COMPREHENSIVE EVALUATION SYSTEM (PACES)
Authorization is requested to approve the Memorandum of Understanding between Miami-Dade County Public Schools (M-DCPS) and the United Teachers of Dade for full implementation of the Professional Assessment and Comprehensive Evaluation System (PACES) as the M-DCPS teacher evaluation system for classroom-based instructional personnel.

NOT-TO-EXCEED AMOUNT OF $500,000
The firm of Post, Buckley, Schuh & Jernigan Construction
Services, Inc. (PBS&J), was commissioned by the Board on February 9,2000, to
provide Cost Estimating, Scheduling & Document Coordination Services to the
District under a two-year term contract. The agreement stipulates that the
billings shall not exceed $300,000 per year.
RECOMMENDED: That The School Board of
Miami-Dade County, Florida approve the amendment of the agreement with Post,
Buckley, Schuh & Jernigan Construction Services, Inc., to increase the total
allowable annual billings to a not-to-exceed amount of $500,000.

Pursuant to Board Rule 6Gx13-3F-1 A2l , staff has prepared a RFP
for Board approval for the selection of one or more consultants for a two-year
term.
RECOMMENDED: That The School Board of
Miami-Dade County, Florida:
1) authorize the Superintendent to issue a Request for Proposals (RFP) for the selection of one or more firms for construction scheduling services; and
2) approve the Selection Committee (as listed in the RFP) that will select the firm(s) for subsequent submission to the Superintendent and the School Board for approval.
G-116 AWARD BID NO. 138-AA01 - SCHOOL/OFFICE FURNITURE CATALOG DISCOUNT BID
The purpose of this bid, opened on May 22, 2001, is to establish a contract, to purchase, at a firm percentage discount from current manufacturer’s price lists, new school/office furniture for The School Board of Miami-Dade County, Florida. A recommendation will be presented to the Board prior to its meeting of August 22, 2001.

A memorandum requiring an explanation for an unauthorized purchase has been forwarded to the Bureau of Management and Accountability, pertaining to the Department of Food and Nutrition. A recommendation authorizing payment will be presented to the Board prior to its meeting of August 22, 2001.

On May 17, 2000, The School Board of Miami-Dade County, Florida, approved the request to enter into a charter school contractual agreement with Pinecrest Preparatory Academy for a period of five years commencing on the first day of the 2000-2001 school year.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the temporary location of Pinecrest Preparatory Academy for up to sixty calendar days beginning with the 2001-2002 school year.
C-6 REQUEST FOR SCHOOL BOARD APPROVAL TO TEMPORARILY CHANGE THE LOCATION OF THE ROSA PARKS COMMUNITY SCHOOL/OVERTOWN FOR SIXTY DAYS BEGINNING WITH THE 2001-2002 SCHOOL YEAR
On June 20, 2001, The School Board of Miami-Dade County, Florida, approved the request of Rosa Parks Community School/Overtown to change the location of the charter school from 245 Northwest Eighth Street, Miami, Florida 33136 to 430 Northwest Ninth Street, Miami, Florida 33136, beginning with the 2001-2002 school year.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the temporary location of Rosa Parks Community School/Overtown for up to sixty calendar days beginning with the 2001-2002 school year.
D-46 KEY BISCAYNE K-8 COMMUNITY CENTER (STATE SCHOOL "FF")
The design of State School "FF" at Key Biscayne K-8 Community Center is currently in the Design Criteria development stage. The proposed Project Facilities List incorporates applicable district wide recommendations for all future K-8 Centers. These recommendations were identified by an M-DCPS K-8 Committee, which is comprised of present K-8 Principals, School Operations, Curriculum Support Services, Facilities Planning and other pertinent staff.
RECOMMENDED: That The School Board of Miami-Dade County,
Florida approve the modifications to the Project Facilities List for Key
Biscayne, K-8 Community Center (State School "FF").

