COMMITTEE: FACILITIES AND CONSTRUCTION REFORM

Since 1988, when first elected to the Miami-Dade County School Board, Ms. Betsy H. Kaplan has served with dignity and grace, representing the needs of the entire Miami-Dade community.

ACTION PROPOSED BY AGUSTIN J. BARRERA: That The School Board of Miami-Dade County, Florida direct the Superintendent to convene the Educational Facilities Naming Committee, pursuant to School Board Rule 6Gx13-7E-1.02, Educational Facilities-Naming, to consider the renaming of South Miami Middle Community School to Betsy H. Kaplan Middle Community School.

D-5 WITHDRAWAL OF AGENDA ITEM D-5 - REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH DR. GARY FEINBERG TO SERVE AS THE EXTERNAL EVALUATOR ON THE EMERGENCY RESPONSE AND CRISIS MANAGEMENT GRANT

Board Item D -5 regarding the request to enter into a contractual agreernent with Dr. Gary Feinberg to serve as the external evaluator on the Emergency Response and Crisis Management Grant Project has been withdrawn from the January 19, 2005, School Board meeting agenda.

C-1 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO INVOLVE MIAMI-DADE COUNTY PUBLIC SCHOOLS IN AN EMERGENCY DISTRICT-WIDE MONETARY COLLECTION SPONSORED BY THE UNITED WAY TO SUPPORT RELIEF EFFORTS IN THE AFTERMATH OF THE CATASTROPHIC EARTHQUAKE AND TSUNAMI IN SOUTH ASIA

COMMITTEE: INSTRUCTIONAL EXCELLENCE AND COMMUNITY ENGAGEMENT

The slogan of Miami-Dade County Public Schools is, "Giving our students the world." To deliver on this promise, the District must ensure that our students understand their responsibility to give back to the world when circumstances
demand civic and charitable involvement.

RECOMMENDED: That The School Board of Miami-Dade County, Florida authorize the Superintendent of Schools to involve Miami-Dade County Public Schools in a voluntary emergency district-wide monetary collection sponsored by the United Way from January 20 through February 17, 2005.

C-8 REQUEST SCHOOL BOARD APPROVAL OF THE CHARTER SCHOOL APPLICATION FOR BRIDGE ACADEMY, INC., ON BEHALF OF BRIDGE ACADEMY AND AUTHORIZATION TO NEGOTIATE A CONTRACTUAL AGREEMENT FOR A TERM OF FIVE YEARS

COMMITTEE: INSTRUCTIONAL EXCELLENCE & COMMUNITY ENGAGEMENT

As established in School Board Rule 6Gx13-6A-1.47, Charter Schools (K-12), Miami- Dade County Public Schools (M-DCPS) received charter school applications from individuals and/or organizations in the community.

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. approve the application for Bridge Academy, Inc., on behalf of Bridge Academy; and

D-2 PROPOSED PROMULGATION OF NEW BOARD RULE: FINAL READING 6Gx13-6A-1,024, SCHOOL IMPROVEMENT ZONE
SCHOOL CALENDAR, 2004-2005

COMMITTEE: SCHOOL SUPPORT ACCOUNTABILITY

The School Board of Miami-Dade County, Florida intention to promulgate a new School Board Rule 6Gx13-6A-1,024 Zone School Calendar, 2004-2005, at its meeting of January 19, 2005.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, adopt new School Board Rule 6Gx13-6A-1,024, School Improvement Zone School Calendar, 2004-2005, and authorize the Superintendent to file the rule with The School Board of Miami-Dade County, Florida, to be effective March 28, 2005.

D-3 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH NATIONAL SCHOOL SAFETY AND SECURITY SERVICES, TO CONDUCT TABLE TOP SIMULATION TRAINING EXERCISES IN EACH REGION AND PROVIDE WORKSHOPS FOR TRA'NSPORTATION PERSONNEL AS PART OF THE EMERGENCY RESPONSE AND CRISIS MANAGEMENT (ERCM) GRANT PROJECT.

