PERSONS WISHING TO SPEAK TO AN AGENDA ITEM listed for this meeting and/or the PUBLIC HEARING, to be conducted immediately following the conclusion of the regular agenda, should submit a written request to the Superintendent of Schools, 1450 N.E. Pursuant to Board Rule 6Gx13-8C-1.17, a person not scheduled in advance to speak on a non-agenda topic must submit a written request to the Superintendent of Schools not later than 10:00 a.m. on the day of a regular Wednesday Board Meeting. The request must state the person’s name, address, subject and reason for asking emergency handling of the request, reason demonstrating good cause why the 4:30 p.m. Monday deadline was not met, and Board action requested. Board members present at the meeting must vote by a two-thirds (2/3) majority, for the person to be heard.

Speakers List / Supplemental List will generally be posted on Tuesday PM or Wednesday AM prior to the meeting.

The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. Accordingly, the Chair may order the removal from any School Board meeting of any person interfering with the expeditious or orderly process of the meeting provided the Chair has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. §230.173, Fla. Stat.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. enter into cooperative agreements with Redlands Christian Migrant Association Head Start, the Head Start Division of the Miami-Dade County Community Action Agency, and the Head Start Division of the Miccosukee Corporation to serve preschool children with disabilities, from July 1, 2002 through June 30, 2003; and

2. renew the cooperative agreements for up to two additional one-year periods.

1. enter into a cooperative agreement with the Early Intervention Programs, Part C, to provide services to children ages birth through two, from July 1, 2002 through June 30, 2003; and

2. renew the cooperative agreement for up to two additional one-year periods.

B-9 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE SPECIALIZED ADOLESCENT CENTER OF CHILDREN’S HOME SOCIETY OF FLORIDA, TO PROVIDE EDUCATIONAL SERVICES IN A RESIDENTIAL TREATMENT PROGRAM, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. enter into a cooperative agreement with the Specialized Adolescent Center of Children’s Home Society of Florida, to provide educational services to exceptional students in a residential treatment program, from July 1, 2002 through June 30, 2003; and

2. renew the cooperative agreement for up to two additional one-year periods.

B-10 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ACCEPT $3,200, FROM THE DADE-MONROE REGIONAL COMPREHENSIVE SYSTEM OF PERSONNEL DEVELOPMENT PARTNERSHIP TO PROVIDE SUBSTITUTE FUNDS FOR A MAXIMUM OF 20 TEACHERS TO ATTEND THE LINKING FORCES XI CONFERENCE, MAY 16-17, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept $3,200, from the Dade-Monroe Regional Comprehensive System of Personnel Development Partnership for substitute funds for a maximum of 20 teachers to attend the Linking Forces XI Conference, May 16-17, 2002. RECOMMENDED: That The School Board of Miami‑Dade County, Florida, authorize the Superintendent to participate in Project R.E.A.L.M. (Really Exploring and Learning Meteorology) and to accept a donation of weather station equipment and professional development from Florida State University (FSU), from May 1, 2002 through December 31, 2004. No local funds are required.

B-20 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE WHIRLPOOL CORPORATION TO ESTABLISH A CUSTOMER SERVICE COOPERATIVE TRAINING PROGRAM AT ROBERT MORGAN EDUCATIONAL CENTER, EFFECTIVE APRIL 18, 2002 THROUGH APRIL 18, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept a donation from the Oracle Help Us Help Foundation to implement the Oracle Promise Program at Sunset Park Elementary School, Project Cycle: April 18, 2002 through June 30, 2002. No local funds are required.

B-66 REQUEST FOR AUTHORIZATION TO ACCEPT A GRANT AWARD FROM THE PEW CHARITABLE TRUSTS FOR FUNDING THE HIGH SCHOOL CIVIC ENGAGEMENT INITIATIVE, PROJECT CYCLE: JULY 1, 2001 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. accept a grant award from the Pew Charitable Trusts, in the amount of $100,000, for funding the High School Civic Engagement Initiative, Project Cycle: July 1, 2001 through June 30, 2003;

2. extend this grant award, at no additional cost, for up to one year, as authorized through official notification from the granting agency, if deemed necessary, in order to fully expend the grant award and thus complete the scope of the project; and

3. direct Financial Affairs to establish appropriations in the amounts approved by the granting agency; such appropriations to be reported periodically to the Board.