On March 14, 2001, at its regularly scheduled meeting, The
School Board of Miami-Dade County, Florida, authorized the issuance of Request
For Proposals for applicant and employee collection and drug-screening services.
On April 11, 2001, a selection committee evaluated the responses submitted by
two vendors, RN Expertise, Inc., and Preventive Medicine Testing Centers, Inc.,
d.b.a. Global MRO. On May 16, 2001, at its regularly scheduled meeting, the
School Board accepted the recommendation of the selection committee to award to
Preventive Medicine Testing Centers, Inc.
RECOMMENDED: That The School Board of
Miami-Dade County, Florida, RESCIND the
award of Request For Proposals NO. 149-AA10

On May 17, 2001, at its regularly scheduled meeting, The School Board of
Miami- Dade County, Florida, authorized the issuance of Request For Proposals
for consulting services for evaluation, design and implementation of the
District's Department of Food and Nutrition as it relates to the closing of
high school campuses. On July 11, 2001, at its regularly scheduled
meeting, the School Board accepted the recommendation of the selection committee
to reject all proposals submitted.
J-6 EXCEPTION TO THE OPENING AND CLOSING HOURS OF SCHOOL SENIOR HIGH SCHOOL FOR THE 2001-2002 SCHOOL YEAR FOR MIAMI SOUTHRIDGE
At the School Board meeting of July 11, 2001, the Board approved the exception to the opening and closing hours of Miami Southridge Senior High School for the 2001-2002 school year. Due to limited funding and scheduling issues, it is requested that the exception be rescinded to the original opening and closing hours for senior high schools.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, rescind the exception to the opening and closing hours of school for the 2001-2002 school year for Miami Southridge Senior High School.

July 19, 2000, the School Board suspended teacher Wilner Saint Juste from his
employment with The School Board of Miami-Dade County, Florida, and initiated
dismissal proceedings against him, for misconduct in office and violations of
School Board Rules 6Gx 13-4A-1.21, Responsibilities and Duties,
and 6Gx13-5D-1.07, Corporal Punishment-Prohibited. A hearing was
requested and the case was tried on February 28 and March 1,2001 before DOAH
Administrative Law Judge Claude B. Arrington in Miami, Florida.
RECOMMENDED: That The School Board of
Miami-Dade County, Florida enter a final order in the case of The School Board
of Miami-Dade County, Florida v. Wilner Saint Juste,
DOAH Case No. 00-2937, adopting the
Administrative Law Judge’s Recommended
Order upholding the suspension without pay of Wilner Saint Juste
terminating his professional services contract and terminating his‘ employment
with The School Board of Miami-Dade County, Florida, as of July 19, 2000, and denying any claim for back pay.
D-1 AUTHORIZATION TO PROFFER A DECLARATION OF
RESTRICTIONS TO MIAMI-DADE COUNTY TO ALLOW FOR THE CONSTRUCTION OF LAMAR LOUISE
CURRY MIDDLE SCHOOL (STATE SCHOOL VV-1)
AND A FUTURE ELEMENTARY SCHOOL (STATE SCHOOL W-1)
On August 31, 1999, the Board purchased a 40-acre tract of land in order to
construct the above referenced educational facilities. While the District was in
the process of securing the necessary environmental permits for the middle
school it was determined that the previous owner (Tract 14 Land Company)
proffered a Declaration of Restrictions limiting use of the property to a
residential development to be built substantially in accordance with a specified
site plan.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Chair and Secretary to execute the Declaration of Restrictions for the construction of Lamar Louise Curry Middle School (State School W-I ) and a future elementary school (State School W-I).
D-8 RENEWAL OF LEASE AGREEMENT WITH BISCAYNE MANAGEMENT CORPORATION FOR ADMINISTRATIVE OFFICE SPACE AT THE 1444 BISCAYNE BOULEVARD BUILDING
Since January 2000, the Board has leased 9,985 square feet of office space in the 1444 Biscayne Boulevard Building for the Office of Workforce Development and Education, Division of Materials Management, Division of Procurement Management, Pre-qualification and Educational Facilities Compliance, Stay in School Program, Virtual Adult Registration Center, and One Community One Goal, from Biscayne Management Corporation. The lease includes 50 parking spaces, at no additional cost to the District. The current lease term will expire on January 24, 2002.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the renewal of the lease agreement with Biscayne Management Corporation for 9,985 square feet of administrative office space in the 1444 Biscayne Boulevard Building, at an annual rental amount not to exceed $195,306.60. The term of the renewal option period will commence January 25, 2002, and will end January 24, 2003. All other terms and conditions of the lease agreement will remain unchanged.

Authorization is requested for the Superintendent to accept funds, in the amount of $835,000, from the South Florida Employment and Training Consortium (SFETC) and to enter into a contractual agreement to establish and provide training for five One-Stop Satellite Centers.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:
1. accept a grant award from the South Florida Employment and Training Consortium in the amount of $835,000, and enter into a contractual agreement with the South Florida Employment and Training Consortium, to establish five One-Stop Satellite Centers; Project Cycle: July 1, 2001 through June 30, 2002;
2. extend this contractual agreement for up to one year, as authorized through official notification from the granting agency; and

The Florida Department of Education issued a Request for Proposals under the Adult Education and Family Literacy Act to fund projects that promote literacy and increase basic educational skills among adults living in Florida.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:
1. accept three Comprehensive Family Literacy Continuation grant awards from the Florida Department of Education for American Adult Education Center, in the amount of $50,000; Biscayne Gardens Community School, in the amount of $49,791; and D.A. Dorsey Education Center, in the amount of $50,000, for funding family literacy projects under the Adult Education and Family Literacy Act; Project Cycle: July 1, 2001 through June 30, 2002;
2. extend this grant award, at no additional cost, for up to one year, as authorized through notification from the granting agency, if it is deemed necessary in order to complete the scope of the project; and
3. Financial Affairs to establish appropriations in the amounts approved by the granting agency, such appropriations to be reported periodically to the Board.
G-65 RENEW BID NO. 283-VVOI - METAL DETECTION PROGRAM
The purpose of this bid, opened on May 21, 1998, was t o establish a contract, to purchase, at firm unit prices, quantities, as may be required, of metal detection services, for secondary schools. The terms of agreement, as contained in the subject bid, awarded by the Board on July 8, 1998, and renewed on August 25, 1999, and August 23, 2000, provided, that by mutual agreement between the successful vendor and The School Board of Miami-Dade County, Florida, the contract may be renewed for two (2) additional one (1) year periods and, if needed, ninety (90) days beyond the expiration date of the current contract period. The contract is currently in its final renewal period.

As Miami-Dade County Public Schools moves into the twenty-first century, there is a growing need to help students develop an appreciation for people and cultures from around the world.
ACTION PROPOSED BY DR. ROBERT B. INGRAM: That The School Board of Miami-Dade County, Florida, direct the Superintendent to determine the strategy for collaborating with the Foundation for Democracy in Africa towards establishing sister school partnerships and student exchange programs with schools in Africa.
K-8 AUTHORIZATION TO DIRECT THE SUPERINTENDENT TO DEVELOP AN INSTRUCTIONAL IMPLEMENTATION PLAN FOR HIV/AIDS EDUCATION AT EACH SCHOOL SITE
There is a national crisis in the increase of HIV/AIDS cases. Based on concern for the alarming increase of cases afflicting our community, authorization is requested for the Superintendent of Schools, Miami-Dade County, to develop a plan to ensure the delivery of HIV/AIDS instruction at each school site. Recent statistics from National and State Health Agencies indicate that:

At the Board meeting of January 17, 2001 the Board authorized the release of
a Request For Proposal (RFP)# 090-AA10, Group Medical Benefits, in order to seek
competitive quotations for health benefits offered to School Board employees,
retirees, and their eligible dependents.
B-29 PROPOSED AMENDMENT OF SCHOOL BOARD RULE: INITIAL READING 6Gx13-2C-1.14, DEPARTMENT OF MANAGEMENT AUDITS, STATEMENT OF POLICIES AND PROCEDURES
At the School Board meeting of May 16, 2001, the School Board authorized the School Board Attorney to amend the subject rule in order to specify the reporting line of the Department of Management Audits so as to comport with Florida Law.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to initiate rulemaking proceedings in accordance with the Administrative Procedure Act to amend School Board Rule 6Gx13-2C-1.14, Department of Management Audits, Statement of Policies and Procedures.

recommends that Mr. Alex R. Alvarado and Mr. Carlos Becerra be contractually
employed as his Administrative Assistants.
The terms and conditions of services as Administrative Assistants are set forth
in the contract form which has been approved by the School Board Attorney for
the employment of Ms. Maria F. Cabrera, Mr. Alex R. Alvarado and Mr. Carlos
Becerra. The effective date of employment is August 23, 2001, or as soon
thereafter as can be facilitated.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, contractually employ:

At its meeting on July 11, 2001 the School Board approved the Request for Proposal for Underwriters, Certificates of Participation, Series 2001C. The Selection Committee approved by the School Board met on August 15,2001 and made the recommendations listed in this item to the Superintendent regarding the composition of the underwriting group.

