In 191.5, National Black History Theme Month was initiated by
Harvard-trained historian Dr. Carter G. Woodson as a a week-long
observance, and it was expanded to the entire month of February in
1976, in conjunction with the 200th birthday of the United
States.
ACTION PROPOSED BY DR. ROBERT B. INGRAM: That The School Board
of Miami-Dade County, Florida, approve Resolution No. 01-03 of The
School Board of Miami-Dade County, Florida, endorsing February 2001
as National Black History Theme Month, to be celebrated with
appropriate programs, ceremonies, and activities in all of Miami-Dade
Countys public schools.

Middle School, pending the outcome of a hearing, if requested.

This bid was awarded by the Board on July i4, 1999, and renewed on
June 21, 2000, to establish a contract, to purchase, at firm unit

RECOMMENDED: That The School Board of Miami-Dade County,
Florida:
1. TERMINATE the award of Items 1A through 6A on Bid #004-2203 - ARMORED CAR SERVICES, effective January 17, 2001, as follows:
K-4 AUTHORIZATION TO SETTLE THE CASE OF MARIST BROTHERS OF THE SCHOOLS, INC. V. THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, ET AL., U.S.D.C. CASE NO. 99-3258 CIV GRAHAM
On December 7, 1999, the School Board was sued in the
above-referenced case. The federal court trial in this matter was
scheduled to commence on January 16,200l.
RECOMMENDED: That The School Board of Miami-Dade County,
Florida, authorize the Board Attorney to settle the case of Marist
Brothers of the Schools, Inc. v. The School Board ofMiami-Dade
Countv, Florida, et al., U.S.D.C. Case No. 99-3258 CIV GRAHAM,
without payment ofmoney by the School Board. The settlement releases
the School Board from all claims made by Plaintiff including damages,
attorneys fees and costs.
K-5 APPROVAL OF SETTLEMENT AGREEMENT THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA v. OUECHELL KING - CASE NO. DH 99-013 MORALES
At its regularly scheduled meeting of April 12, 2000, the School
Board took action to terminate Respondent Quechell Kings
employment due to her alleged violence in the workplace and conduct
unbecoming a School Board employee.
RECOMMENDED: That The School Board of Miami-Dade County,
Florida, accept and approve the Settlement Agreement between The
School Board of Miami-Dade County, Florida, and Quechell King in DH
Case No. 99-013.

FLORIDA, RECOG-NIZING THE SIXTH ANNUAL NATIONAL AFRICAN AMERICAN
PARENT INVOLVEMENT DAY (NAAPID), MONDAY, FEBRUARY 12,200l
National African American Parent Involvement Day (NAAPID) was
founded by Michigan school principal Dr. Joseph Dulin and ratified at
the 23rd National Conference of the National Alliance of Black School
Educators (NABSE) in 1995.
ACTION PROPOSED BY DR. ROBERT B. INGRAM: That The School Board
of Miami-Dade County, Florida, approve Resolution No. 01-01 of The
School Board of Miami-Dade County, Florida, recognizing the sixth
annual National African American Parent Involvement Day (NAAPID),
Monday, February 12, 200l.
B-8 REQUEST FOR APPROVAL OF RESOLUTION NO. 01-02 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, HONORING DR. MARTIN LUTHER KING, JR., FOR HIS PROFOUND IMPACT ON THE CML RIGHTS OF ALL PEOPLE
Dr. Martin Luther Ring, Jr., a well-educated man, was born in
Atlanta, Georgia, on January 15, 1929. After graduating from
Morehouse College, he attended Crozer Theological Seminary, where he
formed his belief that peaceful, nonviolent protest against unjust
laws was the way to bring about change.
ACTION PROPOSED BY DR. ROBERT B. INGRAM: That The School Board
of Miami-Dade County, Florida, approve Resolution NO. 01-02 of The
School Board of Miami-Dade County, Florida, honoring Dr. Martin
Luther Ring, Jr., for his profound impact on the civil rights of all
people.
C-4 AUTHORIZATION FOR THE SUPERINTENDENT TO TERMINATE THE CONTRACTUAL AGREEMENT BETWEEN THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, AND TECHWORLD PUBLIC CHARTER SCHOOL, INC., EFFECTIVE JANUARY 11, 200l
A contractual agreement with Techworld Public Charter School,
Inc., was approved by the School Board on June 24, 1999, for a
five-year period, from June 24, 1999 through June 30, 2004. Pursuant
to Section 228.056(10)(a)(d), F.S., and pursuant to the charter
school contractual agreement, a charter may be terminated if the
sponsor determines that good cause has been shown or if the health,
safety, or welfare of the students is threatened.
RECOMMENDED: That The School Board of Miami-Dade County, Florida,
terminate the charter school contractual agreement between The School
Board of Miami-Dade County, Florida, and Techworld Public Charter
School, Inc., effective January 11, 200l.
E-2 APPOINTMENTS AND
LATERAL ASSIGNMENTS OF MANAGERIAL EXEMPT, PROFESSIONAL, AND TECHNICAL
PERSONNEL FOR 2000-2001
The following recommendations are made in accordance with Board
Rules 6Gx13-4A-1.16, 6Gx13-4A-1.161, and the Miami-Dade
County Public Schools/Dade County Schools Administrators
Association labor contract.
RECOMMENDED: That The School Board of Miami-Dade County,
Florida, approve the recommendations as set forth above for
appointments and lateral transfers, to be effective January 18,2001,
or as soon thereafter as can be facilitated.
E-10 ACCEPTANCE OF RESIGNATION
Subsequent to the January 4, 2001, notification to Mr. P. A.
Shuler, from the Superintendent of Schools, that he would be
recommended for dismissal on January 1, 2001, for just cause,
including, but not limited to, conduct unbecoming a School Board
employee, misconduct in office, lack of good moral character, and
violation of School Board Rule 6Gx13-4A-1.21, Responsibilities
and Duties.
RECOMMENDED: That effective January 17, 2001, at the close of
the workday, the School Board of Miami-Dade County, Florida accept
the resignation of
Mr. P. A. Shuler, Custodian, at Building Operations.
E-11 ACCEPTANCE OF RESIGNATION
Subsequent to the January 11, 2001, notification to Mr. Eddie L.
Jackson, from the Superintendent of Schools, that he would be
recommended for dismissal on January 17, 2001, for just cause,
including, but not limited to, excessive absenteeism, abandonment of
position, deficient performance of job responsibilities, and
violation of School Board Rule 6Gx13-4E-1.01, Absences,
Leaves, and Vacations.
RECOMMENDED: That effective January 17, 2001, at the close of
the workday, the School Board of Miami-Dade County, Florida accept
the resignation of Mr. Eddie L. Jackson, Custodian, at Miami Springs
Middle School

