116,635 a-2 endorsed The development of the Know 2 Grow Sustainable Organic Community Gardening Program utilizing appropriate District-owned properties.

116,636 a-3 endorsed The establishment of the Million Dollar Community Literacy Challenge.

116,637 a-4 authorized The Superintendent to explore partnership opportunities with Miami-Dade County for the possible development and use of the one-acre parcel of Board-owned land located at NE 14 Street and 2 Avenue and report back to the Board at a later date with additional details.

116,638 c-30 approved Six charter school applications and denied three charter school applications; and authorized the Superintendent to negotiate a contract reflecting the contents of the applications.

116,646 d-55 approved 1.The Superintendent’s recommendation for disciplinary action, which has been agreed to by the employees, effective November 20, 2013, in the following manner: Mr. Louis A. Harrell, Lead Custodian, Media Programs/WLRN TV Station, suspension without pay for fifteen (15) calendar days; Mr. Vernard M. Whitley, Security Monitor, John F. Kennedy Middle School, suspension without pay for twelve (12) workdays; Mr. Albert L. Bell, Teacher, John F. Kennedy Middle School, suspension without pay for five (5) workdays; Ms. Brenda J. Muchnick, Teacher, Miami Norland Senior High School, suspension without pay for thirty (30) workdays; Mr. Jeffrey L. McKay, Teacher, Miami Carol City Senior High School, suspension without pay for thirty (30) workdays; and Mr. Gilbert Lozano, Teacher, Miami Jackson Senior High School, suspension without pay for ten (10) workdays.

2.The Superintendent’s recommendation for disciplinary action, pending the outcome of an administrative hearing or grievance/arbitration proceeding, if requested, effective November 20, 2013, in the following manner: Mr. Andy Izquierdo, Southwest Transportation Center, suspension without pay for thirty (30) calendar days; Ms. Colette T. Miller, Southwest Transportation Center, suspension without pay for thirty (30) calendar days; Ms. Lavonda D. Washington, Northeast Transportation Center, suspension without pay for thirty (30) calendar days; and Ms. Greity R. Abreu, Bus Aide, Northwest Transportation Center, suspension without pay and initiation of dismissal proceedings.

116,648 e-2 approved The Non-Expendable Personal Property Inventory Deletions containing 1,323 items with a depreciated cost of $862,033 and Recoveries containing 16 items with a depreciated cost of $4,521 to update the records for July, August and September 2013.

116,649 e-76 authorized The Superintendent to execute and implement a Strategic Alliance Memorandum (Memorandum) with the United States Small Business Administration (SBA) for an initial term of two years from the date of execution by both parties; and renew, terminate, and/or modify the Memorandum as needed in writing with the other party.

116,652 f-2 authorized The Superintendent to finalize negotiations and execute public school concurrency proportionate share mitigation development agreements by and among the School Board, impacted local governments and developers in connection with two proposed residential developments, as provided under the Interlocal Agreement for Public School Facility Planning in Miami-Dade County; and any other documentation that may be required to effectuate implementation of each Agreement.

116,653 f-20 authorized The Superintendent to adjust the capital budget in the amount of $91,902 and in the event there are, at the time of transfer, insufficient available funds in a structure from which to transfer the indicated amount, the difference will be provided from contingencies, reserves or other accounts; and make the changes to the five-year facilties work program resulting from these budget adjustments.
