Miami-Dade County Public Schools (School District), pursuant to Section 235.193, F.S., is required to provide site plans for review by the appropriate local government having jurisdiction, in connection with proposed new and expanded educational facilities.
RECOMMENDED: That The School Board of Miami-Dade County, Florida authorize a Joint Participation Agreement with Miami-Dade County for the design and installation of traffic safety devices to meet the off-site requirements as determined by the site plan (DIG) review process at various new and expanded educational facilities, for an amount not to exceed $2,000,000, from July 12, 2001 through July 12, 2002.

This item is submitted for consideration of the School Board to amend School Board Rule 6Gx13-3E-1.102, Transportation - Zero Tolerance. The purpose of this amendment is to ensure that school bus drivers always perform post-trip inspections and also to ensure that no student is left on a school bus.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to initiate rulemaking proceedings in accordance with the Administrative Procedure Act to amend School Board Rule 6Gx13-3E-1.102, Transportation - Zero Tolerance and School Board Rule 6Gx13-3E-1.10, Transportation - Specific Procedures.
C-4 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ACCEPT A DONATION OF 30 COMPUTERS FROM DELL COMPUTER CORPORATION AND MICROSOFT IN ADDITION TO COURSEWARE AND PROGRAM MATERIALS FOR A+ CERTIFICATION THROUGH THE DELL ACADEMY PROGRAM
Dell Computer Corporation and Microsoft have offered to donate 30 computers to Miami-Dade County Public Schools. In addition, Dell is donating the Dell ,Academy program delivered and managed by JES & Co., a non-profit education organization. Students who complete the Dell Academy will have the opportunity to become A+ certified, as well as Dell-certified.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:
1. accept a donation of 30 computers, courseware and program materials for A+ certification through the Dell Academy program from Dell Computer Corporation and Microsoft, and Microsoft software for Booker T. Washington Senior High School; and
D-3 REVIEW OF FINAL PLANS FOR THE CONSTRUCTION OF ADDITIONAL PARKING OF MIAMI PALMETTO SENIOR HIGH SCHOOL BY THE VILLAGE OF PINECREST AND AMENDMENT TO LEASE AGREEMENT TO REFLECT A REDUCTION IN NUMBER OF PARKING SPACES
At its March 14, 2001 meeting, the Board authorized the district to enter into a lo-year lease agreement with the Village of Pinecrest (Village) for the construction of a minimum of 175 parking spaces on a approximate 1.7-acre site east of Miami Palmetto in accordance with District criteria. The Board shall have the option to purchase the property at any time during the lease term based on a pre-established schedule. In addition, the Village is actively pursuing vacating the intervening right-of-way located on S.W. 74 Avenue (approximately .7 acres), please see attached location map.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize a parking plan to contain a maximum of 166 parking spaces on the subject 1.7-acre site located to the east of Miami Palmetto Senior High School and authorize the Superintendent or his designee to execute an amendment to -Exhibit "B" of the lease agreement to reflect a parking lot consisting of 166 parking spaces.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the recommendations as set forth above for appointments and lateral transfers, to be effective July 12, 2001, or as soon thereafter as can be facilitated, with the exception of the principals, to be effective July 6, 2001, or as soon thereafter as can be facilitated.
E-9 REQUEST FOR AUTHORIZATION TO ISSUE A REQUEST FOR PROPOSALS FOR THE DEVELOPMENT OF AN ELECTRONIC PORTFOLIO SYSTEM FOR MIAMI-DADE COUNTY PUBLIC SCHOOLS NEW TEACHERS
As the fourth largest public school district in the country, and given the formidable shortages of fully certified and qualified teachers, the number of new teachers hired, whether from traditional teacher preparation programs or from non-education backgrounds, is increasing dramatically.
RECOMMENDED: That The School Board of Miami-Dade County, Florida:
1. authorize the Superintendent to issue a Request for Proposals for the development of an electronic portfolio system for Miami-Dade County Public Schools new teachers; and
2 . approve the selection committee that will review the proposals for subsequent submission to the School Board for approval.
G-1 AUTHORIZATION TO ADVERTISE PROPOSED TENTATIVE BUDGET AND MILLAGE LEVIES FOR 2001-02
Florida Statutes require that the Superintendent submit a tentative budget and millage levy recommendation to the Board no later than 24 days after certification of the tax roll or by July 24, 200l.
RECOMMENDED: That The School Board of Miami-Dade County, Florida authorize the Superintendent to:
1) advertise a proposed operating millage levy of 6.675 mills, a proposed capital outlay millage levy of 2.000 mills, and a proposed debt service levy of .848 mills, subject to certification of the State Required Local Effort Millage Levy and the Supplemental Discretionary Millage Levy;
I-1 PRE-QUALIFICATION OF CONTRACTORS FOR EDUCATIONAL FACILITIES CONSTRUCTION
On December 9, 1998, The School Board of Miami-Dade County, Florida, adopted School Board Rule 6Gx13-7D-1.05, Pre-Qualification of Contractors for Educational Facilities Construction.
RECOMMENDED: That The School Board of Miami-Dade County, Florida:
a) approve the above list of contractors for pre-qualification and authorize staff to issue a certificate to each contractor, certifying pre-qualification for a period of one (1) year.
b) declare Unlimited Roofing Services, Inc. as not eligible for pre-qualification at this time and authorize the Superintendent to officially inform the contractor of such ineligibility.
I-11 REQUEST FOR APPROVAL OF THE 2001-2002 BOARD OF TRUSTEES OF THE MIAMI-DADE COALITION FOR COMMUNITY EDUCATION

