C-1 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE MONTESSORI TEACHER TRAINING INSTITUTE IN MIAMI, FLORIDA, TO PROVIDE MONTESSORI TRAINING FOR TEACHERS AND PARAPROFESSIONALS, AT A COST NOT TO EXCEED $38,400, FROM AUGUST 1, 2000 THROUGH JUNE 29, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to enter into a contractual agreement with the Montessori Teacher Training Institute (MTTI) in Miami, Florida, to provide training for teachers and paraprofessionals, at a cost not to exceed $38,400, from August 1, 2000 through June 29, 2001; and
2. grant an exception to School Board Rule 6Gx13- 3F-1.021.


The appropriation for this item will be in the 2000-2001 General Fund of the Tentative Budget to be recommended for adoption in July 2000.

C-2 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO CONTRACTUAL AGREEMENTS WITH FLORIDA INTERNATIONAL UNIVERSITY, IN AN AMOUNT NOT TO EXCEED $133,032; MIAMI-DADE COMMUNITY COLLEGE, IN AN AMOUNT NOT TO EXCEED $37,600; AND ST. THOMAS UNIVERSITY, IN AN AMOUNT NOT TO EXCEED $18,500; FOR DUAL ENROLLMENT SERVICES FOR MAGNET PROGRAMS AND SCHOOLS, FOR A TOTAL AMOUNT NOT TO EXCEED $189,132, FROM JULY 20, 2000 THROUGH JUNE 29, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to enter into contractual agreements with Florida International University, in an amount not to exceed $133,032; Miami-Dade Community College, in an amount not to exceed $37,600: and St. Thomas University, in an amount not to exceed $1B,500: for dual enrollment services for magnet programs and schools for a total amount not to exceed $189,132; and
2. grant an exception to School Board Rule 6Gx13- 3F-1.021.


The appropriation for this item will be included in the 2000-2001 General Fund of the Tentative Budget to be recommended for adoption in July 2000.

C-3 REQUEST FOR BOARD APPROVAL TO AMEND THE DORAL ACADEMY CHARTER SCHOOL CONTRACTUAL AGREEMENT BEGINNING WITH THE 2000-2001 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve The Dora Academy charter school contractual agreement beginning with the 2000-2001 school year, as amended, to:

1. increase the overall enrollment up to 900 students;
2. change the grade configuration of the school from grades 6-8 to grades K-8;
3. change the charter school's curriculum, instructional, and any distinctive instructional techniques to align with the curriculum offerings in grades K-B; and
4. change the location of the charter school from 7700 Northwest 98 Street, Hialeah Gardens, Florida 33016 to 2173 Northwest 99 Avenue, Miami, Florida 33172.


C-4 REQUEST FOR BOARD APPROVAL TO AMEND THE MATER CENTER CHARTER SCHOOL CONTRACTUAL AGREEMENT BEGINNING WITH THE 2000-2001 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve The Mater Center charter school contractual agreement beginning with the 2000-2001 school year, as amended, to change the grade configuration of the school from grades K-8 to grades K-8 and to amend the charter school's curriculum and instructional methods to align with the curriculum offerings in grades K-8.

C-5 REQUEST FOR BOARD APPROVAL TO AMEND THE ROSA PARKS COMMUNITY SCHOOL CONTRACTUAL AGREEMENT BEGINNING WITH THE 2000-2001 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the Rosa Parks Community School contractual agreement beginning with the 2000-2001 school year, as amended, to change the location of the charter school from 255 Northeast Second Drive, Homestead, Florida 33030 to 700 West Palm Drive, Florida City, Florida 33034.

C-6 REQUEST FOR BOARD APPROVAL TO AMEND THE ROSA PARKS COMMUNITY SCHOOL/OVERTOWN CONTRACTUAL AGREEMENT BEGINNING WITH THE 2000-2001 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the Rosa Parks Community School/Overtown contractual agreement beginning with the 2000-2001 school year, as amended, to change the location of the charter school from 900 Northwest Seventh Avenue, Miami, Florida 33136 to 430 Northwest Ninth Street, Miami, Florida 33136.

C-7 REQUEST FOR BOARD APPROVAL TO AMEND THE SPIRAL TECH ELEMENTARY CHARTER SCHOOL CONTRACTUAL AGREEMENT BEGINNING WITH THE 2000-2001 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the Spiral Tech Elementary Charter School contractual agreement beginning with the 2000-2001 school year, as amended, to extend the term of their initial contract from 3 years to 5 years.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, receive the 1999-2000 Student Voter Registration Report.

C-11 REQUEST AUTHORIZATION TO APPROVE THE 2000-2001 WORKFORCE DEVELOPMENT EDUCATION PROGRAM FEE SCHEDULE AND TO ESTABLISH A STANDARDIZED STUDENT PAYMENT POLICY

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. approve the 2000-2001 Workforce Development Education Program fee schedule; and
2. authorize the Superintendent to calculate and implement the 2000-2001 Workforce Development Education fee.


No local funds are required.

C-12 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ACCEPT SIX DIESEL ENGINES AND A COMPUTER VIDEO PROJECTION SYSTEM DONATED BY CAT AMERICA THROUGH KELLY TRACTOR COMPANY OF MIAMI, FLORIDA

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. accept six diesel engines and a computer video projection system donated by CAT America through Kelly Tractor Company of Miami, Florida; and
2. pay for core charges and costs incurred in an amount not to exceed $10,000.


The appropriation for this item is included in the 1999-2000 Adopted Budget.

C-13 REQUEST FOR AUTHORIZATION TO APPROVE THE DISTRICT'S SCHOLARSHIP PROGRAM FOR STUDENTS WITH DISABILITIES IMPLEMENTATION PLAN TO FULFILL THE INTENT OF SECTION 229.05371, FLORIDA STATUTES

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. approve the district's Scholarship Program for Students with Disabilities Implementation Plan to fulfill the intent of Section 229.05371, Florida Statutes; and
2. authorize the Superintendent to amend the plan, as necessary, to conform to changes in the legislation, State Board of Education Rules, or as required by Court or other legal rulings.


C-21 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE MENNINGER FOUNDATION, A NONPROFIT ORGANIZATION IN TOPEKA, KANSAS, FOR THE ESTABLISHMENT OF A PEACEFUL SCHOOLS PROGRAM AT TWO TO-BE-DETERMINED MIAMI-DADE COUNTY PUBLIC SCHOOLS' ELEMENTARY SITES, FROM AUGUST 28, 2000 THROUGH JUNE 13, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with the Menninger Foundation, a nonprofit organization in Topeka, Kansas, for the establishment of a Peaceful Schools program at two to-bedetermined Miami-Dade County Public Schools' elementary sites, from August 28, 2000 through June 13, 2001. No local funds are required.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, adopt the recommended order of the Hearing Officer in Case No. DR 99-006, affirming the suspension of Coquathia B. Hobbs without pay, and dismissing her from all employment with The School Board of Miami-Dade County, Florida.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to initiate rulemaking proceedings in accordance with the Administrative Procedure Act to:

1. amend School Board Rule 6Gx13- 3E-1 10 Transportation -Specific Procedures; and
2. promulgate new School Board Rule 6Gx13- 3E-1.102 Transportation - Zero Tolerance.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to initiate rulemaking proceedings in accordance with the Administrative Procedure Act to amend School Board Rule 6Gx13- 4D-1.022, Manual of Procedures for Managerial Exempt Personnel by amending the document, Manual of Procedures for Managerial Exempt Personnel (MEP) which is incorporated by reference and is a part of this rule.
