The following recommendations are made in accordance with Board Rules 6Gx13-4A-1.16 and 6Gxl3-4A-1.161.

Considerations for administrative reassignments of administrative personnel were predicated upon an intensive review of information by the appropriate administrators and the Superintendent of Schools.

RECOMMENDED:

G-3 APPROVAL OF RESOLUTION 9940, CERTIFYING TO THE FLORIDA DEPARTMENT OF EDUCATION (FDOE) REQUIRED ASSURANCES FOR THE APPLICATION AND ISSUANCE OF QUALIFIED ZONE ACADEMY BONDS (QZABs); AND APPROVAL TO FILE APPLICATION FOR QZABs WITH THE FDOE

Sections of Miami-Dade County have recently been designated as an empowerment zone by the federal government. While this designation principally focuses on the economic development of the zone, such a designation enables an affected school district to be eligible for Qualified Zone Academy Bonds (QZABs).

RECOMMENDED: That The School Board of Miami-Dade County, Florida approve Resolution 99-10 and authorize the Superintendent of Schools to file an application with the Florida Department of Education to authorize the district to issue up to $40 million in QZAB non-interest bearing bonds.

The purpose of this bid, opened on November 17, 1998 is to establish a contract, to purchase, at firm unit prices, quantities, as may be required, of various types of trucks, for use by Stores and Mail Distribution, Maintenance Materials Management and the Office of Facilities Operations. This is a term bid which states that the Board may purchase quantities, as may be required, at the unit price bid, but is not obligated to purchase any guaranteed amount. Of 150 vendors sent bid forms or card notices of this advertised bid, 30 responded, with 17 regular bids (not all vendors bid all items) and 13 no bids.

The intent of Youth Crime Watch (YCW) of Dade County Week is to focus on the rights and responsibilities of youths with regard to a crime-free environment at school, at home and in the community.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve Resolution No. 99-05 of The School Board of Miami-Dade County, Florida, declaring March 15-19, 1999, as “Youth Crime Watch of Dade County Week” in all Miami-Dade County Public Schools.

H-29 AUTHORIZATION TO EXECUTE A JOINT USE AND OPERATING AGREEMENT WITH MIAMI-DADE COUNTY FOR THE USE OF THE PLAYGROUND AND RECREATIONAL FACILITIES AT MELROSE ELEMENTARY SCHOOL

Miami-Dade County (County) has informed District staff that it would like to enhance the Melrose Elementary School’s playground and recreational facilities for the benefit of the Melrose community. Since the school’s playground is the only open green space suitable for park purposes within the Melrose area, the County’s proposal is intended to enable it to better serve the recreational needs of the surrounding community.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to execute a Joint Use and Operating Revised Agreement with Miami-Dade County for the use of the playground and recreational facilities at Mehose Elementary School, under terms and conditions set forth above.

H-30 AUTHORIZATION TO ENTER INTO A LEASE AGREEMENT WITH THE DEPARTMF,NT OF JUVENILE JUSTICE FORTHE CONSTRUCTION AND OPERATION OF AJUVENILE JUSTICE FACILITY ON VACANT BOARD-OWNED LAND

The School Board, at its meeting of November 21, 1995, authorized the execution of a lease agreement with Walden Community School, Inc. (Walden), for the construction of a community based residential treatment center for adolescents with emotional problems, on 5.362 acres ofvacant Board-owned land adjacent to Miami Douglas MacArthur North Senior High School (MacArthur, North). The lease document, which was entered into on December 6,1995, provided four placement slots at no cost to the District and stipulated that the agreement was subject to termination by the Board at any time after two years, unless Walden demonstrated substantial completion in securing all funds. Walden was unable to secure funding within the specified time and, at the request of Walden, the District granted a number of temporary extensions. The Department of Juvenile Justice (DJJ), has now advised that it is willing to provide funding, but, due to the nature of its program, it can only participate if the lease agreement names it as the lessee, rather than Walden. Further, DJJ can only operate the facility as a center for youth who have been adjudicated and assigned to the program by the Court. This will preclude the District’s ability to directly place its students in the program, as only the Court retains that authority.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to:

1. terminate the lease agreement between the Board and Walden Community School, Inc., effective immediately; and
2. execute a lease agreement with the Department of Juvenile Justice, for the construction and operation of a juvenile justice facility on vacant Board-owned land, under terms and conditions set forth above. The lease agreement will be conditioned upon the provision appropriately sized public sanitary sewer system with adequate capacity to service both the DJJ facility and the Miami Douglas MacArthur North Senior High School facility at no cost to the Board.