C-5 APPROVAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR NORTH COUNTY CHARTER SCHOOL FOR A PERIOD OF TEN YEARS COMMENCING ON THE FIRST DAY OF THE 2001-2002 SCHOOL YEAR
The School Board of Miami-Dade County, Florida, approved the charter school application from the Miami-Dade Charter Foundation at the School Board meeting of December 13, 2000, and authorized the Superintendent to negotiate charter school contractual agreements for each school, with the applicant.
RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the charter school contractual agreement with North County Charter School, for a period of ten years, commencing on the first day of the 2001-2002 school year.

KAPLAN: That The School Board of Miami-Dade County, Florida, direct the Superintendent to explore the feasibility of having framed portraits of George Washington, "The Father of Our Country," and whoever is the current President of the United States, as well as a copy of the Preamble to the United States Constitution displayed in the office of each Miami-Dade County Public School.
K-6 THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA DIRECT THE SUPERINTENDENT TO DIRECT THE TASK FORCE ON OVERCROWDING TO INCLUDE, IN ITS REPORT, AN EVALUATION OF THE CONCEPT OF BUILDING SMALLER SCHOOLS ON SMALLER SITES
The well-documented benefits of small class size, as well as the adverse ‘effects of classroom overcrowding on student achievement and safety, make overcrowding one of the most urgent problems that this Board must attempt to solve.
ACTION PROPOSED BY DR MARTA PEREZ: That The School Board of Miami-Dade County, Florida, direct the Superintendent to direct the Task Force on Overcrowding to include, in its report to the Board, an evaluation of the small schools on small sites concept.
K-7 THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA DIRECT THE SUPERINTENDENT TO PROVIDE THE BOARD WITH A REPORT LISTING ALL CURRICULAR/INSTRUCTIONAL PROGRAMS THAT ARE NOT SPECIFICALLY CORRELATED TO THE COMPETENCY BASED CURRICULUM AND/OR THE SUNSHINE STATE STANDARDS
The mission of the Miami-Dade County School Board is to "support the improvement of student achievement, strengthening instructional leadership, by launching innovative systemic initiatives, and by disseminating resources that enhance curriculum and instruction."
ACTION PROPOSED BY DR MARTA PEREZ: That The School Board of Miami-Dade County, Florida, direct the Superintendent of Schools to provide the Board with a report listing all curricular/instructional programs that are not specifically correlated to the Competency Based Curriculum and/or Sunshine State Standards.
K-9 THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA DIRECT THE SUPERINTENDENT TO TAKE THE NECESSARY STEPS TO ESTABLISH AN INTERNAL PROCESS TO REVIEW PROPOSALS FROM TELECOMMUNICATIONS CARRIERS FOR PLACEMENT OF TELECOMMUNICATIONS EQUIPMENT ON SCHOOL BOARD-OWNED LAND
To ensure that future placement of telecommunication facilities on School Board-owned property takes into consideration the interests of both the School District and of the surrounding affected communities, it would be appropriate and desirable to revisit and revise the existing process to better address all pertinent factors. At a minimum, revisions should provide for a more deliberate and careful review of the following elements:
