Pursuant to Board Rule 6Gx13-8C-1.17, a person not scheduled in advance to speak on a non-agenda topic must submit a written request to the Superintendent of Schools not later than 10:00 a.m. on the day of a regular Wednesday Board Meeting. The request must state the person’s name, address, subject and reason for asking emergency handling of the request, reason demonstrating good cause why the 4:30 p.m. Monday deadline was not met, and Board action requested. Board members present at the meeting must vote by a two-thirds (2/3) majority, for the person to be heard.

Speakers List / Supplemental List will generally be posted on Tuesday PM or Wednesday AM prior to the meeting.

The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. Accordingly, the Chair may order the removal from any School Board meeting of any person interfering with the expeditious or orderly process of the meeting provided the Chair has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. §230.173, Fla. Stat.

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent of Schools to enter into a three-year contract with Ernst & Young LLP for yearly financial and compliance audits at a cost not to exceed $1,017,535 for the three-year contract, with the right for the School Board to cancel this arrangement upon sixty (60) days written notice;

2. authorize the Superintendent of Schools to enter into a contract with Ernst & Young LLP to perform a financial and compliance audit for the fiscal year ending June 30, 2003, at a cost not to exceed $270,425;

3. express its intent to have financial and compliance audits performed by Ernst & Young LLP for the fiscal year ending June 30, 2004, at a cost not to exceed $273,510; and for the fiscal year ending June 30, 2005, at a cost not to exceed $286,600;

4. express its intent to have the Single Audit performed by Ernst & Young LLP for any of the three fiscal years ending June 30, 2003, June 30, 2004 and June 30, 2005 at a cost not to exceed $60,000, $62,000 and $65,000, respectively; and

5. forward fund the budget for each of the three fiscal years being audited, which are fiscal years ending June 30, 2003, June 30, 2004 and June 30, 2005.

A-4 AMENDMENT TO FEDERAL LEGISLATIVE PROGRAM FOR THE FIRST YEAR OF THE 108TH CONGRESS TO SUPPORT CHILD NUTRITION PROGRAMS CONSISTENT WITH RECOMMENDATIONS OF THE AMERICAN SCHOOL FOOD SERVICE ASSOCIATION, AND AUTHORIZE THE SUPERINTENDENT OF SCHOOLS TO ADDRESS CERTAIN FEDERAL LEGISLATIVE ISSUES WITH IMMINENT FISCAL IMPACT UPON THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. amend the Federal Legislative Program for the first year of the 108th Congress in order to support child nutrition programs consistent with recommendations of the American School Food Service Association; and

2. authorize the Superintendent of Schools to address those additions to the Federal Legislative Program that have an imminent fiscal impact on school District operations and do not have major policy implications.

A-5 AUTHORIZATION TO ENTER INTO A SERVICE AGREEMENT WITH UNICCO SERVICE COMPANY TO PROVIDE MANAGEMENT SERVICES FOR THE OFFICE OF FACILITIES MAINTENANCE OPERATIONS (OFO).

A-6 AUTHORIZE THE SUPERINTENDENT TO SCHEDULE A CONFERENCES SESSION TO DISCUSS THE CURRENT STATUS AND FUTURE NEEDS OF THE DISTRICT’S FACILITIES PROGRAM

RECOMMENDED: That The School Board of Miami-Dade County, Florida authorize the Superintendent to schedule a Conference Session on April 9, 2003, at 10:00 a.m. to discuss the current status and future needs of the District’s facilities program including a discussion on the possibility of placing a countywide general obligation bond issue on a future ballot to fund school construction.


B. EDUCATION

B-1 REQUEST FOR SCHOOL BOARD APPROVAL FOR THE DESIGNATION OF SELECTED SCHOOLS IN REGION III TO BE INCLUDED AS PART OF THE I CHOOSE! INITIATIVE

RECOMMENDED: That The School Board of Miami-Dade County, Florida approve the designation of the following schools in Region III to be included as part of the I Choose! initiative:

RECOMMENDED: Recognizing that The School Board of Miami-Dade County, Florida, has previously approved this application, it is recommended that the Board grant approval of the:

B-8 REQUEST FOR SCHOOL BOARD APPROVAL OF THE RENEWAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT WITH MATER ACADEMY, INC., ON BEHALF OF MATER ACADEMY

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. renew the charter school contractual agreement with Mater Academy, Inc. on behalf of Mater Academy for a term of 15 years, through the 2017-2018 school year; and

2. change the name of the school from Mater Center Charter School to Mater Academy.

B-9 REQUEST FOR SCHOOL BOARD APPROVAL OF THE RENEWAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT WITH SUCCESSFUL ENTERPRISE, INC., ON BEHALF OF SPIRAL TECH ELEMENTARY CHARTER SCHOOL

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to renew the charter school contractual agreement with Successful Enterprise, Inc., on behalf of Spiral Tech Elementary Charter School for a term of five years, through the 2007-2008 school year.

B-10 REQUEST FOR APPROVAL OF RESOLUTION NO. 03-09 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, PROCLAIMING THE MONTH OF APRIL 2003, AS SCHOOL LIBRARY MEDIA MONTH IN MIAMI-DADE COUNTY PUBLIC SCHOOLS, REAFFIRMING THE PIVOTAL ROLE OF LIBRARIES IN THE COMPREHENSIVE READING PLAN

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve Resolution No 03-09 proclaiming the month of April 2003, as School Library Media Month in Miami-Dade County Public Schools, reaffirming the pivotal role of libraries in the Comprehensive Reading Plan. No local funds are required.