The Board, at its July 11, 2001 meeting, approved Agenda Item H-2 which confirmed the Superintendent's extension of the contract with the law firm of Greenberg Traurig, P.A. from July 1, 2001 to June 30, 2002.
RECOMMENDED: That The School Board of Miami-Dade County, Florida authorize an increase in the hourly rate of the contract with the law firm of Greenberg Traurig, effective July 1, 2001 through June 30, 2002, to represent the Board's interests in arbitration and unfair labor practice proceedings, and in such other cases as may be assigned by the Administrative Director of Labor Relations, with compensation not to exceed $75,000 at an hourly rate of $225 per hour.
K-10 REQUEST FOR APPROVAL OF RESOLUTION NO. 01-34 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, (1) TO IMMEDIATELY BAN IN MIAMI-DADE COUNTY PUBLIC SCHOOLS THE SALE OF CHOCOLATE PRODUCTS THAT DO NOT CARRY A THAT OUR CHILDREN ARE NOT PAYING TO SUPPORT THE ENSLAVEMENT OF OTHER CHILDREN, AND (2) TO OFFER "CHILD-FRIENDLY'' CHOCOLATE LABEL TO HELP ENSURE SUPPORT FOR HOUSE BILL 291-115
A recent investigation by Knight Ridder Newspapers found that African boys as young as 11 are often sold or tricked into slavery to harvest beans on thousands of cocoa farms in West Africa's Ivory Coast. Following this finding, the House of Representatives adopted an amendment to an agricultural spending bill, House Bill 291-115, that would mandate that candy bars and other chocolate products carry labels assuring consumes that no slave labor was involved in harvesting the cocoa beans used in the products, and that would set aside $250,000 for the Food and Drug Administration (FDA) to develop the labeling requirements.
ACTION PROPOSED BY DR. ROBERT B. INGRAM: That The School Board of Miami-Dade County, Florida, approve Resolution No. 01-34 of The School Board of Miami-Dade County, Florida, (1) to immediately ban in Miami-Dade County Public Schools the sale of chocolate products that do not carry a "child-friendly'' chocolate label to help ensure that our students are not paying to support the enslavement of other children, and (2) to offer support for House Bill 291-115.
K-11 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO INVESTIGATE THE FEASIBILITY OF PILOTING THE SALE OF COMMERCIAL ADVERTISING SPACE IN THE INTERIOR OF MIAMI-DADE COUNTY PUBLIC SCHOOLS BUSES
As we brave projections of meager school funds and stringent budget cuts, it is befitting of the members of this Board to explore viable opportunities that may boost the capability of funding diverse school related projects to benefit students.
ACTION PROPOSED BY DR ROBERT B. INGRAM: That the Superintendent investigate the feasibility of piloting the sale of commercial advertising space in the interior of Miami-Dade Public Schools buses. The study should be presented at the November 14, 2001 Board meeting and should include the fiscal impact of the pilot.
K-12 REQUEST FOR THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, TO DIRECT THE SUPERINTENDENT TO STUDY THE FEASIBILITY OF ESTABLISHING TEACHING PROFESSION ACADEMIES IN SELECTED SENIOR HIGH SCHOOLS THROUGH THE ONE COMMUNITY ONE GOAL@ INDUSTRY- FOCUS ACADEMY MODEL
Through the efforts of Miami-Dade County Public Schools (M-DCPS) and the One Community One Goal@ initiative, industry-focus career academies have been established throughout Miami-Dade County.
ACTION PROPOSED BY FRANK J. COBO: That The School Board of Miami-Dade County, Florida, direct the Superintendent to study the feasibility of establishing teaching profession academies in selected senior high schools as part of One Community One Goal’s@ industry focus academies.