B-5 REVIEW OF SPECIFIC PROCEDURES RELATING TO PUBLIC/PRIVATE PARTNERSHIPS WITH THE DEVELOPMENT AND BUILDING INDUSTRY

At the Board Meeting of August 26, 1998, we adopted a resolution which recognized developers for their contributions of land and money and encouraged them to work with the District in public/private partnerships, recognizing our need for land in new developments for school construction.

ACTION PROPOSED BY MS. PERLA TABARES HANTMAN:
That The School Board of Miami-Dade County, Florida, direct the Superintendent to review and prepare a report regarding improving and simplifying District procedures as outlined above.

E-3 APPOINT AND ASSIGN:
COORDINATOR II,
VOCATIONAL EDUCATION


The following recommendation is made in accordance with Board Rule 6Gx13-4A-1 .I 6.

This is an open position funded by the 21” Century Community Learning Centers grant.

Ms. Annie Betancourt is recommended for appointment to the open, budgeted position of Coordinator II, Vocational Educational, MAPP Pay Grade 41, Office of Applied Technology, Adult, and Career Education. Ms. Betancourt received a Bachelor of Arts Degree from the University of Miami, Coral Gables, Florida. Since 1991 to the present, Ms. Betancourt has been employed by Miami-Dade Community College - Kendall Campus as the Director, Center for Professional Development and Corporate Training, her current position.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint Ms. Annie Betancourt to the open budgeted position of Coordinator II, Vocational Education, MAPP Pay Grade 41, 12 months, and assign I to the Office of Applied Technology, Adult, and Career Education, I effective February 11, 1999, or as soon thereafter as can be facilitated.

The following recommendation is made in accordance with Board Rule 6Gx13-4A-1.16.

This open position was approved October 27, 1998.

Ms. Mevme Falcone, currently a Coordinator II, Accounting, MAPP Pay Grade 41, Office of Accounting, is recommended for appointment to the open, budgeted position of Budget Analyst, MAPP Pay Grade 43, Office of Budget Management. Ms. Falcone received a Bachelor of Accounting Degree and a Bachelor of Business Administration Degree from Florida International University, Miami, Florida. Since 1993 to the present, Ms. Falcone has been employed by Miami-Dade County Public Schools as a Staff Auditor II, a Staff Auditor Ill, a Senior Auditor, and a Coordinator II, Accounting, her current position.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint Ms. Mevme Falcone, currently a Coordinator II, Accounting, MAPP Pay Grade 41, to the open budgeted position of Budget Analyst, MAPP Pay Grade 43, 12 months, and assign to the Office of Budget Management, effective February 11, 1999, or as soon thereafter as can be facilitated.

The following recommendations are made in accordance with Board Rule 6Gxl3-4A-1.16.

These open positions are due to the promotion of one incumbent and the resignation of one incumbent.

Mr. Amos C. Roundtree, Jr., currently an Administrative Assistant I, pay grade 33, Stores and Mail Distribution, is recommended for appointment to the open, budgeted position of Buyer, pay grade 39, Procurement and Materials Management. Mr. Roundtree received a Bachelor of Science Degree and a Master of Science Degree from Barry University, Miami Shores, Florida. From 1974 to 1996, Mr. Roundtree was employed by Florida Power and Light, Miami, Florida, as a Senior Inventory Specialist, Distribution Logistics. Since 1996 to the present, Mr. Roundtree has been employed by Miami-Dade County Public Schools as an Administrative Assistant I, Stores and Mail Distribution, his current position.

Mr. Arnold M. Velazquez, Jr.
is recommended for appointment to the open, budgeted position of Buyer, pay grade 39, Procurement and Materials Management. Mr. Velazquez received a Bachelor of Public Administration Degree from Florida International University, Miami, Florida. From 1996 to the present, Mr. Velazquez had been employed by the Florida Department of Transportation, Miami, Florida, as a Right of Way Contract Agent, and a Procurement Administrator, his current position.

These recommendations are the direct result of the Board-approved advertisement and selection process.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint:

Ms. Rubiera received a Bachelor of Science Degree in Mathematics from Florida International University, Miami, Florida. From 1994 to 1998, Ms. Rubiera was employed by John Alden Life, Miami, Florida, as an MIS Project Leader. From 1998 to the present, MS Rubiera has been employed by Kloster Cruise Limited, Miami, Florida, as a Senior System Analyst, her current position.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint Ms. Vilma Rubiera, to the open budgeted position of Coordinator I, Systems and Programs, MAPP Pay Grade 40, 12 months, and assign to the Office of Educational Planning, effective February 11, 1999, or as soon thereafter as can be facilitated.

SENIOR PROGRAMMER ANALYST I


The following recommendation is made in accordance with Board Rule 6Gx13-4A-I .16.

