Citizens who wish to speak on matters not on the agenda, or on agenda items that appear on the consent agenda, will be heard at the public hearing held at approximately 6:30 p.m. during the regularly scheduled Board meeting.

Pursuant to Board Rule 6Gx13-8C-1.17, a person not scheduled in advance to speak on a non-agenda topic must submit, either before or during the regularly scheduled meeting, a written request to the Chair. The request must state the person's name, address and subject. Board members present at the meeting must vote by a majority for the person to be heard.

The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. Accordingly, the Chair may order the removal from any School Board meeting of any person interfering with the expeditious or orderly process of the meeting provided the Chair has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. Any law enforcement authority or a sergeant-at-arms designated by Chair shall remove any person ordered removed pursuant to this section §1001.372 (3), Fla.Stat.

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. accept the comprehensive three-year Mentoring and Induction Program for New Teachers (MINT);

2. authorize the Superintendent to enter into a contractual agreement with the New Teacher Center at University of California at Santa Cruz in an amount not to exceed $150,000 for the term of March 16, 2007, through June 30, 2007, for the delivery of specialized professional development services;

3. grant an exception to Board Rule 6Gx13-3F-1.021, for the New Teacher Center based on the contractor’s specific expertise; and

4. approve the Memorandum of Understanding between Miami-Dade County Public Schools and the United Teachers of Dade.

The appropriation for this item will beincluded in the General Fund of the 2007-2008 Tentative Budget and Other Contracted Programs for 2006-2007 and 2007-2008.

A-3 REQUEST AUTHORIZATION TO IMPLEMENT THE DISTRICT-WIDE PROFESSIONAL DEVELOPMENT INITIATIVE SUMMER HEAT 2007 AND AUTHORIZE THE SUPERINTENDENT TO ENTER INTO CONTRACTUAL AGREEMENTS RELATED TO THE DELIVERY OF SPECIALIZED SERVICES

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. implement the district-wide Professional Development initiative Summer HEAT 2007;

2. enter into contractual agreements with universities identified for the delivery of the five (5) institutes listed on page 2 of the Board Item in an amount not to exceed $360,000;

3. enter into contractual agreements with The Association for Supervision and Curriculum Development in an amount not to exceed $105,000; The College Board in an amount not to exceed $165,750; and the Smithsonian Early Enrichment Center in an amount not to exceed $58,000; and

4. grant exceptions to Board Rule 6Gx13- 3F-1.021, for all three listed contracts based on the specific expertise of the providers.

The appropriation for this item is included in the 2006-2007 Adopted General Fund budget; the tentative General Fund 2007-2008 budget and Other Federal Programs Fund (Contracted Program Fund) for 2006-2007.

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. grant approval of the renewal contract with Rosa Parks Charter Schools, Inc., on behalf of Rosa Parks Charter School/Florida City, for a term of two years, commencing in 2007-2008 and through the conclusion of the 2008-2009 school year; and

2. grant approval of thereduction in enrollment from the current maximum of 600 students to a maximum of 400 students.

C-2 REQUEST SCHOOL BOARD APPROVAL OF THE RENEWAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT WITH SANDOR WIENER SCHOOL OF OPPORTUNITY, INC., ON BEHALF OF SANDOR WIENER SCHOOL OF OPPORTUNITY

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. grant approval of the renewal contract with Sandor Wiener School of Opportunity, Inc., on behalf of Sandor Wiener School of Opportunity, for a term of five years, commencing in 2007-2008 and through the conclusion of the 2011-2012 school year; and

2. grant approval of the reduction in enrollment from the current maximum of 72 students to a maximum of 36 students.

C-20 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH YOUTH ETHICS INITIATIVE, INC., TO DEVELOP TEACHING MODULES ON ETHICS AND PROVIDE PROFESSIONAL DEVELOPMENT FOR SECONDARY TEACHERS, IN AN AMOUNT NOT TO EXCEED, $200,000, EFFECTIVE MARCH 15, 2007, THROUGH SEPTEMBER 30, 2007 (revised)

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to;

1. enter into a contractual agreement with Youth Ethics Initiative, Inc. (YEI), to develop teaching modules on ethics and provide professional development for secondary teachers, in an amount not to exceed $200,000, effective March 15, 2007, through September 30, 2007; and

2. grant an exception to Board Rule 6Gx13-3F-1.021, based on specific expertise.

The appropriation for this item is included in the 2006-2007 budget.

C-21 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO IMPLEMENT THE VOLUNTARY PREKINDERGARTEN SUMMER PROGRAM (JUNE 4, 2007- JULY 30, 2007)

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to implement the Voluntary Prekindergarten Summer Program as mandated by Florida State Statute 1002.61; from June 4, 2007, through July 30, 2007 for an estimated 500 students at 12 schools.

No local funds are required.

