* The public hearing shall begin no later than approximately 6:30 p.m. The Chair may begin calling speakers who are present immediately following the conclusion of the regular agenda. The public hearing shall not conclude before 4:30 p.m., unless all of the speakers signed up to speak are present and have been given the opportunity to speak.

Citizens who wish to speak on matters not on the agenda, or on agenda items that appear on the consent agenda, will be heard at the public hearing. The total time allotted for the public hearing shall not exceed one and one-half hours.

Pursuant to Board Policy 0169.1, a person not scheduled in advance to speak on a non-agenda topic must submit, either before or during the regularly scheduled meeting, a written request to the Chair. Board members present at the meeting must vote by a majority for the person to be heard.

The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. Accordingly, the Chair may order the removal from any School Board meeting of any person interfering with the expeditious or orderly process of the meeting provided the Chair has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. Any law enforcement authority or a sergeant-at-arms designated by Chair shall remove any person ordered removed pursuant to this section §1001.372 (3), Fla.Stat.

RECOMMENDED:  That The School Board of Miami-Dade County, Florida, authorize the Superintendent to adopt School Board Policy 5410, Student Progression Plan 2019-2020, and authorize the Superintendent to file the policy with The School Board of Miami-Dade County, Florida to be effective November 20, 2019.

Sibley K-8 Academy, for fifteen (15) calendar days, effective November 21, 2019, for just cause, including, but not limited to: violation of School Board Policies 4210, Standards of Ethical Conduct; 4210.01, Code of Ethics; and 8700, Anti-Fraud. Ananias Suero: suspension without pay from her position as Paraprofessional III at Hialeah Gardens Elementary School, for thirty (30) workdays, effective November 21, 2019, for just cause, including, but not limited to: violation of School Board Policies 4210, Standards of Ethical Conduct; 4210.01, Code of Ethics; and 5630, Corporal Punishment and Use of Reasonable Force. This action is taken in accordance with Sections 1001.32(2), 1012.22(1)(f), and 447.209, Florida Statutes.
  7. Samantha K. Whimley: suspension without pay from her position as Custodian at Carol City Middle School, for ten (10) calendar days, effective November 21, 2019, for just cause, including, but not limited to: gross insubordination; and violation of School Board Policies 4210, Standards of Ethical Conduct; 4210.01, Code of Ethics; and 4430, Leaves of Absence.   8. Katrina M. Bastien: suspension without pay and initiation of dismissal proceedings from her position as Teacher at Miami Southridge Senior High School, effective November 21, 2019, for just cause, including, but not limited to: misconduct in office; and violation of School Board Policies 3210, Standards of Ethical Conduct; 3210.01, Code of Ethics; and 3213, Student Supervision and Welfare.  This action is taken in accordance with Sections 1001.32(2), 1012.22(1)(f), 1012.33, and 447.209, Florida Statutes; and State Board Rules 6A-5.056 and 6A-10.081, FAC.
  2. Blucher Menelas: suspension without pay and initiation of dismissal proceedings from his position as Teacher at Dr. Michael M.   3. Carlos M. Sanjurjo: suspension without pay from his position as Teacher at E.W.F. RECOMMENDED:  That The School Board of Miami-Dade County, Florida, approve the out-of-country field trip to:

  1. Milan, Venice, Florence, Rome, Italy for the students at John A. Ferguson Senior High School; and
  2. Dublin and Belfast, Ireland and Edinburgh, Scotland for the students at Miami Beach Senior High School.

RECOMMENDED:  That The School Board of Miami-Dade County, Florida, approve:

  1. the Elementary and Secondary School Calendar – 2020 - 2021, with a start date of August 17, 2020;
  2. the Adult/Vocational Education School Calendar – 2020 - 2021, with a start date of August 17, 2020; and
  3. the Juvenile Justice Education School Calendar – 2020 - 2021, with a start date of July 6, 2020.