The purpose of this request is to obtain prior approval of a

K-1 THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA v. PRISCILLA G. STEPHENS KRUIZE- DOAH CASE NO. 00-1114
On March 15, 2000, the School Board suspended teacher Priscilla G.
Stephens Kmize from her employment with The School Board of
Miami-Dade County, Florida, and instituted dismissal proceedings
against her.
RECOMMENDED: That The School Board of Miami-Dade County,
Florida:
(1) grant or deny Respondents request to late file Respondents Exceptions to the Recommended Order, resulting in the pulling of this agenda item so that the record can be prepared for Board review; or added
The Multilingual Task Force was convened in order to design and
present a plan to improve the delivery of bilingual programs
districtwide. The Task Force presented recommendations to be
phased-in over a three-year period.
ACTION PROPOSED BY MS. PERLA TABARES HANTMAN: That The School
Board of Miami-Dade County, Florida, direct the Superintendent to
submit a Request for Proposals to conduct an external evaluation of
international education programs at a cost not to exceed $25,000.
B-11 PROPOSAL THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, DIRECT THE SUPERINTENDENT TO DESIGNATE A DATE IN NOVEMBER PRIOR TO VETERANS DAY TO HONOR AND MEMORIALIZE PAST AND PRESENT MEMBERS OF THE UNITED STATES ARMED FORCES
Since the birth of our nation in 1776, the members of the United
States armed forces have served with patriotism, dignity and
pride.
ACTION PROPOSED BY BETSY H. KAPLAN: That The School Board of
Miami-Dade County, Florida, direct the Superintendent to designate a
date in November prior to Veterans Day to honor and memorialize
past and present members of the United States armed services.

Pursuant to the direction of the Board at its meeting of October

solicit proposal from companies for group medical benefits, to be
effective January 1, 2002.
RECOMMENDED: That The School Board of Miami-Dade County,
Florida:
1. authorize the Superintendent to issue Request For Proposal #090-AAl0, Group Medical Benefits; and
E-5 AMENDMENTTOTRANSlTlONALRETlREMENTlNCENTlVEPROGRAM (TRIP) FOR DR. RICHARD HINDS, CHIEF FINANCIAL OFFICER
Dr. Richard Hinds, Chief Financial Officer, is a participant in
the TRIP and is scheduled to participate in the Transition Leave July
1, 2002.
RECOMMENDED: That The School Board of Miami-Dade County,
Florida, authorize the amendment to the Transitional Retirement
Incentive Program (TRIP) and execution of a contract through June 30,
2003, for Dr. Richard Hinds, Chief Financial Officer, effective
December 14, 2000.
