 AVENUE, OPA-LOCKA, FLORIDA

At its meeting of May 7, 1997, the Board awarded the construction contract for additions, remodeling and renovations at Nathan Young Elementary School to Consolidated Builders Enterprises, Inc. for the amount of $2,260,900. The current adjusted contract completion date is July 1, 1998 and has passed without the contractor completing any of the phases of the project.

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

  1. terminate the contract with Consolidated Builders Enterprises, Inc., Project No. A-0522, Nathan Young Elementary; and
  2. authorize the Superintendent to make demand upon the Surety in accordance with the contract and bond to complete the work.

E-2 APPOINTMENTS, ADMINISTRATIVE AND LATERAL ASSIGNMENTS OF ADMINISTRATIVE PERSONNEL FOR 1998-99

The following recommendations are made in accordance with Board Rules 6Gx13-4A-1.16 and 6Gx13-4A-1.161.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the recommendations as set fourth above for appointments and lateral transfers, to be effective, January 14, 1999, or as soon thereafter as can be facilitated.

H-1 DIRECTION OF THE SUPERINTENDENT REGARDING THE IMPLEMENTATION OF MUTUAL AID AGREEMENTS AND THE ADOPTION OF STANDARD OPERATING PROCEDURES

In 1996, the Florida Legislature began allowing school boards to enter into agreements with counties and municipalities for mutual aid in law enforcement services.

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

  1. Give the Superintendent direction on the points listed below for the implementation of agreements for mutual aid in law enforcement services and the adoption of standard operating procedures:
    1. Whether the Board wishes to enter the jurisdiction of the School Board police department beyond School Board property or maintain its practice not to extend the jurisdiction beyond School Board property. (The Superintendent, the Superintendent's Cabinet, the Division of School Police Chief, the Region Superintendents and other senior staff members do not recommend extending the jurisdiction of the School Board police beyond School Board property.)

H-21 APPOINTMENT TO THE JOINT MIAMI-DADE COUNTY SCHOOL BOARD/BOARD OF COUNTY COMMISSIONERS SCHOOL OVERCROWDING TASK FORCE

At its February 8, 1995 meeting the Board endorsed the creation of a Joint Miami-Dade County School Board/Board of County Commissioners School Overcrowding Task Force (Task Force).

RECOMMENDED: That The School Board of Miami-Dade County, Florida, review and make appointments, as it deems appropriate, to the Joint Miami--Dade County School Board/Board of County Commissioners School Overcrowding Task Force .

J-19 REQUEST FOR AUTHORIZATION TO CONSTRUCT A NEW K-8 FACILITY NEAR FLORIDA INTERNATIONAL UNIVERSITY'S (FIU) NORTH CAMPUS SITE

The need to construct a new K-8 facility in the North Miami area has been identified.

RECOMMENDED: That The School Board of Miami-Dade County, Florida authorize the Superintendent to

  1. Authorize staff to construct a new K-8 facility near Florida International University's (FIU) north campus site;
  2. Begin negotiations with the city of North Miami regarding the leasing of the necessary acreage;
  3. Advertise for project architect; and
  4. Advertise for construction Management (CM) At-Risk firm.
