RECOMMENDED: That The School Board of Miami-Dade County, Florida, schedule a Conference Session on Fire Safety Code Compliance on Wednesday, May 17, 2000, at 10:00 a.m., in the School Board Administration Building Auditorium, to discuss the extent of fire safety code violations and the associated costs to remedy the violations.

A-2 RECOGNITION OF PACES PRINCIPAL PROGRAM LEADERS FOR COLLEGIAL EFFORTS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, recognize the PACES Principal Program Leaders for service to the District and assistance to their colleagues in providing professional development for this district initiative.

A-3 REQUEST FOR AUTHORIZATION TO ESTABLISH A JOINT PROFESSIONAL DEVELOPMENT SCHOOLS PLANNING COMMITTEE WITH LOCAL COLLEGES AND UNIVERSITIES AND ISSUE REQUESTS FOR PARTICIPATION IN THE ESTABLISHMENT OF PROFESSIONAL DEVELOPMENT SCHOOLS

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to establish a Professional Development Schools Planning Committee, which will consist of M-DCPS staff, representatives from the Dade Association of School Administrators (DASA), representatives from the United Teachers of Dade (UTD), and representatives from local colleges, universities, and interested schools;
2. authorize the Superintendent to issue Requests for Participation in the joint development of professional development school sites to local colleges and universities, and interested schools; and
3. direct the Superintendent to provide the Board with a report outlining professional development school collaborations proposed during the 2000-2001 school year.

There is no cost to the district as a result of this item.

A-4 REQUEST FOR AUTHORIZATION TO ENTER INTO CONTRACTUAL AGREEMENTS WITH BARRY UNIVERSITY, FLORIDA INTERNATIONAL UNIVERSITY, AND NOVA SOUTHEASTERN UNIVERSITY TO PROVIDE OPPORTUNITIES FOR SELECTED MANAGERIAL EXEMPT EDUCATIONAL LEADERS TO EARN A DOCTOR OF EDUCATION DEGREE IN EDUCATIONAL ADMINISTRATION AND SUPERVISION

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to enter into a contractual agreement with Barry University to provide a Doctor of Education in Educational Administration and Supervision program for a maximum of 25 selected managerial exempt employees beginning in August 2000 through June 2003 for a total three-year cost of $310,500;
2. authorize the Superintendent to enter into a contractual agreement with Florida International University to provide a Doctor of Education in Educational Administration and Supervision program for a maximum of 25 selected managerial exempt employees beginning in August 2000 through June 2004 for a total four-year cost of $243,750; and
3. authorize the Superintendent to enter into a contractual agreement with Nova Southeastern University to provide a Doctor of Education in Educational Administration and Supervision program for a maximum of 32 selected managerial exempt employees beginning in August 2000 through June 2003 for a total three-year cost of $485,760.

The appropriation for this item is included in the District Tuition Reimbursement Account and the Personnel Management and Services budget.

C. DEPUTY SUPERINTENDENT: EDUCATION

C-1 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH FLORIDA INTERNATIONAL UNIVERSITY TO COVER THE COST OF TUITION FOR UP TO 100 TEACHERS CURRENTLY PARTICIPATING IN THE PROJECT READS MASTER'S DEGREE PROGRAM, AT A COST NOT TO EXCEED $164,450, FROM MAY 8, 2000 THROUGH AUGUST 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with Florida International University to cover the cost of tuition for up to 100 teachers currently participating in the Project READS master's degree program, at a cost not to exceed $164,450, from May 8, 2000 through August 30, 2001.

A partial appropriation for this item is available from the 1999-2000 Adopted Budget. The remainder of the appropriation in the amount of $95,000 will be included in the 2000-2001 Tentative Budget to be recommended for adoption in July 2000.

