The initiation of rulemaking proceedings in accordance with the Administrative Procedure Act to repeal all existing Board rules and replace with the proposed policies.

DISCUSSED*

1. The implications of proposed legislation related to the composition and leadership structure of the Board;

2. Directed the School Board Attorney to prepare, for the Board’s consideration, a redistricting plan for the School Board which will continue to ensure that all segments of the community are fairly and equitably represented;

3. Directed the Superintendent to collaborate with the Board Attorney to prepare a review of literature related to “best-in-class” governance structures from across the nation and present a report to the Board by June 2011; and

4. Asserted the Board’s formal position against HB 307 and SB 778, by:
       


a). directing the School Board Attorney to investigate all legal avenues available to challenge the bills should they be adopted and return recommendations to the School Board by the April 2011 School Board meeting; and

b). directing the Superintendent to notify legislative delegates of the Board’s position, update the legislative platform, and alert any other community organizations who have aligned interests.