COMMITTEE: SCHOOL SUPPORT ACCOUNTABILITY

Authorization is requested to enter into a contractual agreement between Miami-Dade County Public Schools and National School Safety and Security Services to conduct table top simulation training exercises in each region and provide workshops for Transportation personnel for the contract period of January 19, 2005, through June 30, 2006.

RECOMMENDED: That The School Board of Miami-Dade County, Florida authorize the Superintendent to:

1. enter into a contractual agreement with National School Safety and Security Services to conduct table top simulation training exercises in each region and provide workshops for Transportation personnel. The services will be funded by the United States Department of Education (USDOE) Emergency Response and Crisis Management Grant Project at an amount not to exceed $161,000, for the contract period of January 19, 2005, through June 30, 2006;

D-4 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH MIAMI-DADE COLLEGE, TO PERFORM SERVICES RELATED TO THE U.S. DEPARTMENT OF EDUCATION EMERGENCY RESPONSE AND CRISIS MANAGEMENT (ERCM) GRANT PROJECT

COMMITTEE: SCHOOL SUPPORT ACCOUNTABILITY

Authorization is requested to enter into a contractual agreement between Miami-Dade County Public Schools and Miami-Dade College to provide training and the production of videos relative to the Emergency Response and Crisis Management grant initiative for the contract period of January 19, 2005, through June 30, 2006.

RECOMMENDED: That The School Board of Miami-Dade County, Florida authorize the Superintendent to: enter into a contractual agreement with Miami-Dade College to perform services related to the United States Department of Education (USDOE) Emergency Response and Crisis Management Grant, in an amount not to exceed $123,000, for a contract period of January 19, 2005, through June 30, 2006;

D-5 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH DR. GARY FEINBERG, TO SERVE AS THE EXTERNAL EVALUATOR ON THE EMERGENCY RESPONSE AND CRISIS MANAGEMENT GRANT PROJECT

Authorization is requested to enter into a contractual agreement between Miami-Dade County Public Schools and Dr. Gary Feinberg for external evaluation services throughout the course of the Emergency Response and Crisis Management grant project.

RECOMMENDED: That The School Board of Miami-Dade County, Florida authorize the Superintendent to:

1. enter into a contractual agreement with Dr. Gary Feinberg to serve as the external evaluator on the United States Department of Education (USDOE) Emergency Response and Crisis Management Grant Project, at an amount not to exceed $10,000, for the contract period of January 19, 2005, through June 30, 2006:

E-5 APPROVAL OF 2004 - 2005 EDUCATIONAL EXCELLENCE SCHOOL ADVISORY COUNCIL MEMBERSHIP ROSTERS

COMMITTEE: INNOVATION, EFFICIENCY& GOVERNMENTAL RELATIONS

As required by Section 1001.452, F.5, Florida Statutes, every Miami-Dade County public school and educational center has created an Educational Excellence School Advisory Council (EESAC).

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the 2004 - 2005 Educational Excellence School Advisory Council Membership Rosters.

COMMITTEE: FACILITIES & CONSTRUCTION REFORM

On December 9, 1998, The School Board of Miami-Dade County, Florida, adopted School Board Rule 6Gx13-7D-1.05, Prequalification of Contractors for Educational Facilities Construction.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the prequalification and renewal certifications of contractors, as indicated above.

D-13 RATIFICATION OF THE 2004-2005 ADDENDUM TO THE 2003-2006 LABOR CONTRACT BETWEEN MIAMI-DADE COUNTY PUBLIC
SCHOOLS AND THE AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES, LOCAL 1184

COMMITTEE: SCHOOL SUPPORT ACCOUNTABILITY

Pursuant to provisions of the labor contract between the Miami-Dade County Public Schools and the American Federation of State, County, and Municipal Employees (AFSCME), Local 1184, the parties commenced reopener negotiations on June 15, 2004 and concluded on January 13, 2005 with a Tentative Agreement being reached on all open economic and non-economic issues.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, ratify the 2004-2005 Addendum to the 2003-2006 Labor Contract with the American Federation of State, County, and Municipal Employees (AFSCME), Local 1184, effective July 1, 2004.