B-11 REQUEST FOR APPROVAL OF RESOLUTION NO. 03-16 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY FLORIDA, ENDORSING APRIL 21-26, 2003, AS “HIV/AIDS AWARENESS WEEK” IN MIAMI-DADE COUNTY PUBLIC SCHOOLS AND AUTHORIZATION FOR THE SUPERINTENDENT TO ENCOURAGE CONTINUED DISTRICT AND SCHOOL PARTICIPATION

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. endorse the week of April 21-26, 2003, as HIV/AIDS Awareness Week in Miami-Dade County Public Schools; and

2. authorize the Superintendent to encourage continued District and school participation.

B-12 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH FLORIDA INTERNATIONAL UNIVERSITY (FIU) TO FUND THE COST OF A SECRETARIAL POSITION, CONSULTANT SERVICES AND SUPPLIES TO ASSIST IN PROJECT IMPLEMENTATION OF THE MIAMI-DADE AREA CENTER FOR EDUCATIONAL ENHANCEMENT (M-DACEE) GRANT PROGRAM IN AN AMOUNT NOT TO EXCEED $55,700, FROM SEPTEMBER 10, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with Florida International University (FIU) to fund the cost of a secretarial position, consultant services and supplies to assist in project implementation the Miami-Dade Area Center for Educational Enhancement (M-DACEE) grant program in an amount not to exceed $57,700, from September 10, 2002 through June 30, 2003.

The appropriation for this item is included in the Contracted Programs Fund of the 2002-2003 Adopted Budget.

No local funds are required.

B-13 REQUEST FOR AUTHORIZATION TO IMPLEMENT EDUCATIONAL PROGRAMS FOR THE 2003 SUMMER SCHOOL PROGRAM, INCLUDING ALTERNATIVE DELIVERY PILOT SUMMER CAMP PROGRAMS, GRADES 1-3 and 6-8, AND THE COLLABORATIVE PARKS AND RECREATION INITIATIVE FOR ELEMENTARY, MIDDLE, AND SENIOR HIGH SCHOOLS JULY 7, 2003 THROUGH AUGUST 1, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. request authorization to implement educational programs for the 2003 summer school program, including Alternative Delivery Pilot Summer Camp Programs, grades 1-3 and 6-8, and the Collaborative Parks and Recreation Initiative, for elementary, middle, and senior high schools July 7, 2003 through August 1, 2003;

2. authorize the Superintendent to implement the recommendation of the Summer School Ad Hoc Alternative Delivery Model Committee for a 20-day instructional program for students grades 1-3, 6-8, and 9-12; and a 21-day work schedule for teachers, including one PDD for the 2003 Summer School Program;

3. authorize the proposed allocation formulas for the 2003 summer school program, including designated supplementary programs, and authorize the Superintendent to implement the programs subject to any additional adjustments necessary to balance the overall 2003-04 operating budget;

4. authorize the Superintendent to enter into contractual agreement with colleges, universities, and agencies identified for delivery of Outreach and Special Programs;

5. authorize the Superintendent to implement alternative delivery models through the inclusion of summer camp pilot programs focusing on intensive tutorial components in grades 1-3 and 6-8;

6. provide summer programs, pending legislative funding, to all eligible pupils pursuant to the established caps, the allocation plan, and including the opening of centers during summer 2003;

7. approve the Summer School budget summary for fiscal year 2003-2004, thereby authorizing Financial Affairs to establish appropriations in the General Fund for the 2003 Summer School Program;

8. authorize the Superintendent to develop the 2003 Summer School Implementation Document, to be transmitted prior to the April 2003, School Board Meeting;

9. authorize the Superintendent to direct the Office of Evaluation and Research to continue the evaluation processes begun during the 2002 Summer School Program;

10. authorize the Superintendent to notify all schools, the community, community agencies, universities, regions, and District departments that there will be no summer school program for the 2004-2005 school year; and

11. authorize the Superintendent to implement changes as necessary to the Summer Program in the event that the legislature reduces funding.

B-22 REQUEST FOR AUTHORIZATION TO INITIATE AN APPLICATION FEE FOR STUDENTS ENTERING POSTSECONDARY APPLIED TECHNOLOGY EDUCATION PROGRAMS FOR THE FIRST TIME TO MEET THE COSTS INVOLVED IN THE APPLICATION PROCESS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to initiate an application fee of $15 for the students entering postsecondary applied technology education programs for the first time, excluding those who are fee exempt, to meet the costs involved in the application process.

B-23 AUTHORIZATION TO ISSUE A REQUEST FOR PROPOSALS FROM OUTSIDE AGENCIES QUALIFIED TO OPERATE ALTERNATIVE PROGRAMS TO PROVIDE EDUCATIONAL SERVICES FOR MIAMI-DADE COUNTY PUBLIC SCHOOLS STUDENTS AND TO APPROVE THE ESTABLISHMENT OF A SELECTION COMMITTEE

B-24 REQUEST TO AUTHORIZE THE SUPERINTENDENT TO ACCEPT AN AWARD IN THE AMOUNT OF $15,000, FROM THE FLORIDA ASSOCIATION FOR CAREER AND TECHNICAL EDUCATION, EARMARKED FOR INDUSTRIAL EDUCATION PROGRAMS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept an award in the amount of $15,000, from the Florida Association for Career and Technical Education, earmarked for Industrial Education Programs. No local funds are required.