 

C-2 REQUEST FOR AUTHORIZATION TO IMPLEMENT EDUCATIONAL PROGRAMS FOR THE 2000 SUMMER SCHOOL SESSION FOR ELEMENTARY SCHOOLS AND MIDDLE SCHOOLS - JULY 6, 2000 THROUGH AUGUST 2, 2000, AND SENIOR HIGH SCHOOLS -JULY 6, 2000 THROUGH AUGUST 16, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the proposed allocation formulas for the 2000 summer session, including designated supplementary programs, and authorize the Superintendent to implement the programs subject to any additional adjustments necessary to balance the overall 2000 - 2001 operating budget;
2. authorize the Superintendent to enter into contractual agreements with universities and agencies identified for delivering of Outreach and Special Programs;
3 provide summer programs, pending Legislative funding, to all eligible pupils pursuant to the established caps, the allocation plan, and including the opening of centers during summer 2000;
4. approve the budget summary for fiscal year 2000-2001, thereby authorizing Financial Affairs to establish appropriations in the General Fund for the 2000 summer program; and
5. authorize the Superintendent to implement changes as necessary to the Summer Program in the event that the legislature reduces summer funding from the amount funded for 1999.

 

C-3 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO HOST THE EIGHTH ANNUAL INSTRUCTIONAL TECHNOLOGY CONFERENCE ENTITLED TECHNOLOGY 2000: BUILDING ON A SOLID FOUNDATION; AND TO ENTER INTO CONTRACTUAL AGREEMENTS WITH THE MIAMI BEACH CONVENTION CENTER AND ITS REQUIRED SUBCONTRACTORS WITH AN ESTIMATED COST OF $75,000 BASED ON THE 1999-2000 EXPENDITURES

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. host the Eighth Annual Instructional Technology Conference entitled Technology 2000: Building on a Solid Foundation; and
2. enter into contractual agreements with the Miami Beach Convention Center and its required subcontractors for Wednesday and Thursday, September 20 and 21, 2000, to provide facilities and services for the conference with an estimated cost of $75,000 based on the 1999-2000 expenditures.
The appropriation for this item will be included in the Trust and Agency Fund of the 2000-2001 Tentative Budget to be recommended for adoption in July 2000. No local funds are required.

 

C-4 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH HOUGHTON MIFFLIN COMPANY TO PROVIDE TRAINING ON SOAR TO SUCCESS, A RESEARCH-BASED READING INTERMEDIATE INTERVENTION PROGRAM, IN AN AMOUNT NOT TO EXCEED $53,900, APRIL 17-18, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to enter into a contractual agreement with Houghton Mifflin Company to provide training on Soar to Success, a research-based reading intermediate intervention program, in an amount not to exceed $53,900, April 17-18, 2000; and
2. grant an exception to School Board Rule 6Gx13-3F-1.021

The appropriation for this item is included in the 1999-2000 budget of Federal Programs and Grants Administration and Exceptional Student Education and Psychological Services.

 

C-5 REQUEST FOR APPROVAL OF RESOLUTION NO. 00-06 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, PROCLAIMING THE MONTH OF APRIL 2000 AS SCHOOL LIBRARY MEDIA MONTH IN ALL MIAMI-DADE COUNTY PUBLIC SCHOOLS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve Resolution No. 00-06 of The School Board of Miami-Dade County, Florida, proclaiming the month of April 2000 as School Library Media Month, Connecting Families Through Reading in all Miami-Dade County public schools.

C-11 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ACCEPT FUNDS IN THE AMOUNT OF $3,200 FROM THE DADE-MONROE REGIONAL COMPREHENSIVE SYSTEM OF PERSONNEL DEVELOPMENT PARTNERSHIP, TO PROVIDE SUBSTITUTES FOR A MAXIMUM OF 20 TEACHERS TO ATTEND THE LINKING FORCES IX CONFERENCE, MAY 4-5, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept funds in the amount of $3,200 from the Dade-Monroe Regional Comprehensive System of Personnel Development Partnership, to provide substitutes for a maximum of 20 teachers to attend the Linking Forces IX Conference, May 4-5, 2000. No local funds are required.

C-12 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO COOPERATIVE AGREEMENTS WITH REDLANDS CHRISTIAN MIGRANT ASSOCIATION HEAD START AND THE HEAD START DIVISION OF THE MIAMI-DADE COUNTY COMMUNITY ACTION AGENCY TO SERVE PREKINDERGARTEN CHILDREN WITH DISABILITIES, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. enter into cooperative agreements with Redlands Christian Migrant Association Head Start and the Head Start Division of the Miami-Dade County Community Action Agency to develop interagency agreements to serve preschool children with disabilities, from July 1, 2000 through June 30, 2001; and
2. renew this cooperative agreement annually on a continuing basis. No local funds are required.

