The purpose of this bid, opened on August 22, 2000, was to establish a contract, to purchase, at firm unit prices, quantities, as may be required, of soft serve yogurt mix with dispenser, for the Department of Food and Nutrition a la carte program. A recommendation will be presented to the Board prior to its meeting of November 15, 2000.

G-73 AWARD BID #256-ZZ03 M/WBE - FOOD ITEMS: DRY GROCERY

The purpose of this bid, opened on October 12, 2000, is to establish a contract, to purchase, at firm unit prices, quantities, as may be required, of dry grocery food items, for the Department of Food and Nutrition, Food Service Program. A recommendation will be presented to the Board prior to its meeting of November 15, 2000.

J-4 AUTHORIZATION TO EXECUTE A LEASE AGREEMENT WITH MIAMI-DADE COUNTY FOR USE OF THE PLAYFIELD AREA AT MIAMI DOUGLAS MACARTHUR SOUTH SENIOR HIGH SCHOOL

Since May 1985, the Board has leased approximately 12 acres of the playfield area at Miami Douglas MacArthur South Senior High School located north of S.W. 80 Terrace to Miami-Dade County (County), for use for public recreational purposes in conjunction with the adjacent County-owned Kendall Indian Hammocks Park (see Exhibit “A”).

K-3 THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA v. YVONNE M. WEINSTEIN - DOAH CASE NO. 99-5125

On November 17, 1999, the School Board suspended teacher Yvonne M. Weinstein from her employment with The School Board of Miami-Dade County, Florida, and initiated dismissal proceedings against her.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, enter its final order in the case of The School Board of Miami-Dade County, Florida v. Yvonne M. Weinstein, accepting the recommendation of the Administrative Law Judge in DOAH Case No. 99-5125 or accepting the exceptions set forth in Respondent’s Exceptions to Recommended Order, filed on behalf of the employee on September 26, 2000.

E-15 TERMINATION OF EMPLOYMENT CONTRACTS OF INSTRUCTIONAL EMPLOYEES FOR FAILURE TO SATISFACTORILY CORRECT PERFORMANCE DEFICIENCIES DURING THE 90-CALENDAR DAY PERFORMANCE PROBATION

The following instructional employee has been notified by the Superintendent of Schools that she has failed to satisfactorily correct identified performance deficiencies during her W-Calendar Day Performance Probationary period:

RECOMMENDED: That The School Board of Miami-Dade County, Florida, terminate the employment contract of the above-referenced instktional employee, effective November 15,2000, at the close of the workday, pending the outcome of a hearing, if requested. .


AGENDA ITEMS REVISED AFTER PUBLICATION OF THE AGENDA:

B-2 ESTABLISH BYLAWS FOR THE PROPOSED ETHICS COMMISSION

At the Board meeting of October 11, 2000, the School Board received the recommendations on ethics from the Miami-Dade County Public Schools Ethics Task Force Committee (Task Force).

ACTION PROPOSED BY DR MARTA PEREZ: That The School Board of Miami-Dade County, Florida, direct the Superintendent to:

1) request that the Alliance For Ethical Government assist the School Board in drafting recommended bylaws for the proposed Ethics Commission;
2) present the recommended bylaws to the School Board at the March 14,200l Board meeting.

C-1 REQUEST FOR APPROVAL OF AMENDED 2000-2001 SCHOOL IMPROVEMENT PLANS TO ALIGN WITH BOARD RULE FOR “A,” “B,” AND “C” SCHOOLS CHANGING GRADE LEVELS AS WELL AS OTHER SCHOOLS NEEDING ASSISTANCE AND INTERVENTION PLANS

Due to the late release of the School Accountability Report by the Florida Department of Education, certain identified schools have been designated at School Performance Grades which cause the objectives written for the 2000-2001 School Improvement Plan (SIP) to be inconsistent with current Board rule.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the 2000-2001 School Improvement Plans amended to align with Board rule for “A,” “B,” and “C” schools changing grade levels as well as other schools needing assistance and intervention plans.

E-2 APPOINTMENTS AND LATERAL ASSIGNMENTS OF MANAGERIAL EXEMPT, PROFESSIQNAL, AND TECHNICAL PERSONNEL FOR 2000-2001

The following recommendations are made in accordance with Board Rules 6Gx13-4A-1.16, 6Gx13-4A-1.161, and the Miami-Dade County Public Schools/Dade County Schools Administrators’ Association labor contract.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the recommendations as set forth above for appointments and lateral transfers, to be effective November 16, 2000, or as soon thereafter as can

E-14 AUTHORIZATION TO CONTRACT WITH AN EXECUTIVE SEARCH FIRM FOR THE SELECTION OF THE CHIEF FACILITIES OFFICER AND THE CHIEF FINANCIAL OFFICER

The positions of Chief Facilities Officer and Chief Financial Officer are scheduled to become vacant June 30, 2001, and June 30, 2002, respectively, due to the retirement of the incumbents.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. contract with an executive search organization, pursuant to School Board Rule 6Gx13-4.104, to conduct a national search for the positions of Chief Facilities Officer and *Chief Financial Officer, with funding to be provided by Personnel Management and Services; and

ACTION PROPOSED BY MRS. MANTY SABATES MORSE: That The School Board of Miami-Dade County, Florida, direct the Superintendent of Schools to review the duties and responsibilities of the Office of Management and Compliance Audits and the Chief Auditor and bring back a report to the School Board, after consultation with the School Board Audit Committee.

LaBonia to the open budgeted position of District Director, Media Programs, MEP pay grade 23, 12 months, and assign to the Division of Integrated Media Services, effective November 16, 2000, or as soon thereafter as can be facilitated.

E-6 APPOINT AND ASSIGN:

The following recommendation is made in accordance with the Miami-Dade County Public Schools/Dade County School Administrators’ Association labor contract.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint Mr.Willy Mendez, to the open budgeted position of Network Analyst I, pay grade 41, 12 months, and assign to the Department of Transportation, effective November 16, 2000, or as soon thereafter as can be facilitated.

E-7 APPOINT AND ASSIGN:
SUPERVISOR II,
OFFICE OF THE CONTROLLER

The following recommendation is made in accordance with the Miami-Dade County Public Schools/Dade County School Administrators’ Association labor contract.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint Ms. Alexandra Mirabal, currently a Budget Analyst, Office of Budget Management, pay grade 43 to the open budgeted position of Supervisor II, Office of the Controller, pay grade 44, 12 months, and assign to the Office of Information Technology, effective November 16, 2000, or as soon thereafter as can be facilitated.

F-10 REQUEST FOR AUTHORIZATION TO ENTER INTO A CONTRACTUAL AGREEMENT WITH SYLVAN LEARNING SYSTEMS, INC., FOR THE DELIVERY OF INSTRUCTIONAL SERVICES TO STUDENTS ENROLLED IN NON-PUBLIC SCHOOLS WHO GENERATE TITLE I FUNDING, EFFECTIVE NOVEMBER 15, 2000 THROUGH JUNE 15, 200l

The Title I program provides supplemental educational services for eligible public and non-public school students to assist them in acquiring the knowledge and skills necessary to meet challenging student performance standards.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. enter into a contractual agreement with Sylvan Learning Systems, Inc., at a cost not to exceed $390,000, for the delivery of instructional services to students enrolled in non-public schools who generate Title I funding, effective November 15, 2000 through June 15, 2001;

The purpose of this Request For Proposals (RFP), opened on July 18, 2000, was to establish a contract, at a firm price, to perform an independent review of the electronic procurement system of The School Board of Miami-Dade County, Florida, for the Bureau of Procurement and Materials Management.
