This term contract is for a maximum of $,500,000 of roofing related work including emergency roofing repair and emergency cleanup crew for damages caused by water infiltration. One prime contractor will handle the entire district. The Board, however, at its sole discretion, may require the contractor to perform work anywhere within the Miami-Dade County Public School’s jurisdiction. All the bidders shall hold their bids good for 60 days.

K-22 PROPOSED AMENDMENT OF SCHOOL BOARD RULE: FINAL READING 6Gx13-3D-1.021, INTERNAL FUNDS--SPECIFIC PROCEDURES

The School Board of Miami-Dade County, Florida, announced on February 9, 2000, its intention to amend School Board Rule 6Gx13- 3D-1.021, Internal Funds-Specific Procedures, at the meeting of March 15, 2000.

The Notice of Intended Action was published in the Miami Daily Business Review on February 14, 2000, posted in various places for public information and mailed to various organizations representing persons affected by the amended rule and to individuals requesting notification.

RECOMMENDED:
That The School Board of Miami-Dade County, Florida, adopt amended School Board Rule 6Gx13-3D-1.021, Internal Funds-Specific Procedures, the documents, the Manual of Internal Accounting for Elementary Schools, and the Manual of Internal Accounting for Secondary Schools, and authorize the Superintendent to file the rule with The School Board of Miami-Dade County Florida, to be effective March 15, 2000.


AGENDA ITEMS ADDED AFTER PUBLICATION OF THE AGENDA:

B-15 REQUEST FOR APPROVAL OF RESOLUTION NO. 00-14 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, ENDORSING APRIL 11, 2000, AS STOP DAY - ENOUGH IS ENOUGH

During the 1994-95 school year, the United Teachers of Dade and Miami-Dade County Public Schools cosponsored STOP DAY. Through this effort, our students and staff dramatically proclaimed that violence and weapons would not be tolerated in our schools. Across the district, people came together to reflect upon the causes of violence and to devise ways to fight the problem.

The implementation of STOP DAY - ENOUGH IS ENOUGH has received wide publicity. People recognized that this was an innovative and promising approach to tackling the serious problem of juvenile violence. Presentations of M-DCPS initiative were made to various organizations statewide by former School Board Member and STOP DAY founder, State Representative Frederica S. Wilson. Many groups endorsed the concept and requested that then Florida Commissioner of Education Frank T. Brogan pursue statewide implementation.

ACTION PROPOSED BY DR. ROBERT B. INGRAM: That The School Board of Miami-Dade County, Florida, approve Resolution No. 00-14 of The School Board of Miami-Dade County, Florida, endorsing April 11, 2000, as STOP DAY - ENOUGH IS ENOUGH.

K-2 ACCEPTANCE OF RESIGNATION - THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA v. REBECCA MEZA
CASE NO.: DH 99-005 DE LA 0

At its regularly scheduled meeting of November 17,1999, the School Board took action to suspend and dismiss school bus driver Rebecca Mesa from all employment for violation of the School Board’s Zero Tolerance Policy. The bus driver requested a hearing. The hearing was scheduled for March 8,200O. On the day of the hearing, the employee tendered her resignation from the Miami-Dade County Public Schools, effective the same day.

RECOMMENDED: That The School Board of Miami-Dade County, Florida accept the resignation of Rebecca Mesa, school bus driver, effective March 8,2000, at the close of the workday.


