to Board Rule 6Gx13-8C-1.17, a person not scheduled
in advance to speak on a non-agenda topic must submit a written
request to the Superintendent of Schools not later than 10:00
a.m. on the day of a regular Wednesday Board Meeting. The
request must state the person’s name, address, subject and
reason for asking emergency handling of the request, reason
demonstrating good cause why the 4:30 p.m. Monday deadline
was not met, and Board action requested. Board members present
at the meeting must vote by a two-thirds (2/3) majority, for
the person to be heard.

contract with Ernst & Young LLP for yearly financial and
compliance audits at a cost not to exceed $1,017,535 for the
three-year contract, with the right for the School Board to
cancel this arrangement upon sixty (60) days written notice;
2.
authorize the Superintendent of Schools to enter into a contract
with Ernst & Young LLP to perform a financial and compliance
audit for the fiscal year ending June 30, 2003, at a cost
not to exceed $270,425;
3.
express its intent to have financial and compliance audits
performed by Ernst & Young LLP for the fiscal year ending
June 30, 2004, at a cost not to exceed $273,510; and for the
fiscal year ending June 30, 2005, at a cost not to exceed
$286,600;
4.
express its intent to have the Single Audit performed by Ernst
& Young LLP for any of the three fiscal years ending June
30, 2003, June 30, 2004 and June 30, 2005 at a cost not to
exceed $60,000, $62,000 and $65,000, respectively; and
5.
forward fund the budget for each of the three fiscal years

A-4 AMENDMENT TO FEDERAL LEGISLATIVE

to the Federal Legislative Program that have an imminent fiscal
impact on school District operations and do not have major
policy implications.

on the possibility of placing a countywide general obligation
bond issue on a future ballot to fund school construction.

WITH FLORIDA INTERNATIONAL UNIVERSITY (FIU) TO FUND THE COST
OF A SECRETARIAL POSITION, CONSULTANT SERVICES AND SUPPLIES
TO ASSIST IN PROJECT IMPLEMENTATION OF THE MIAMI-DADE AREA
CENTER FOR EDUCATIONAL ENHANCEMENT (M-DACEE) GRANT PROGRAM
IN AN AMOUNT NOT TO EXCEED $55,700, FROM SEPTEMBER 10, 2002
THROUGH JUNE 30, 2003
RECOMMENDED:
That The School Board of Miami-Dade County, Florida, authorize
the Superintendent to enter into a contractual agreement with
Florida International University (FIU) to fund the cost of
a secretarial position, consultant services and supplies to
assist in project implementation the Miami-Dade Area Center
for Educational Enhancement (M-DACEE) grant program in an
amount not to exceed $57,700, from September 10, 2002 through
June 30, 2003.
The
appropriation for this item is included in the Contracted
Programs Fund of the 2002-2003 Adopted Budget.
No
local funds are required.
B-13 REQUEST FOR AUTHORIZATION
TO IMPLEMENT EDUCATIONAL PROGRAMS FOR THE 2003 SUMMER SCHOOL
PROGRAM, INCLUDING ALTERNATIVE DELIVERY PILOT SUMMER CAMP
PROGRAMS, GRADES 1-3 and 6-8, AND THE COLLABORATIVE PARKS
AND RECREATION INITIATIVE FOR ELEMENTARY, MIDDLE, AND SENIOR
HIGH SCHOOLS JULY 7, 2003 THROUGH AUGUST 1, 2003
RECOMMENDED:
That The School Board of Miami-Dade County, Florida:
1.
request authorization to implement educational programs for
the 2003 summer school program, including Alternative Delivery
Pilot Summer Camp Programs, grades 1-3 and 6-8, and the Collaborative
Parks and Recreation Initiative, for elementary, middle, and
senior high schools July 7, 2003 through August 1, 2003;
2.
authorize the Superintendent to implement the recommendation
of the Summer School Ad Hoc Alternative Delivery Model Committee
for a 20-day instructional program for students grades 1-3,
6-8, and 9-12; and a 21-day work schedule for teachers, including
one PDD for the 2003 Summer School Program;
3.
authorize the proposed allocation formulas for the 2003 summer
school program, including designated supplementary programs,
and authorize the Superintendent to implement the programs
subject to any additional adjustments necessary to balance
the overall 2003-04 operating budget;
4.
authorize the Superintendent to enter into contractual agreement
with colleges, universities, and agencies identified for delivery
of Outreach and Special Programs;
5.
authorize the Superintendent to implement alternative delivery
models through the inclusion of summer camp pilot programs
focusing on intensive tutorial components in grades 1-3 and
6-8;
6.
provide summer programs, pending legislative funding, to all
eligible pupils pursuant to the established caps, the allocation
plan, and including the opening of centers during summer 2003;
7.
approve the Summer School budget summary for fiscal year 2003-2004,
thereby authorizing Financial Affairs to establish appropriations
in the General Fund for the 2003 Summer School Program;
8.
authorize the Superintendent to develop the 2003 Summer School
Implementation Document, to be transmitted prior to the April
2003, School Board Meeting;
9.
authorize the Superintendent to direct the Office of Evaluation
and Research to continue the evaluation processes begun during
the 2002 Summer School Program;
10.
authorize the Superintendent to notify all schools, the community,
community agencies, universities, regions, and District departments
that there will be no summer school program for the 2004-2005
school year; and
11.
authorize the Superintendent to implement changes as necessary
to the Summer Program in the event that the legislature reduces
funding.
B-22 REQUEST FOR AUTHORIZATION
TO INITIATE AN APPLICATION FEE FOR STUDENTS ENTERING POSTSECONDARY
APPLIED TECHNOLOGY EDUCATION PROGRAMS FOR THE FIRST TIME TO
MEET THE COSTS INVOLVED IN THE APPLICATION PROCESS
RECOMMENDED:
That The School Board of Miami-Dade County, Florida, authorize
the Superintendent to initiate an application fee of $15 for
the students entering postsecondary applied technology education
programs for the first time, excluding those who are fee exempt,
to meet the costs involved in the application process.