 

D-68 REQUEST FOR THE SUPERINTENDENT TO EXPLORE AND PURSUE THE ESTABLISHMENT OF LATER SCHOOL START TIMES (REVISED)

RECOMMENDED:   The School Board of Miami-Dade County, Florida, authorize the Superintendent of Schools to explore the feasibility of implementing later school start times and provide a comprehensive recommendation to the Board no later than the School Board meeting of April 2020.

 

E. INNOVATION, GOVERNMENTAL RELATIONS, AND COMMUNITY ENGAGEMENT/FISCAL ACCOUNTABILITY

E-1 MONTHLY FINANCIAL REPORT FOR THE PERIOD ENDING SEPTEMBER 2019

RECOMMENDED:  That The School Board of Miami-Dade County, Florida, receive and file the Monthly Financial Report for the period ending September 2019.

 

E-2 NON-EXPENDABLE PERSONAL PROPERTY INVENTORY DELETIONS AND RECOVERIES REPORT FOR JULY, AUGUST AND SEPTEMBER 2019

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the Non-Expendable Personal Property Inventory Deletions and Recoveries Report containing 2,422 deletions with a depreciated cost of $334,880 and 32 recoveries with a depreciated cost of $12,969 to update the records for July, August and September 2019.

 

E-56 AUTHORIZATION TO ENTER INTO A CONTRACTUAL AGREEMENT WITH MIAMI-DADE COUNTY TO UTILIZE SCHOOLS AS GENERAL POPULATION, PET FRIENDLY, MEDICAL AND FIRST RESPONDER EVACUATION CENTERS

RECOMMENDED:  That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with Miami-Dade County to utilize schools as General Population, Medical, Pet Friendly and First Responder Emergency Evacuation Centers.

 

E-141 AWARD REQUEST FOR PROPOSALS NO. RFP-18-081-CM - EDUCATIONAL AND SOCIOEMOTIONAL SERVICES FOR AT-RISK STUDENTS

RECOMMENDED:  That The School Board of Miami-Dade County, Florida:

    1. AWARD REQUEST FOR PROPOSALS NO. RFP-18-081-CM - EDUCATIONAL AND SOCIOEMOTIONAL SERVICES FOR AT-RISK STUDENTS, to provide high performing, high impact educational and wrap-around services which address critical areas for the education of at-risk students, during the term of the bid, with an effective date of November 20, 2019, through November 19, 2022, and may, by mutual agreement between The School Board of Miami-Dade County, Florida, and the successful bidders, be extended for two (2) additional one (1) year extension periods thereto, as follows:

  1. REJECT INVITATION TO BID NO. ITB-18-072-CM – PROGRAM EVALUATION CONSULTANTS, to permit rebidding for an expanded pool of vendor responses and modification of the scope of services to include a more defined outline of potential projects and products.

  1. accept four grant awards and two donations for programs from:
    1. Florida Department of Education (FLDOE) for funding under the District Instructional Leadership and Faculty Development Grant, in the approximate amount of $775,182, for the grant period of July 1, 2019, through June 30, 2020.
    2. United States Department of Education (USDOE) for funding under the Perkins Innovation and Modernization Grant Program, in the approximate amount of $500,000, for the grant period of October 1, 2019, through September 30, 2022; and

  6. authorize travel out-of-state as required by the grant parameters; and

  1. execute a Public School Concurrency Proportionate Share Mitigation Development Agreement (“Agreement”) by and among 5 Plaza, LLC, a Florida limited liability company (the “Applicant”), the School Board, and the City of Miami, in connection with a new 1042-unit residential development located at 501 North Miami Avenue, City of Miami, providing for monetary proportionate share mitigation pursuant to the Interlocal Agreement for Public School Facility Planning in Miami-Dade County;
  2. execute any other documentation that may be required to effectuate implementation of the Agreement; and
  3. grant or deny any approvals required under the Agreement, including, without limitation, issuance of Reports and Releases, and placing the Applicant in default, as may be applicable.

