COUNTY, FLORIDA, SUPPORTING FEDERAL GOVERNMENT INITIATIVES THAT PROVIDE LOCALLY
CONTROLLED FUNDING FOR SCHOOL CONSTRUCTION AND RENOVATION
Miami-Dade County Public Schools continues to lack adequate school facilities
to house its rapidly growing student population despite the bond referendum passed
in 1988. And, the probability of passing another bond referendum in Miami-Dade
County is unlikely. This presents the Board with the unique challenge of finding
alternate sources of funding to accommodate the ever-increasing number of students
entering our school system each year.
ACTION PROPOSED BY DR. MARTA PEREZ: That The School Board of Miami-Dade County,
Florida, approve Resolution No. 00-02 of the School Board of Miami-Dade County,
Florida, supporting federal government initiatives that provide locally controlled
funding for school construction and renovation.

The following recommendation is made in accordance with the Miami-Dade County
Public Schools/Dade County Schools Administrators Association labor contract.
This open budgeted position is due to the promotion of the incumbent. Mr. Michael
A. Hernandez is recommended for appointment to the open, budgeted position of
Senior Auditor, pay grade 40, Management and Compliance Audits. Mr. Hernandez
received a Bachelor of Science Degree from the University of Miami, Coral Gables,
Florida; and, a Masters Degree in Accounting from Florida International
University, Miami, Florida. Since 1997 to the present, Mr. Hernandez has been
employed by Exxon, Coral Gables, Florida, as a Financial Accountant, his current
position.

Staff Specialist Compliance, MEP pay grade 18, Equal Educational and Employment
Opportunity. Ms. lvey received a Bachelor of Education Degree from Whittier College,
Whittier, California; and, a Master of Science Degree in Mental Health Counseling
from Nova Southeastern University, Fort Lauderdale, Florida. From 1998 to 1999,
Ms. lvey was employed by the Lifeline Treatment Center, Davie, Florida as a Domestic
Violence Group Facilitator. Since 1999 to the present, Ms. lvey has been employed
by the Parents Information and Resource Center, Pompano, Florida as a Substance
Abuse Prevention Educator, her current position.

On January 5, 2000, the Superintendent of Schools sent the following letter
to Mr. Gregory Warren:
I am exercising my responsibility as Superintendent of Schools and recommending
to The School Board of Miami-Dade County, Florida, at its scheduled meeting of
January 12,2000, that the School Board suspend you and initiate dismissal proceedings
against you from your current position as Teacher at South Hialeah Elementary
School, effective at the close of the workday, January 12, 2000, for misconduct
in office, incompetence, gross insubordination, and violation of School Board
Rule 6Gx13-4A-1.21, Responsibilities and Duties. This action is taken in accordance
with Sections 230.03(2), 230.23(5)(f), 231.36(4)(c), and 447.209, Florida Statutes.
RECOMMENDED: That effective January 12, 2000, at the close. of the workday,
the School Board suspend and initiate dismissal proceedings against Mr. Gregory

Staff has completed the selection process for a project architect to perform
architectural/engineering services for a New Visual and Performing Arts Senior
High School (S/S QQQ) and a New Vehicle Parking Garage. Twenty-three
(23) firms applied and seven (7) were interviewed by the A/E Service Committee.
Of these seven (7) firms, Spillis Candela & Partners, Inc. was selected.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, commission
the firm of Spillis Candela & Partners, Inc. to perform architectural/engineering
services for the first phase of the new visual and performing arts senior high
school (S/S QQQ) and a new vehicle parking garage for the following
considerations:
1) lump sum fee of $1 14,500 for developing the first phase of the project which consists, but is not limited to the following: a) analysis of the Districts downtown sites; b) scope definition program for the school, garage and administrative offices; c) develop comprehensive site/space master plan; and d) review 3 recommendations of proposed construction delivery methods, schedules and budgets;
2) additional lump sum fees of $3,000 for parking consultant, $12,000 for traffic consultant and $10,000 for cost consultant, were also negotiated; and
3) Professional Liability insurance will be required for the second phase of the project.