This open position is due to the promotion of the incumbent.

Ms. Kathy-Ann Gonsalves, currently a Programmer I, pay grade 33, Systems and Programming, is recommended for appointment to the open, budgeted position of Senior Programmer Analyst I, pay grade 37, Systems and Programming. Ms. Gonsalves received a Certificate in Digital Computer Operations from the Control Data Institute in Toronto, Canada; and, a Certificate in Computer Programming and Business Systems from the Her-king Institute Career College in Toronto, Canada. From 1990 to 1996, Ms. Gonsalves was employed by Trinidad and Tobago Export Trading Company, Port-of-Spain, Trinidad. From 1996 to 1997, Ms. Gonsalves was employed by Blue Mountain Trading Company, Inc., in Miami, Florida. Since 1998 to the present, Ms. Gonsalves has been employed by Miami-Dade County Public Schools as a Programmer I, Systems and Programming, her current position.

This recommendation is the direct result of the Board-approved advertisement and selection process.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint Ms. Kathy-Ann Gonsalves, currently a Programmer I, pay grade 33, to the open budgeted position of Senior Programmer Analyst I, pay grade 37, 12 months, and assign to Systems and Programming, effective February II, 1999, or as soon thereafter as can be facilitated.

E-8 ESTABLISH AND CLASSIFY THE POSITION OF ASSISTANT TREASURER APPOINT AND ASSIGN

Authorization of the Board is requested to establish and classify the position of Assistant Treasurer, Office of Treasury Management, MAPP Pay Grade 48. This position is necessary because the responsibilities of the Office of Treasury Management have substantially grown as additional debt and additional systems covering issuance of checks and electronic payments have evolved.

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. establish and classify the position of Assistant Treasurer, MAPP Pay Grade 48, Office of Treasury Management; and
2. appoint Ms. Silvia Roias, currently a Supervisor I, Banking and Investment, MAPP Pay Grade 43, to the newly established, open, budgeted position of Assistant Treasurer, MAPP Pay Grade 48, 12 months, and assign to the Office of Treasury Management, effective February 11, 1999, or as soon thereafter as can be facilitated.

The purpose of this bid, opened on January 12, 1999, is to establish a contract, to purchase, at firm unit prices, quantities, as may be required, of telecommunications wiring and installation, for the Office of Information Technology. This is a term bid which states that the Board may purchase quantities, as may be required, at the unit price bid, but is not obligated to purchase any guaranteed amount. The award of this contract is to the three (3) lowest bidders meeting specifications, as determined by applying the unit price to a material estimate, based on a prototypical school. It is estimated that approximately 5.2%. $156,000 annually, may be saved over the previous bids. Of 143 vendors sent bid forms or card notices of this advertised bid, 22 responded, with 12 bids meeting specifications, 3 bids not meeting specifications, (not all vendors bid all items) and 7 no bids.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, AWARD Bid #050-Xx04 WIRING, TELECOMMUNICATION (FURNISH AND INSTALL-VOICE AND DATA), to purchase, at firm unit prices, quantities, as may be required, of telecommunications wiring and installation, for the Office of Information Technology, during the term of the bid, effective April 1, 1999 through March 31, 2001, as follows:

G-80 AWARD OF BID #I 77-Xx04 - NETWORK CONNECTIVITY DEVICES

The purpose of this bid opened on January 12, 1999, is to establish a contract to purchase, at firm unit prices, quantities, as may be required, of network connectivity devices for the Office of Information Technology. This is a term bid which states that the Board may purchase quantities, as may be required, at the percentage of discount, but is not obligated to purchase any guaranteed amount. The award of this contract is to the three (3) bidders meeting specifications, per group, who offer the highest percentage of discount off the manufacturer’s published price lists. It is estimated that approximately $250,000 may be saved through spot market purchases, over previous devices purchased on the State of Florida Contract. Of 543 vendors sent bid forms or card notices of this advertised bid, 151 responded, with 38 bids meeting specifications (includes 6 bids meeting individual item specifications, but not all items specifications, not all vendors bid all items), 1 non-responsive bid (vendor withdrew bid after bid opening) and 112 no bids.

At its recent meeting of November 18, 1998, the Board commissioned James B. Pirtle Construction Co., Inc. as CM-at-Risk for Riviera Middle School. This contract provides for design phase services and presentation to the Board at the completion of design of a Guaranteed Maximum Price for construction. For purposes of proceeding as quickly as possible with air conditioning of the auditorium, that portion of the overall project was moved forward and a separate GMP requested of the CM-at-Risk.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve GMP for Project No. A-0430-A-CM, Riviera Middle School, in the amount of $283,257.
