* The public hearing shall begin no later than approximately 6:30 p.m. The Chair may begin calling speakers who are present immediately following the conclusion of the regular agenda. The public hearing shall not conclude before 4:30 p.m., unless all of the speakers signed up to speak are present and have been given the opportunity to speak.

Citizens who wish to speak on matters not on the agenda, or on agenda items that appear on the consent agenda, will be heard at the public hearing. The total time allotted for the public hearing shall not exceed one and one-half hours.

Pursuant to Board Policy 0169.1, a person not scheduled in advance to speak on a non-agenda topic must submit, either before or during the regularly scheduled meeting, a written request to the Chair. Board members present at the meeting must vote by a majority for the person to be heard.

The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. Accordingly, the Chair may order the removal from any School Board meeting of any person interfering with the expeditious or orderly process of the meeting provided the Chair has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. Any law enforcement authority or a sergeant-at-arms designated by Chair shall remove any person ordered removed pursuant to this section §1001.372 (3), Fla.Stat.

The Superintendent’s Special Orders shall follow the Board Member presentations.

The Board will then reconvene the regular public meeting, including other hearings, in accordance with Policies of the Board, at 1:00 p.m.

E-66 REQUEST AUTHORIZATION TO ENTER INTO A STATEWIDE MUTUAL AID AGREEMENT WITH THE STATE OF FLORIDA DIVISION OF EMERGENCY MANAGEMENT FOR RECIPROCAL EMERGENCY AID AND ASSISTANCE IN CASE OF EMERGENCIES TOO EXTENSIVE TO BE DEALT WITH UNASSISTED, AND ENSURE THE TIMELY REIMBURSEMENT OF COSTS INCURRED BY THE LOCAL GOVERNMENTS

RECOMMENDED:  That The School Board of Miami-Dade County, Florida authorize the Board to enter into a Statewide Mutual Aid Agreement with the State of Florida Division of Emergency Management for reciprocal emergency aid and assistance in case of emergencies too extensive to be dealt with unassisted, and through such agreements to ensure the timely reimbursement of costs incurred by the local governments which render such aid and assistance with the agreement being automatically renewed.  In the event terms and conditions of the agreement change, an updated version of the agreement will be brought to the Board for approval.

RECOMMENDED:  That The School Board of Miami-Dade County, Florida authorize the Superintendent to:

1. execute and implement an Interlocal Cooperative Agreement with Broward College Office of Business Services, The School Board of Palm Beach County Office of Diversity in Business Practices, Broward County Office of Economic and Small Business Development, and Palm Beach County Office of Small Business Assistance for a sharing of information and simplified certification process of certified Small/Micro, Minority/Women, and Veteran Business Enterprises, for an initial term of two years from the date of execution by all parties;

2. extend the Agreements by mutual written agreement for an additional two-year period; and

3. renew, terminate, and/or modify the Agreement as needed.

1. execute and implement a Strategic Alliance Memorandum with the United States Small Business Administration for an initial term of two (2) years and the Memorandum of Understanding with the Florida Small Business Development Center Network for an initial term of one (1) year for a common interest in the dissemination of training and outreach information to local minority, women, Veteran, and small businesses; and

2. renew, terminate, and/or modify the Memorandum as needed in writing with the other parties.

H-2 CALENDAR ADJUSTMENT FOR SELECT POSITIONS (REVISED) 

ACTION PROPOSED BY MS. PERLA TABARES HANTMAN: That The School Board of Miami-Dade County, Florida, authorize the Superintendent of Schools to review the feasibility to reinstate the 260-day work year for select 12-month employees affected by the mandatory furlough days enacted as a result of Agenda Item A-3 of the June 18, 2008 and D-26 of June 17, 2009 School Board Meetings, and compensate them appropriately, effective July 1, 2019; and report to the Board by March 13, 2019.

 

H-3 COLLEGE ASSISTANCE PROGRAM (REVISED) 

ACTION PROPOSED BY DR. STEVE GALLON III: That the School Board of Miami-Dade County, Florida, direct the Superintendent to:

  1. assess and evaluate the implementation of the College Assistance Program (CAP) with respect to specific metrics outlined in its mission;
  2. review the assignment and availability of CAP Advisors at senior high schools throughout the District, as well as schools offering grade 12 that will ultimately graduate and award high school diplomas to students;
  3. explore the allocation of positions and/or resources to ensure that either a CAP Advisor and/or services commensurate with CAP are provided to schools that currently do not have the position and thereby are limited in offering CAP services and supports to their students;
  4. make budget and/or policy recommendations, where required, appropriate, and/or needed;
  5. include any budget recommendations to increase the number of CAP Advisors in the proposed 2019-2020 District Budget and related allocation plans; and
  6. provide an update to the Board no later than the School Board Meeting of March 13, 2019

 

H-4 GIRL TO GIRL MENTORING INITIATIVE (REVISED)

H-5 EXPLORATION AND DETERMINATION OF VIABILITY OF JOINDER IN PRESCRIPTION OPIATE LITIGATION (REVISED) 

ACTION PROPOSED BY DR. LAWRENCE S. FELDMAN: That The School Board of Miami-Dade County, Florida, direct the School Board Attorney to: (1) explore the feasibility of filing a lawsuit on behalf of the School Board and against the identified responsible defendants in the state court with the appropriate jurisdiction or by joining the national prescription opiate litigation in the appropriate Federal District Court; and (2) provide an update to the Board with the relevant conclusions as delineated in this item, and the requisite  recommendations prior to the February 2019 Board meeting.

  1. include in policy or in the Miami-Dade  Schools Police standard operating procedures clear language related as to how police officers are to move forward in the event of an active assailant incident; and
  2. report back to the Board by February 13, 2019.

 

H-8 FEBRUARY 2019 AS NATIONAL BLACK HISTORY MONTH TO BE CELEBRATED IN ALL MIAMI-DADE COUNTY PUBLIC SCHOOLS (REVISED) 

ACTION PROPOSED BY DR. BENDROSS-MINDINGALL: That The School Board of Miami-Dade County, Florida, recognize February 2019 as National Black History Month and join in promoting National Black History Month in all Miami-Dade County Public Schools.

ACTION PROPOSED BY LUBBY NAVARRO: That the School Board of Miami-Dade County, Florida, endorse the participation of the Marine Service Technologies Program in the 2019 Miami International Boat Show on February 14-18, 2019.

 

H-11 ALTERNATIVE PROGRAMMING AND UTILIZATION OF BUSSES DURING AFTER SCHOOL HOURS AND WEEKENDS (REVISED) 

ACTION PROPOSED BY DR. LAWRENCE FELDMAN: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to conduct a feasibility study considering the utilization of school busses during after school hours and weekends to provide mobile differentiated programming that would feature instructional personnel delivering specialized curriculum, tutoring and/or resources, while a police officer provides the operational security.  The report findings should be reported to the Board by April 1, 2019.

 

H-12 PROPOSED AMENDMENT OF SCHOOL BOARD POLICY 9140, CITIZENS’ ADVISORY COMMITTEES (WITHDRAWN) 

ACTION PROPOSED BY LUBBY NAVARRO: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to initiate rulemaking proceedings to amend School Board Policy 9140, Citizens’ Advisory Committees, to indicate that School Board members may appoint District employees to serve on citizens’ advisory committees.

 

H-13 PUBLIC INFORMATION AND ACCESS (REVISED) 

ACTION PROPOSED BY DR. STEVE GALLON III: That The School Board of Miami-Dade County, Florida, direct the Superintendent to:

  1. review, in consultation with the School Board Attorney, policies, practices, and procedures that address and comply with Chapters 119 and 286 of the Florida Statutes governing access to public records and attendance and participation at school board meetings, workshops, and school and district related activities;
  2. provide, in consultation and upon verification by the Chief Auditor, a framework for the current procedures and related timelines for submitting, receiving, reviewing, and responding to public information requests;
  3. research and review best practices throughout the state for the submission, receipt, review, and response to public information requests;
  4. explore new ways to inform the public about the work of the School Board and its members, achievements of the school district, and needs of the schools and students;
  5. make policy recommendations or revisions, where appropriate;
  6. develop and implement new and/or revised practices and procedures for the submission, receipt, review, and response to public information requests;
  7. research, develop, and implement new and/or revised practices and procedures that contemplates and integrates technologies to expand public access to School Board and related meetings to the public, such as online links available after the School Board meeting has occurred; and
  8. provide an update to the School Board at a Committee Meeting or Board Workshop, inclusive of any proposed changes, no later than the School Board Meeting of April 17, 2019.

 

H-14 COLLEGE ENTRANCE EXAMINATIONS (REVISED) 

ACTION PROPOSED BY DR. STEVE GALLON III:  That The School Board of Miami-Dade County, Florida, direct the Superintendent to:

  1. review and quantify where operationally and administratively feasible, inclusive of demographic subgroups, instances in which such “flagging” and withholding of college entrance examination scores of Miami-Dade County Public Schools’ students due to increased test scores. This is not to review and quantify any documented instances of test scores due to cases of wrongdoing or improprieties on the part of a student or test proctor or administrator;
  2. work with entities that manage and/or have authority for the administration of college entrance examinations to review these matters and ways to achieve resolutions;
  3. establish a process, where operationally and legally permissible, to report and account for incidents in which students’ college entrance examination scores have been “flagged” or withheld, due solely to increased test scores;
  4. provide information, where operationally and legally permissible, through schools, websites, and offices such as the College Assistance Program, on the process for reporting and responding to the “flagging” or withholding of a college entrance examination score due to a score increase determined to be statistically significant; and
  5. provide an update to the Board no later than the School Board Meeting of March 13, 2019.

 

H-15 SUPPORT FOR STUDENTS AND FAMILIES DURING GOVERNMENT SHUTDOWN (REVISED GOOD CAUSE) 

ACTION PROPOSED BY DR. STEVE GALLON III:  That The School Board of Miami-Dade County, Florida, affirm its recognition of the potential adverse impact that the present government shutdown may have on its students and their families, and their commitment to provide additional support and assistance, where feasible and appropriate, and authorize the Superintendent to:

  1. 1. contemplate and examine the potential impact that the present government shutdown will have on the learning and lives of M-DCPS students and their families;
  2. explore partnerships, resources, and assistance   that may be available and provided to students and their families that are directly and adversely impacted by the government shutdown;
  3. provide appropriate information to schools on partnerships, resources and supports available for students and their families that are directly and adversely impacted by the government shutdown;
  4. take additional steps, as determined appropriate, to provide resources, support, and assistance to students and their families that are directly and adversely impacted by the government shutdown; and