C-21 REQUEST FOR AUTHORIZATION TO ISSUE A REQUEST FOR PROPOSALS, DESIGNED FOR OUTSIDE AGENCIES WISHING TO OPERATE ALTERNATIVE PROGRAMS FOR MIAMI-DADE COUNTY PUBLIC SCHOOLS STUDENTS AND TO APPROVE THE SELECTION COMMITTEE

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to issue a Request for Proposals, designed for outside agencies wishing to operate alternative programs for Miami-Dade County Public Schools students; and
2. approve the establishment of a selection committee which will review the proposals.

RECOMMENDED That The School Board of Miami-Dade County, Florida, authorize the renewal of the license agreement with the City of Miami for the use of six City of Miami parks, with the Board to reimburse the City for 60% of its actual costs. The term of the renewal option period will commence October 1, 2000, and will end September 30, 2001. All other terms and conditions of the license agreement will remain unchanged.

 J-26 AGREEMENT BETWEEN THE CITY OF OPA-LOCKA AND THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, FOR THE CONSTRUCTION OF WASTEWATER FACILITIES TO PROVIDE SERVICE TO THE OPA-LOCKA ELEMENTARY SCHOOL SITE

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to execute an agreement with The City of Opa-Locka and the execution of relevant conveyance documents for the provision of wastewater services for the Opa-Locka Elementary School site at a cost of $56,500.

 J-28 COMMISSIONING OF HARPER PARTNERS, INC., AS DESIGN CRITERIA PROFESSIONAL (DCP) FOR THE ADDITIONS AT SKYWAY ELEMENTARY SCHOOL; STATE SCHOOL "WW", PROJECT #A-0718

RECOMMENDED: That The School Board of Miami-Dade County, Florida, commission the firm of Harper Partners, Inc., to prepare and administer design criteria package for Skyway Elementary School, State School "WW" for the following considerations:

1) lump sum fee of $196,300, which represents 3.02% of the construction cost;
2) additional lump sum fees for the following consulting services: a) $9,500 for traffic engineering, b) $10,000 for food service consultant, and c) $20,000 for layout and coordination of all furniture, fixture and equipment;
3) at the Board's option, the DCP will provide 92 site visits for a fee of $21,700;
4) the multiplier for hourly compensation was limited to 2.45 for extra work; and
5) the Project Architect will maintain at least a $1,000,000 project-specific Professional Liability insurance policy, for which the A/E will be reimbursed up to a maximum of $16,500.

 J-29 COMMISSIONING OF CONSTRUCTION ESTIMATING SERVICES, INC TO PERFORM COST ESTIMATING, SCHEDULING & DOCUMENT COORDINATION SERVICES

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1) commission the firm of Construction Estimating Services, Inc., to perform Cost Estimating, Scheduling & Document Coordination Services for a two (2) year term, commencing April 15, 2000 and expiring April 14, 2002, for the negotiated provisions;
2) the agreement provides for cancellation by the Board with or without cause, upon thirty (30) days written notice to consultant. The consultant may terminate the agreement only with cause upon thirty (30) days written notice to the Board; and
3) the total billings under this contract are not to exceed $300,000 per year, without obligation by the Board to expend any specific amount.

 J-30 COMMISSIONING OF BERMELLO-AJAMIL & PARTNERS, INC., TO PROVIDE EDUCATIONAL FACILITIES COMPLIANCE OFFICER/UNIFORM BUILDING CODE INSPECTOR (EFCO/UBCI) SERVICES

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1) commission the firm of Bermello-Ajamil & Partners, Inc., to provide Educational Facilities Compliance Officer/Uniform Building Code Inspector (EFCO/UBCI) services for the Board during the period of April 13, 2000 through April 12, 2002; and
2) the EFCO/UBCI will maintain at least a $1,000,000 Professional Liability Insurance Policy during the duration of the agreement, plus three (3) years after the acceptance of any of the projects assigned to the EFCO/UBCI.