C-23 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH MIAMI-DADE COUNTY HEALTH DEPARTMENT TO PROVIDE MANAGEMENT AND PREVENTIVE DENTAL SERVICES FOR STUDENTS ENROLLED IN FLORIDA CITY ELEMENTARY SCHOOL, LAURA C. SAUNDERS ELEMENTARY SCHOOL, AND CAMPBELL DRIVE MIDDLE SCHOOL, EFFECTIVE APRIL1, 2007 THROUGH JUNE 30, 2007

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. enter into a cooperative agreement with Miami-County Health Department to provide management and preventive dental services to students enrolled at Florida City Elementary School, Laura C. Saunders Elementary School, and Campbell Drive Middle School, effective April 1, 2007 through June 30, 2007; and

2. to renew the cooperative agreement annually.

C-70 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ACCEPT A DONATION OF $167,213 FROM THE MIAMI HEAT, TO CONTINUE OPERATING AN AFTER-SCHOOL PROGRAM ENTITLED THE HEAT ACADEMY AT PAUL LAURENCE DUNBAR, LITTLE RIVER, AND RIVERSIDE ELEMENTARY SCHOOLS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept a donation of $167,213 from The Miami HEAT to continue operating an after-school academic program, entitled The HEAT Academy, at Paul Laurence Dunbar, Little River, and Riverside elementary schools, for 100 students at each site, during the 2006-2007 school year.

C-71 OPENING AND CLOSING HOURS AND EXCEPTIONS TO OPENING AND CLOSING HOURS OF SCHOOLS FOR THE 2007-2008 SCHOOL YEAR FOR NON-ZONE SCHOOLS AND ZONE SCHOOLS

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. approve the opening and closing hours of schools Pre-K-12 for the 2007-2008 school year; and

2. approve the exceptions to opening and closing hours of non-zone schools and zone schools for the 2007-2008 school year.

C-72 PROPOSED NAMING OF STATE SCHOOL SS-1 RELIEF SCHOOL FOR AVOCADO ELEMENTARY, REDONDO ELEMENTARY, AND HOMESTEAD MIDDLE

RECOMMENDED: That The School Board of Miami-Dade County, Florida, name State School SS-1 South Dade Middle School, relief school for Avocado Elementary, Redondo Elementary, and Homestead Middle.

C-73 PROPOSED NAMING OF STATE SCHOOL A-1 RELIEF SCHOOL FOR PINE VILLA ELEMENTARY AND DR. EDWARD L. WHIGHAM ELEMENTARY

RECOMMENDED: That The School Board of Miami-Dade County, Florida, name State School A-1 Goulds Elementary School, relief school for Pine Villa Elementary and Dr. Edward L. Whigham Elementary.

C-74 PROPOSED OPENING AND CLOSING TIMES FOR NON-SCHOOL IMPROVEMENT ZONE SITES AND SCHOOL IMPROVEMENT ZONE SITES: ELEMENTARY, K-8 CENTERS, MIDDLE, AND SENIOR HIGH SCHOOLS, FOR THE LAST THREE DAYS OF SCHOOL FOR NON-ZONE SITES – MAY 25, 29, AND 30, 2007, AND FOR THE LAST THREE DAYS OF SCHOOL FOR ZONE SITES – MAY 30, 31 AND JUNE 1, 2007

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. approve for May 25, 29, and 30, 2007, a reduction of the school day for non-School Improvement Zone sites:

  • elementary schools to five (5) hours and 15 minutes;
  • K-8 Centers to five (5) hours and 15 minutes;
  • middle schools to five (5) hours and 30 minutes;
  • senior high schools to four (4) hours and 30 minutes;

2. approve for May 30, 31, and June 1, 2007, a reduction of the school day in all School Improvement Zone sites:

  • elementary schools to six (6) hours and 15 minutes;
  • middle schools to a minimum of six (6) hours and 40 minutes;
  • senior high schools to five (5) hours and 30 minutes; and

3. authorize the Superintendent to make any special adjustments necessary due to unique circumstances in particular schools.

C-75 PROPOSED NAMING OF STATE SCHOOL WWW RELIEF SCHOOL FOR HIALEAH-MIAMI LAKES SENIOR HIGH, HIALEAH SENIOR HIGH, AND MIAMI SPRINGS SENIOR HIGH (added - good cause)

RECOMMENDED: That The School Board of Miami-Dade County, Florida, name State School WWW Westland Hialeah Senior High School, relief school for Hialeah-Miami Lakes Senior High, Hialeah Senior High, and Miami Springs Senior High.

C-80 REQUEST AUTHORIZATION TO ACCEPT $50,000 IN IN-KIND CONTRIBUTIONS THROUGH THE GREATER MIAMI CHAMBER OF COMMERCE’S LEADERSHIP MIAMI PROGRAM - GROUP 3D MIAMI, TO PROVIDE ENHANCEMENTS TO FRANCES S. TUCKER ELEMENTARY

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent of Schools to accept approximately $50,000, in in-kind contributions through the Greater Miami Chamber of Commerce’s Leadership Miami Program - Group 3D Miami, to provide enhancements to Frances S. Tucker Elementary.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, adopt amended Board Rule 6Gx13- 5B-1.04, Promotion, Placement, and Graduation - Grades K-12 and Adult, and the document, Student Progression Plan 2006-2007, which is incorporated by reference and is part of this rule, with The School Board of Miami-Dade County, Florida, to be effective March 14, 2007.