AGENDA ITEMS REVISED AFTER PUBLICATION OF THE AGENDA:

B-6 REVIEW OF EXISTING PROFESSIONAL DEVELOPMENT PROGRAMS THAT ADDRESS STANDARDS OF ETHICAL CONDUCT FOR STAFF AND EXPAND THE PROGRAM FOR ALL EMPLOYEES OF MIAMI-DADE COUNTY PUBLIC SCHOOLS DURING THE 2000-2001 SCHOOL YEAR

Various professional development programs in Miami-Dade County Public Schools (M-DCPS) address elements of employee conduct through exposure to statutory and Board rules, contractual stipulations, school-site staff handbooks, and other procedures manuals created by the different off times throughout the district. Contents of these manuals are frequently reviewed at staff meetings, and thus, provide a basis for ongoing professional development, However, it is incumbent upon the district to synthesize and summarize rules and policies that stipulate conduct expected of all employees who represent M-DCPS to the community. These actions are in alignment with those in current practice in governmental agencies within Miami-Dade County.

ACTION PROPOSED BY DR. MARTA PEREZ
That the Superintendent of Schools review existing professional development programs that address standards of ethical conduct for staff and expand the program for all employees in Miami-Dade County Public Schools during the 2000-2001 school year, at a cost that will be defrayed through grant-funded sources and/or sponsoring agencies to be sought by the district.

B-14 FIRE CODE INSPECTIONS

Any actual and any perceived danger to our students must immediately be addressed. To ensure the safety and well-being of our students and staff, it is important that we work together with the greater community to avoid confusion and misunderstanding.

I propose that School Board staff meet immediately with concerned municipalities to discuss the state fire codes under which we operate, with special attention to determining how they differ from local municipal codes. The purpose of this meeting would be to enlighten all parties and clarify the responsibilities of each entity. I further suggest the meeting be facilitated by a state official who is familiar with fire code standards, as they are applicable to public schools.

ACTION PROPOSED BY DR. MICHAEL KROP:
That staff meet as soon as possible with representatives from interested municipalities to discuss the state fire codes under which we operate, and how they differ -if at all- from local municipal codes. The purpose of this meeting would be to enlighten all parties and clarify the responsibilities of each entity. To facilitate the meeting, the State will be asked to assign an official who is familiar with fire code standards as they are applicable to public schools.

C-3 REQUEST FOR APPROVAL OF THE COMPREHENSIVE MATHEMATICS AND SCIENCE PLAN ENTITLED “MATHEMATICS AND SCIENCE LITERACY - BRIDGES TO CAREERS”

The Superintendent has directed the Division of Mathematics and Science to prepare a district comprehensive plan that is designed to 1) strengthen the quantity and the quality of content in mathematics and science, 2) improve teaching practices in mathematics and science, and 3) accelerate student achievement in mathematics and science. The plan is entitled “Mathematics and Science Literacy - Bridges To Careers.”

RECOMMENDED:
That The School Board of Miami-Dade County, Florida:

1. approve the Comprehensive Mathematics and Science Plan entitled “Mathematics and Science Literacy - Bridges To Careers”; and
2. request the Superintendent to submit budget proposals for this plan in the 2000-2001 budget cycle.


C-4 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ESTABLISH A BIOMEDICAL AND ENVIRONMENTAL AGRICULTURE TECHNOLOGY MAGNET PROGRAM AT JOHN F. KENNEDY MIDDLE SCHOOL BEGINNING IN THE 2000-2001 SCHOOL YEAR

John F. Kennedy Middle School has piloted a unique Biomedical and Environmental Agriculture Technology (BEAT) program for interested and highly motivated students. The program aims to provide a challenging science program for students residing within the school’s attendance boundary. Since the inception of the BEAT program during the 1999-2000 school year, it has captured the interest of the community. The community supports the development of a complete program that would prepare middle school students to continue in the similarly-themed magnet program at North Miami Beach Senior High School. On February 24, 2000, the proposed Biomedical and Environmental Agriculture Technology (BEAT) magnet program at John F. Kennedy Middle School was reviewed and supported by the Schools of Choice Advisory Committee (SCAC).

RECOMMENDED:
That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to establish a Biomedical and Environmental Agriculture Technology magnet program at John F. Kennedy Middle School beginning in the 2000-2001 school year; and
2. authorize the Superintendent to include an increase in the operating budget of the magnet programs to fund this program at $197,050 for implementation in the 2000-2001 school year; $162,107 in the 2001-2002 school year; and $170,117 for the 2002-2003 and subsequent school years.

