There will be no cost to the district.

ACTION PROPOSED BY MRS. MORSE: That The School Board of Miami-Dade County, Florida, approve Resolution 00-01 of The School Board of Miami-Dade County, Florida, naming G. Holmes Braddock "Dean and Official Historian of the School Board".

B-4 REQUEST APPROVAL OF RESOLUTION NO. 99-46 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, ENDORSING FEBRUARY 2000 AS NATIONAL BLACK HISTORY THEME MONTH TO BE CELEBRATED IN MIAMI-DADE COUNTY PUBLIC SCHOOLS

ACTION PROPOSED BY DR. INGRAM: That The School Board of Miami-Dade County, Florida:

1. approve Resolution No. 99-46 of The School Board of Miami-Dade County, Florida, supporting the recognition of February 2000 as Black History Theme Month; and

1. authorize support of and participation in the Fifth Annual National African American Parent Involvement Day (NAAPID), Monday, February 14, 2000, with local organizations; and
2. direct the Superintendent to encourage all schools to promote and participate in the National African American Parent Involvement Day (NAAPID) Monday, February 14, 2000.

B-6 DIRECT THE SUPERINTENDENT OF SCHOOLS TO CONDUCT A STUDY COMPARING THE MIAMI-DADE COUNTY PUBLIC SCHOOLS (M-DCPS) SUBSTITUTE TEACHER PROGRAM, INCLUDING ADMISSION AND TRAINING REQUIREMENTS, TO THAT OF OTHER LARGE DISTRICTS AND RECOMMEND TO THE BOARD MEASURES TO ENHANCE OUR CURRENT PROGRAM

ACTION PROPOSED BY DR. PÉREZ: That The Superintendent of Schools be directed to conduct a study comparing the M-DCPS Substitute Teacher Program, including admission and training requirements, to that of other large districts and recommend to the Board measures to enhance our current program.

C-1 REQUEST FOR AUTHORIZATION TO ENTER INTO A COOPERATIVE AGREEMENT BETWEEN MIAMI-DADE COUNTY PUBLIC SCHOOLS (MDCPS) AND CUTLER RIDGE MALL, GENERAL PARTNERSHIP, INC., FOR THE FORTY-SIXTH ANNUAL SOUTH FLORIDA REGIONAL SCIENCE AND ENGINEERING FAIR, FROM FEBRUARY 13, 2000 THROUGH FEBRUARY 18, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with the Cutler Ridge Mall General Partnership, Inc., for the purpose of holding the South Florida Science and Engineering Fair at the Cutler Ridge Mall, February 13, 2000 through February 18, 2000. There is no exchange of funds for the execution of this cooperative agreement.

C-12 REQUEST FOR AUTHORIZATION TO ISSUE A REQUEST FOR PROPOSALS FROM AGENCIES TO PROVIDE COST RECOVERY MEDICAID FEE-FOR-SERVICE, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to issue a Request for Proposals from agencies to provide cost recovery Medicaid Fee-For-Services, from July 1, 2000 through June 30, 2001; and
2. approve the selection committee to evaluate proposals submitted.

The appropriation for this item will be included in the 2000-2001 Tentative Budget to be recommended for adoption in July 2000.

C-13 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE MIAMI-DADE/MONROE WORK AND GAIN ECONOMIC SELF-SUFFICIENCY (WAGES) COALITION FOR MIAMI-DADE COUNTY PUBLIC SCHOOLS TO PROVIDE COMMUNITY WORK EXPERIENCE FOR 300 WAGES PARTICIPANTS, IN AN AMOUNT NOT TO EXCEED $100,000, FROM JANUARY 13, 2000 THROUGH JUNE 30, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with the Miami-Dade/Monroe Work and Gain Economic Self-Sufficiency (WAGES) Coalition for Miami-Dade County Public Schools to provide community work experience for 300 WAGES participants, in an amount not to exceed $100,000, from January 13, 2000 through June 30, 2000. No local funds are required.

C-14 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE TRAINING AND EMPLOYMENT COUNCIL OF SOUTH FLORIDA TO PROVIDE A STAY-IN-SCHOOL PROGRAM IN SELECTED PUBLIC SENIOR HIGH SCHOOLS, FROM FEBRUARY 1, 2000 THROUGH JUNE 30, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with the Training and Employment Council of South Florida to provide a Stay-in-School Program in selected public senior high schools, from February 1, 2000 through June 30, 2000. No additional local funds are required.

C-15 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH JOBS FOR MIAMI TRAINING ACADEMY FOR A TOTAL AMOUNT NOT TO EXCEED $646,306, FROM JANUARY 3, 2000 THROUGH JANUARY 2, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with Jobs for Miami Training Academy for a total amount not to exceed $646,306, from January 3, 2000 through January 2, 2001, with the funding for the 2000-2001 school year contingent upon state appropriations. The appropriation for this item is included in the General Fund of the 1999-2000 Adopted Budget.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, commission the firm of Spillis Candela & Partners, Inc. to perform architectural/engineering services for the first phase of the new visual and performing arts senior high school (S/S "QQQ") and a new vehicle parking garage for the following considerations:

1) lump sum fee of $114,500 for developing the first phase of the project which consists, but is not limited to the following: a) analysis of the District's downtown sites; b) scope definition program for the school, garage and administrative offices; c) development of comprehensive urban master plan; and d) review and recommendations of proposed construction delivery methods, schedules and budgets;
2) additional lump sum fees of $3,000 for parking consultant, $12,000 for traffic consultant and $10,000 for cost consultant, were also negotiated; and
3) Professional Liability insurance will be required for the second phase of the project.

J-11 RENEWAL OF LEASE AGREEMENT WITH RONALD J. DORRIS FOR THE MIGRANT PROGRAM OFFICE SPACE

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the renewal of the lease agreement with Ronald J. Dorris for the Migrant Program Office space at an annual rental amount not to exceed $20,684.79. The term of the renewal period will commence June 1, 2000, and will end May 31, 2001. All other terms and conditions of the lease agreement will remain unchanged.

J-12 RENEWAL OF JOINT USE AGREEMENT WITH TELEMUNDO NETWORK, INC., FOR USE OF A PARKING LOT LOCATED AT J. W. JOHNSON ELEMENTARY SCHOOL SITE

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the renewal of the joint use agreement with Telemundo Network, Inc., for use of a parking lot located at the J. W. Johnson Elementary School site, at an annual rental rate of $22,873.07 for the first year of the renewal period and $23,787.99 for the second year of the renewal period. The term of the renewal period will commence April 10, 2000, and will end April 9, 2002. All other terms and conditions of the joint use agreement will remain unchanged.

1. a lump sum basic fee of $131,600, which represents 4.62% of the construction cost for services at William H. Turner Technical Arts School;
2. an additional lump sum fee not to exceed $8,000 was negotiated for traffic engineering study services;
3. at the Board's option, the DCP will provide 62 site visits for a fee of $15,500 for the duration of the construction process;
4. the multiplier for hourly compensation was limited to 2.45 for extra work; and
5. the Project Architect will maintain at least a $500,000 blanket Professional Liability insurance policy.