B) That the School Board of Miami-Dade County, Florida, authorize the School Board Attorney to execute the waiver of conflict letter from Greenberg Traurig, which firm is serving solely as counsel for the Applicant in this transaction.

F-2 ESTABLISH THE COMBINED FAIR MARKET VALUE FOR TWO VACANT BOARD-OWNED PARCELS LOCATED ADJACENT TO FLORIDA CITY ELEMENTARY SCHOOL, 364 N.W. 6 AVENUE, FLORIDA CITY, 33034, IN ACCORDANCE WITH THE PROCESS SET FORTH IN SCHOOL BOARD POLICY 7315 – DISPOSAL OF SURPLUS LAND AND OTHER REAL PROPERTY

RECOMMENDED: That The School Board of Miami-Dade County, Florida, establish the combined fair market value for two vacant Board-owned parcels located adjacent to Florida City Elementary School, 364 N.W. 6 Avenue, Florida City, 33034, at $210,000, and direct the Superintendent to issue an Invitation To Bid for the possible sale of same, in accordance with the process set forth in School Board Policy 7315 – Disposal of Surplus Land and Other Real Property.

H-12 WATER SAFETY CURRICULUM AND INSTRUCTION (REVISED)

ACTION PROPOSED BY DR. STEVE GALLON III: That The School Board of Miami-Dade County, Florida directs the Superintendent to:

  1. review existing M-DCPS curriculum and programs that focus on the teaching and learning of swimming and water safety in grades PK-12;
  2. research and identify best practices in the delivery of PK-12 swimming and water safety instruction;
  3. determine the feasibility of adopting, revising, and/or developing PK-12 curriculum and programs that teaches awareness of activities that lead to drowning and/or symptoms of “dry drowning”, as well as swimming and water safety instruction;
  4. seek both financial and programmatic partners to support the PK-12 swimming and water safety instruction;

ACTION PROPOSED BY DR. MARTIN KARP: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

  1. Explore the implementation of intergenerational learning programs at senior activity centers and/or living facilities for the purpose of supporting the current pre-K initiatives; and,
  2. Provide a response by the April 2020 School Board meeting.

 

H-16 SCHEDULED SCHOOL DAY (REVISED)

ACTION PROPOSED BY DR. STEVE GALLON III: That The School Board of Miami-Dade County, Florida direct the Superintendent to:

  1. limit mandatory school closures to those required by declarations of emergencies usually from hurricanes and/or other natural incidents that may jeopardize the safety of children and/or adults and in a manner stipulated in School Board Policy 8420;
  2. issue directives regarding same as appropriate; and
  3. initiate rulemaking to establish and/or amend School Board Policy, where necessary. 

 

H-17  COMPETITIVE CHEERLEADING (REVISED)

ACTION PROPOSED BY DR. STEVE GALLON III: That The School Board of Miami-Dade County, Florida direct the Superintendent to:

  1. to establish a process and platform, such as a Task Force inclusive of relevant school leaders, athletic directors, cheerleading sponsors, parents, GMAC Representatives, and students to further discuss and provide relevant insight, information, and perspective on the establishment of cheerleading as a competitive sport;
  2. take appropriate action to establish cheerleading as a competitive sport in Miami-Dade County Public Schools for the 2020-2021 school year;
  3. initiate rulemaking to establish and/or amend School Board Policy, where necessary; and 
  4. provide an update to the School Board regarding planned 2020-2021 implementation no later than the School Board Meeting of March 2020.

 

H-18 REQUEST FOR APPROVAL OF SCHOOL BOARD MEMBER TRAVEL (IN-STATE AND OUTSIDE OF THE STATE) (GOOD CAUSE)

ACTION PROPOSED BY DR. DOROTHY BENDROSS-MINDINGALL: That The School Board of Miami-Dade County, Florida, approve travel by a Board member, as delineated in this item, which is incorporated herein by reference, for in-state travel outside of the School District; and find that said travel by the Board member is for the official business of the school district and complies with rules of the State Board of Education.