The appropriation for this item will be included in the 2000-2001 General Fund of the Tentative Budget to be recommended for adoption in July 2000.

E-2 APPOINTMENTS AND LATERAL ASSIGNMENTS OF MANAGERIAL EXEMPT, PROFESSIONAL, AND TECHNICAL PERSONNEL FOR 1999-2000

The following recommendations are made in accordance with Board Rules 6Gx13-& -6Gx13-4A-1.161, and the Miami-Dade County Public Schools/Dade County Schools Administrators’ Association labor contract.

Considerations for reassignments of managerial exempt, professional, and technical personnel were predicated upon an intensive review of information by the appropriate administrators and the Superintendent of Schools.

RECOMMENDED:
That The School Board of Miami-Dade County, Florida, approve the recommendations as set forth above for appointments and lateral transfers, to be effective March 16,2000, or as soon thereafter as can be facilitated.

E-12 APPOINTMENT OF PERSONNEL TO PROFESSIONAL SERVICE CONTRACT OR EXTENDED ANNUAL CONTRACT FOR 2000-2001

As referenced in Agenda Item E-12, February 9, 2000, the reappointment list reflects names of instructional staff members who are recommended for professional service contracts. This listing also contains the names of any instructional staff members who are currently serving on an extended annual contract and have now been nominated for a professional service contract commencing July 1, 2000.

RECOMMENDED: That, pursuant to Florida Statute 231.36(3)(a), The School Board of Miami-Dade County, Florida, effective July 1, 2000, approve nominations of the instructional personnel whose names appear on Appointment List 1 for professional service contract, subject to contract provisions and reduction-in-force procedures, in accordance with state statutes, collective bargaining provisions. and Miami-Dade County School Board rules.

E-13 APPOINTMENT OF INSTRUCTIONAL SUPERVISORS, ASSISTANT PRINCIPALS AND PRINCIPALS TO ANNUAL CONTRACT FOR 2000-2001

As referenced in Agenda Item E-12, February 9,2000, Florida Statute 230.33 requires that the Superintendent submit to the Board the recommendations of instructional supervisors, assistant principals, and principals for appointment to annual contract for 2000-2001. This listing reflects the names of instructional supervisors, assistant principals, and principals who are recommended for an annual contract commencing July 1, 2000.

RECOMMENDED: That, pursuant to Florida Statute 230.23(5), The School Board Miami-Dade County, Florida, effective July 1, 2000, approve nominations of instructional supervisors, assistant principals, and principals whose names appear on Appointment List 2 for annual contract, subject to the provisions set forth in the annual contract and reduction-in-force procedures in accordance with state statutes and Miami-Dade County School Board rules.

E-16 ACCEPTANCE OF RESIGNATION

Subsequent to the February 29, 2000, notification to Ms. Susan E. Dowda, from the Superintendent of Schools, that she would be recommended for dismissal on March 15, 2000, for just cause, including, but not limited to, insubordination, misconduct in office immorality, violation of 6Gx13-4A-1.21, Responsibilities and Duties, and 6Gx13-6A-1.12 Acceptable Use Policy of the Internet. Ms. Dowda has submitted a resignation from the Miami-Dade County Public Schools, effective March 14, 2000.

RECOMMENDED:
That effective March 15,2000, at the close of the workday, the School Board of Miami-Dade County, Florida accept the resignation of Ms. Susan E. Dowda, Executive Secretary I, Maintenance and Operations, at Coral Reef Satellite.

E-19 SUSPENSION OF EMPLOYEE
HAYWARD TAYLOR - SCHOOL BUS DRIVER
SOUTHWEST TRANSPORTATION CENTER

On February 29, 2000, the Superintendent of Schools sent the following letter to Mr. Hayward Taylor:

I am exercising my responsibility as Superintendent of Schools and recommending to The School Board of Miami-Dade County, Florida, at its scheduled meeting of March 152000, that the School Board suspend you from your current position as School Bus Driver at Southwest Transportation Center for 30 calendar days, effective at the close of the workday, March 15, 2000, for just cause, including, but not limited to, violation of School Board Rules 6Gx13-4-1.08 Violence in the Workplace and 6Gx13-4A-1.21, Responsibilities and Duties. This action is taken in accordance with Sections 230.03(2), 230,23(5)(f), and 447.209, Florida Statutes.

RECOMMENDED: That effective March 15,2000, at the close of the workday, the School Board suspend Mr. Hayward Taylor, School Bus Driver, at Southwest Transportation Center, for 30 calendar days, pending the outcome of a hearing, if requested.

E-20 TERMINATION OF EMPLOYMENT CONTRACTS OF INSTRUCTIONAL EMPLOYEES FOR FAILURE TO SATISFACTORILY CORRECT PERFORMANCE DEFICIENCIES DURING THE 90-CALENDAR DAY PERFORMANCE PROBATION

Mr. Castro has submitted a resignation from the Miami-Dade County Public Schools, effective March 16, 2000.

RECOMMENDED: That effective March 15,2000, at the close of the workday, the School Board of Miami-Dade County, Florida accept the resignation of Mr. Giovanni Castro, School Bus Driver, at Central West Transportation Center.

G-64 REQUEST AUTHORIZATION TO UTILIZE OTHER ENTITY BIDS, FOR PURCHASES OVER $100,000

Authorization is requested to utilize the State of Florida Contract #070-001-99-l -AUTOMOBILES AND LIGHT TRUCKS, which expires on September 30, 2000, to purchase cargo vans, for Maintenance and Operations. This contract covers purchases, statewide, whereby dealers receive special price incentives from the manufacturer. A district bid would not generate better prices.

RECOMMENDED:
That The School Board of Miami-Dade County, Florida, AUTHORIZE the Bureau of Procurement and Materials Management to utilize the following contracts:

1 . State of Florida Contract #070-001-99-l -AUTOMOBILES AND LIGHT TRUCKS, to purchase cargo vans, for Maintenance and Operations, for a total amount of $397,480.
2. State of Florida Contract #765-900-99-l - TRACTORS, MOWERS, AND CUTTERS, to purchase a cab tractor, for Maintenance and Operations, for a total amount of $157,485.
3. Broward County, Florida, Contract RLI#062497-RB- S/NC COUNTYWIDE IMAGING SYSTEM, to purchase imaging ADDED equipment and software, for Personnel Operations and Records, for a total amount of $111,716.64.


I-2 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ALLOW MIAMI-DADE COUNTY PUBLIC SCHOOLS TO SUPPORT THE “JUNGLE WALK FOR KIDS” ON SATURDAY, APRIL 15, 2000, AT MIAMI METRO ZOO, AND ADVERTISE THE EVENT THROUGH ELECTRONIC MAIL

“Jungle Walk for Kids” is scheduled for Saturday, April 15, 2000, from 8:30 a.m. until 10:30 a.m., at Miami Metro Zoo. The 5K walk involving 500 to 1,000 participants is sponsored by and will promote the activities of Voices for Children Foundation, Inc. This agency is a 501 (c)(3) organization dedicated to supporting the Guardian Ad Litem Program and the 2,500 children it serves. Organizers are targeting educators; university students from schools of education, social work, and law; and employees from the Department of Children and Families.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to allow Miami-Dade County Public Schools to support the “Jungle Walk for Kids” on Saturday, April 15, 2000, at Miami Metro Zoo, and advertise the event through electronic mail.

There will be no cost to the district.

J-8 AUTHORIZATION TO AMEND THE AGREEMENT WITH LUCKY START, LTD., FOR THE CONSTRUCTION OF PRIMARY LEARNING CENTER “U” AS A CONTRIBUTION IN-LIEU-OF IMPACT FEES

At its September 20, 1995 meeting, the Board authorized the Superintendent to negotiate a Declaration of Restrictions (Declaration) for Applications No. 94-597 and 95-272, Mrs. Gunhild Mimer, subsequently assigned to Lucky Start, Ltd., for the applicant’s construction of a Primary Learning Center (PLC) on an approximate two-acre parcel, the dedication of an additional approximate two-acre parcel and the option to purchase six additional acres at fair market value, within a proposed 703-unit residential development, to mitigate the impact of the development. The proposed development is located at SW. 157 Avenue and S.W. 96 Street. In addition, the Board authorized the Chair and Secretary to negotiate and execute additional agreements as necessary to ensure compliance with the terms and conditions of the Declaration, as negotiated.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to execute an amendment to the existing agreement and support an amendment, if necessary, to the Declaration of Restrictions with Lucky Start, Ltd., which provided for the construction of Primary Learning Center “U” as a contribution in-lieu-of impact fees, to provide for a substantial completion by December 16, 2000.


AGENDA ITEMS REPLACED AFTER PUBLICATION OF THE AGENDA:

B-7 REQUEST TO (1) ESTABLISH AD HOC COMMITTEES TO STUDY AND COMPARE THE SELECTION CRITERIA FOR THE SUPERINTENDENT AND SCHOOL BOARD ATTORNEY POSITIONS RESPECTIVELY IN COMPARABLE SCHOOL DISTRICTS, AND (2) SUBMIT TO THE BOARD, BY THE MAY 17 MEETING, A RECOMMENDED SELECTION CRITERIA TO BE CONSIDERED WHEN SELECTING FUTURE SUPERINTENDENTS AND SCHOOL BOARD ATTORNEYS IN MIAMI-DADE COUNTY

There are two positions in the Miami-Dade County Public School system that report directly to the School Board, the Superintendent and the School Board Attorney. In the past, the School Board has reacted to a vacancy when there was no objective criteria in place to help guide it through the important decision making process of selecting individuals for these important positions. Being one of the largest school districts in the nation, it is particularly important that the individuals holding these two positions meet and surpass minimum criteria for effective performance of their jobs.

ACTION PROPOSED BY Dr. MARTA PEREZ
That The School Board of Miami Dade County, Florida direct the Superintendent of Schools to

1. Create ad hoc committees to study and compare the selection criteria for the Superintendent and School Board attorney positions in comparable school districts, and
2. Submit to the Board, by the May 17 meeting, a selection criteria to be considered when selecting future Superintendents and School Board Attorneys in Miami-Dade County.


B-11 SCHEDULE A CONFERENCE SESSION, WITHIN THE NEXT TWO WEEKS, AT WHICH THE SUPERINTENDENT SHALL (I) PROVIDE THE BOARD WITH A REPORT ITEMIZING FIRE SAFETY VIOLATIONS IN EACH MIAMI-DADE COUNTY PUBLIC SCHOOL (M-DCPS), AND (2) PRESENT AN ACTION PLAN DETAILING HOW EACH VIOLATION WILL BE REMEDIED, OR CONTESTED. DIRECT THE SUPERINTENDENT TO INCLUDE, IN THE M-DCPS FEDERAL AND LEGISLATIVE PROGRAMS, FUNDING FOR EMERGENCY SAFETY-TO-LIFE CAPITAL IMPROVEMENTS

Recent reports finding that M-DCPS are in violation of fire safety codes causes and should provide for great concern. This board is accountable to the public in this matter and must act proactively and swiftly to correct violations that exist in our schools.

