As our school system is constantly being challenged to come up with new dollars to resolve problems such as over populated classrooms, replacement of old equipment and teaching materials, our schools must be given the latitude and freedom to seek financial support from the private sector as well as from the outside community.

ACTION PROPOSED BY MRS. SABATÉS MORSE: That The School Board of Miami Dade County direct the Superintendent to authorize a feasibility report on the merits of amending School Board Rule 6Gx13-1D-l -07 permitting raffles at public schools for purposes of fund raising.

E-31 ACCEPTANCE OF RESIGNATION

Subsequent to the February 20, 2001 notification to Mr. Mario Gonzalez from the Superintendent of Schools, recommending for dismissal on March 14, 2001, because of failure to satisfactorily correct identified performance deficiencies during the go-calendar Day Performance, Mr. Gonzalez has submitted a resignation from the Miami-Dade County Public Schools, effective March 14, 2001.

RECOMMENDED: That effective March 14, 2001, at the close of the workday, the School Board of Miami-Dade County, Florida accept the resignation of Mr. Mario Gonzalez, III, Teacher at Hialeah Senior High School.

J-3 AUTHORIZATION TO EXECUTE A LEASE AGREEMENT WITH THE VILLAGE OF PINECREST FOR ADDITIONAL PARKING FOR MIAMI PALMETTO SENIOR HIGH SCHOOL

Miami Palmetto Senior High School is currently undergoing expansion and renovations. These improvements are part of a campus master plan. The present campus is substantially undersized, at 24 acres, vis-a-vis the standard for this type of facility, which is generally 40 acres.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to:

1) execute a lease agreement with the Village of Pinecrest for a minimum of 175 parking spaces on an approximate 1.7-acre site east of Miami Palmetto Senior High School, under the terms and conditions set forth above; and 
2) execute necessary documents to allow the Village of Pinecrest to facilitate the closure of S.W. 74 Avenue (approximately .7 acres).

K-2 RECOMMENDATION FOR INCREASE IN HOURLY LEGAL FEES FOR CONSTRUCTION LITIGATION COUNSEL

Two firms, Tew Cardenas Rebak Kellogg Lehman DeMaria & Tague, LLP and Rosen & Switkes, specialists in construction litigation matters, defend the School Board in litigation seeking damages for claims arising by reason of alleged breach of contract on the part of the Board or its employees and representatives.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize an increase in hourly legal fees for construction litigation counsel as follows: up to $200 per hour for lead counsel, up to $120 for associates, and up to $70 per hour for paralegals, effective March 15, 200l.

DEMETRIO PÉREZ, JR., M.S., SCHOOL BOARD MEMBER, ENDORSING PAN AMERICAN DAY, APRIL 14, 2001, AND PAN AMERICAN WEEK, APRIL 9-14, 2001, TO BE CELEBRATED IN ALL OF MIAMI-DADE COUNTY’S PUBLIC SCHOOLS

The roots of Pan American Day go back to 1826, when Simon Bolivar convened the First Congress of American States in Panama. More than 100 years later, on May 7,1930, the Governing Board of the Pan American Union adopted a resolution urging its member nations to designate April 14th as "Pan American Day" and to fly their national flags on that date.

ACTION PROPOSED BY DEMETRIO PÉREZ, JR.: That The School Board of Miami-Dade County, Florida, approve resolution No. 01-11 of The School Board of Miami-Dade County, Florida, at the request of Mr. Demetrio Pérez, Jr., M.S., School Board Member, endorsing Pan American Day, April 14, 2001, and Pan American Week, April 9-14, 2001, to be celebrated in all of Miami-Dade County’s public schools.

B-10 REQUEST FOR APPROVAL TO SCHEDULE A CONFERENCE SESSION PRIOR TO A SCHEDULED SCHOOL BOARD MEETING WITH THE SUPERINTENDENT IN THE NEAR FUTURE TO REPORT ON THE PROGRESS OF THE STRATEGIC PLAN AND THE THREE GOALS SET BY THE BOARD TO GUIDE THE SCHOOL DISTRICT’S PROGRESS THROUGH THE YEAR 2005

The public expects and deserves strict accountability on the part of elected officials and professional staff in decisions that affect our community, especially those decisions that affect our children.

ACTION PROPOSED BY MRS. MANTY SABATÉS MORSE: That The School Board of Miami-Dade County, Florida, direct the Superintendent to schedule a conference session prior to a scheduled Board meeting for a report on the progress of the strategic plan and the three goals set by the Board.