B-67 REQUEST FOR AUTHORIZATION TO ACCEPT A GRANT AWARD FROM THE WASHINGTON COUNTY SCHOOL DISTRICT FOR FUNDING TO PROVIDE ASSESSMENT MATERIALS AND TRAINING TO EXCEPTIONAL STUDENT EDUCATION TEACHERS, PROJECT CYCLE: APRIL 18, 2002 THROUGH DECEMBER 31, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. accept a grant award from the Washington County School District in the amount of $15,500, for funding to provide alternate assessment materials and training to exceptional student education teachers, Project Cycle:
April 18, 2002 through December 31, 2002;

2. extend this grant award , at no additional cost, for up to one year, as authorized through official notification of the granting agency, if deemed necessary, in order to fully expend the grant award and thus complete the scope of the project; and

3. direct Financial Affairs to establish appropriations in the amounts approved by the granting agency; such appropriations to be reported periodically to the Board.

B-68 REQUEST FOR AUTHORIZATION TO ACCEPT A GRANT AWARD FROM THE FLORIDA DEPARTMENT OF EDUCATION FOR FUNDING UNDER THE PUBLIC CHARTER SCHOOLS FEDERAL GRANT PROGRAM AND ENTER INTO A CONTRACTUAL AGREEMENT WITH LIBERTY CITY CHARTER SCHOOL; PROJECT CYCLE: OCTOBER 15, 2001 THROUGH JUNE 30, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. accept a grant award from the Florida Department of Education, in the total amount of $100,000, for funding under the Public Charter Schools Federal Grant Program and enter into a contractual agreement with Liberty City Charter School, in an amount not to exceed $96,340; Project Cycle: October 15, 2001 through June 30, 2002;

2. extend the grant award and contractual agreement, at no additional cost, for up to one year, as authorized through official notification from the granting agency, if deemed necessary, in order to fully expend the grant award and thus complete the scope of the project; and

3. direct Financial Affairs to establish appropriations in the amounts approved by the granting agency; such appropriations to be reported periodically to the Board.

B-69 REQUEST FOR AUTHORIZATION TO ACCEPT A GRANT AWARD FROM THE NATIONAL COUNCIL OF JEWISH WOMEN TO EXPAND THE “BULLY PROOFING YOUR SCHOOL” PROJECT, PROJECT CYCLE: APRIL 18, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. accept a grant award from the National Council of Jewish Women, in the amount of $5,000, to expand the “Bully Proofing Your School” project, Project Cycle: April 18, 2002 through June 30, 2003;

2. extend this grant award, at no additional cost, for up to one year, as authorized through official notification from the granting agency, if deemed necessary, in order to fully expend the grant award and thus complete the scope of the project; and

3. direct Financial Affairs to establish appropriations in the amounts approved by the granting agency; such appropriations to be reported periodically to the Board.

B-70 REQUEST FOR AUTHORIZATION TO ISSUE A REQUEST FOR PARTICIPATION IN THE TITLE I PROGRAM MODEL AT SIX PILOT ELEMENTARY SCHOOLS, PROJECT CYCLE: APRIL 18, 2002 THROUGH JUNE 30, 2004

RECOMMENDED: That The School Board of Miami-Dade County, Florida authorize the Superintendent to implement the Title I Program Model at Six Pilot Schools: Project Cycle: April 18, 2002 through June 30, 2004. No local funds are required. The appropriation for the 2001-2002 portion of this item is included in the Title I budget for the current fiscal year.

B-71 REQUEST FOR AUTHORIZATION TO USE NEW TITLE I FUNDS IN TITLE I ELIGIBLE SCHOOLS TO FUND THE PREKINDERGARTEN PROGRAM FOR AT-RISK CHILDREN

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to use Title I funds to provide prekindergarten programs in Title I eligible schools.