ACTION PROPOSED BY DR. MARTA PEREZ:
That The School Board of Miami-Dade County, Florida direct the Superintendent to:

1. schedule a Conference Session within the next two weeks;
2. provide the Board with a report itemizing fire safety violations, categorizing them as specified above, in each Miami-Dade County Public School (M-DCPS) at this conference session;
3. submit to the Board an action plan with an immediate and long range timetable for the repair of urgent and less serious conditions respectively; and
4. include, in the M-DCPS Federal and State Legislative Programs, funding for emergency safety-to-life capital improvements.

Recent reports finding that M-DCPS are in violation of fire safety codes causes and should provide for great concern.

ACTION PROPOSED BY DR. MARTA PEREZ: That the School Board of Miami-Dade County, Florida, direct the Superintendent to:

1. Provide the Board with a report itemizing fire safety violations in each Miami-Dade County Public School (M-DCPS), and
2. Submit to the Board, an action plan detailing how each violation will be remedied, or contested, within 60 days.
3. These reports should be provided to the Board no later than the April 12 Board meeting, totaling the repair period to 90 days.


B-12 REQUEST TO ESTABLISH PROCEDURES TO PERIODICALLY REVIEW AND REVISE SCHOOL BOARD RULE 6Gx13- 6A-1.47, CHARTER SCHOOLS, TO INCORPORATE AMENDMENTS REFLECTING THE LEGISLATION AS WELL AS PROCEDURES AND/OR MECHANISMS THAT STRENGTHEN CHARTER SCHOOL ACCOUNTABILITY

Florida Charter School Legislation became effective in July 1996 and subsequently, The School Board of Miami-Dade County, Florida, approved School Board Rule 6Gxl3-6A-1.47, Charter Schools, on July 24, 1996. The first Florida Charter School commenced operation within Miami-Dade County Public Schools in the 1996-l 997 school year. Since its enactment, the Charter School Legislation has been amended several times for the purposes of clarifying the intent of the law; modifying Charter School application, implementation, and operational procedures; and improving Charter School accountability.

ACTION PROPOSED BY DR. MARTA PEREZ: That The School Board of Miami-Dade County, Florida, direct the Superintendent to establish procedures to periodically review and revise School Board Rule 6Gx13-6A-1.47, Charter Schools, to incorporate substantive amendments reflecting legislation as well as procedures and/or mechanisms that strengthen charter school accountability.

B-13 INCLUSION OF A MECHANISM TO ENSURE. STUDENTS FROM DIVERSE BACKGROUNDS HAVE THE OPPORTUNITY TO ATTEND SPECIALIZED SCHOOLS AND PROGRAMS IN THE DISTRICT

In April of 1999, the District Court ordered the District to report to the Court by September 30,2000 regarding whether the District believes that it has achieved unitary status in its desegregation case, Pate v. Miami-Dade Comfy School Board. As a result of the April District Court order, the District is in the process of conducting a unitary status analysis. In conducting this analysis and in developing any plan that may result from this analysis, the Superintendent and legal counsel shall include in the plan a mechanism to ensure that students from diverse backgrounds have the opportunity to attend specialized schools and programs.

ACTION PROPOSED BY MRS. MANTY SABATES MORSE: That The School Board of Miami-Dade County, Florida include as part of any plan resulting from the unitary status analysis ordered by the District Court a mechanism to ensure that:

(a) students from diverse backgrounds, including those from the major racial and ethnic groups currently enrolled in the District, have the opportunity to attend specialized schools and educational programs in the District, and
(b) any plan shall modify the definition of diversity that the District currently uses from Black/Non-Black to one that includes the major racial and ethnic groups of students that now are enrolled in the District as well as other diversity factors, such as socioeconomic status.


B-14 FIRE CODE INSPECTIONS

Any actual and any perceived danger to our students must immediately be addressed.