B-12 STATUS OF DISTRICT’S REMEDIATION OF FIRE SAFETY ISSUES

In light of the concerns we all have for the safety of our students, and being especially mindful of the attention given to this problem by a recent Grand Jury Report, we must be particularly vigilant with respect to the steps being taken to address critical safety issues.

ACTION PROPOSED BY MS. PERLA TABARES HANTMAN: That The School Board of Miami-Dade County, Florida, direct the Superintendent to develop and submit to the Facilities Planning and Construction Committee a report, every other month, on fire safety issues which:

1) apprises the School Board of the progress being made toward correcting previously identified safety violations, with projected completion dates for those not already accomplished;

The Miami-Dade County Public Schools facilities reflect the commitment of the School Board and the community to work cooperatively to provide state-of-the art facilities in which both the children and adults of Miami-Dade County can learn. Passage of the March 1988 bond referendum, in the amount of $980 million, provided a major boost to the district’s construction program. Bond referendum funds, in combination with other funding sources, have been spent prudently and responsibly to construct new schools in growth areas, and to provide for new or replacement schools, additions and renovations in existing neighborhoods.

ACTION PROPOSED BY MS. JACQUELINE V. PEPPER: That The School Board of Miami-Dade County, Florida, authorize WLRN to produce a video, in the approximate amount of $16,500, to illustrate facilities constructed throughout the district utilizing funds generated by the 1988 bond referendum.

C-8 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ESTABLISH A TRUST AND AGENCY ACCOUNT FOR REVENUES AND EXPENSES RELATED TO THE SCHOOL-TO-CAREER CONFERENCE; AND ENTER INTO A CONTRACTUAL AGREEMENT WITH THE RADISSON MART PLAZA HOTEL TO PROVIDE FACILITIES AND SERVICES FOR THE CONFERENCE, APRIL 19, 2001, AT A TOTAL COST NOT TO EXCEED $40,000

Miami-Dade County Public Schools will host a conference to assist schools with strategies for the implementation of the District’s Strategic Goal I, School-To-Career, April 19, 2001. The conference will provide participants with tools for developing and implementing a seamless K-12 career curriculum that connects with the District’s Competency-Based Curriculum and the State’s Sunshine State Standards. Dr. Mary Montle Bacon, a nationally-recognized speaker, will address the participants as the keynote speaker, and she will also serve as a presenter in a breakout session regarding strategies for combining curriculum with career focused academies.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. establish a Trust and Agency account in the budget for revenues and expenses related to the School-to-Career Conference with an estimated budget of $24,000 from vendors who purchase exhibition space; and
2. enter into a contractual agreement with the Radisson Mart Plaza Hotel to provide facilities and services for the School-to-Career Conference, April 19, 2001, at a total cost not to exceed $40,000.

A partial appropriation for this item is included in the Contracted Programs Fund of the 2000-2001 Adopted Budget.

E-3 APPOINT AND ASSIGN:

CHIEF FACILITIES OFFICER (MAINTENANCE)

In order to meet the complex and divergent needs of Miami-Dade County Public Schools (M-DCPS) in supporting its multi-billion dollar construction and maintenance programs, the Superintendent of Schools is recommending that the functions and duties for the planning, development, and implementation of the capital construction program and the maintenance program be separated into two positions: Chief Facilities Officer (Construction) and Chief Facilities Officer (Maintenance). The continuous growth in student enrollment and the extensive maintenance requirements of our school buildings necessitate these appointments.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint:

1. Ms. Suzanne A. Marshall to the open budgeted position of Chief Facilities Officer (Construction), MEP pay grade 27, 12 months, and assign to Facilities Planning and Construction, effective March 15, 2001, or as soon thereafter as can be facilitated; and 
2. Mr. Freddie Woodson, currently Assistant Chief, Maintenance and Operations, MEP pay grade 26, to the open budgeted position of Chief Facilities Officer (Maintenance), MEP pay grade 27, 12 months, and assign to Maintenance and Operations, effective March 15, 2001, or as soon thereafter as can be facilitated.

This action is taken in accordance with Articles IV and XI of the DCSMEC Labor Contract and Sections 230.03(2), 230.23(5), 231.3605, and 447.209, Florida Statutes.

Sessions were conducted to provide teachers with the skills necessary to improve their delivery model and the innovative use of technology in the classroom.