To ensure the safety and well-being of our students and staff, it is important that we work together with the greater community to avoid confusion and misunderstanding. I propose that School Board staff meet immediately with concerned municipalities to discuss the state fire codes under which we operate, with special attention to determining how they differ from local municipal codes. The purpose of this meeting would be to enlighten all parties and clarify the responsibilities of each entity. I further suggest the meeting be facilitated by a state official who is familiar with fire code standards, as they are applicable to public schools.

ACTION PROPOSED BY DR. MICHAEL KROP: That staff meet as soon as possible with representatives from interested municipalities to discuss the state fire codes under which we operate, and how they differ -if at all- from local municipal codes. The purpose of this meeting would be to enlighten all parties and clarify the responsibilities of each entity. To facilitate the meeting, the State will be asked to assign an official who is familiar with fire code standards as they are applicable to public schools.

RECORDS AND FORMS MANAGEMENT

The following recommendation is made in accordance with Board Rule 6Gx13-4A-1.16.

This open budgeted position is open due the resignation of the incumbent.

Ms. Nery A. Owens is recommended for appointment to the open, budgeted position of Coordinator, Records and Forms Management, MEP pay grade 19, Office of Information Technology. Ms. Owens received a Bachelor of Arts Degree in Public Administration from Biscayne College (St. Thomas University), Miami, Florida. From 1987 to 1997, Ms. Owens was employed by Miami-Dade County Aviation Department, Miami, Florida, as a Records and Support Services Manager, a Materials Management Officer, and a Contracts Manager 2. From 1997 to 1998, Ms. Owens was employed as the Property Manager for Kendall-Tamiami Executive Airport, Miami, Florida. Since 1998 to the present, Ms. Owens has been employed as a Property Manager 3 at General Aviation Airports, including Opa-Locka Airport, Homestead General Airport, and Kendall-Tamiami Executive Airport, Miami, Florida, her current position.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint Ms. Nery A. Owens, to the open budgeted position of Coordinator, Records and Forms Management, MEP pay grade 19, 12 months, and assign to the Office of Information Technology, effective March 16, 2000, or as soon thereafter as can be facilitated.

E-11 REQUEST FOR AUTHORIZATION TO ENTER INTO A CONTRACTUAL AGREEMENT - CHIEF OF POLICE, MIAMI-DADE COUNTY PUBLIC SCHOOLS

The following recommendation is made in accordance with Board Rule 6Gx13-4A-1.16: This contracted position was authorized by the Board at its meeting of January 12, 2000, Agenda Item E-15.

Conditions of the employment contract for the position of Chief of Police, Miami-Dade County Public Schools, provide for an initial employment term from March 16, 2000 to June 30,2000, to be renewed from July 1,2000, to June 30.2001, pending Board action. The salary amount shall remain in effect throughout the term of the contract. The contract also provides for the individual to be granted sick leave and vacation leave as provided to managerial exempt personnel. Legal holidays are limited to: Independence Day (July 4), *Labor Day (first Monday in September), *Veterans’ Day, *Thanksgiving Day (fourth Thursday in November), Christmas Day (December 25), New Years Day (January 1), *Martin L. King’s Birthday, *All Presidents’ Day, and *Memorial Day (last Monday in May). Holidays listed With an asterisk shall be paid legal holidays. In addition to legal holidays, the following School Board approved holidays for 12 month employees include: Friday following the fourth Thursday in November (Thanksgiving), and two days in addition to December 25. Benefits consisting of a variety of selections from the flexible benefits offering will be provided to the contracted employee. Term life insurance equal to two time(s) the employee’s annual base salary effective January 1 each year, for the term of the contract is also paid by the Board. The employee shall be entitled to membership in the Florida Retirement System as required by Florida Retirement System Rule 228-l .004.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint Mr. Donald John Cuccaro to the open budgeted contracted position of Chief of Police, Miami-Dade County Public Schools (Contract), effective March 16,2000, or as soon thereafter as can be facilitated, at an annual salary of $112,000 through June 30, 2000, to be renewed from July 1, 2000 to June 30, 2001, pending Board action.
