Pursuant to Board Rule 6Gx13-8C-1.17, a person not scheduled in advance to speak on a non-agenda topic must submit a written request to the Superintendent of Schools not later than 10:00 a.m. on the day of a regular Wednesday Board Meeting. The request must state the person’s name, address, subject and reason for asking emergency handling of the request, reason demonstrating good cause why the 4:30 p.m. Monday deadline was not met, and Board action requested. Board members present at the meeting must vote by a two-thirds (2/3) majority, for the person to be heard.

Speakers List will generally be posted on Tuesday PM or Wednesday AM prior to the meeting.

The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. Accordingly, the Chair may order the removal from any School Board meeting of any person interfering with the expeditious or orderly process of the meeting provided the Chair has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. §230.173, Fla. Stat.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent:

1.  to enter into a cooperative agreement with Children’s Psychiatric Center, Inc., to operate a day treatment program for emotionally handicapped adolescents, from July 1, 2002 through June 30, 2003; and

2.  to renew the cooperative agreement for up to two additional one-year periods.

There is no exchange of funds.

B-10 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH METROPOLITAN MIAMI-DADE COUNTY, FLORIDA, DEPARTMENT OF HUMAN SERVICES, OFFICE OF YOUTH AND FAMILY DEVELOPMENT, TO JOINTLY OPERATE NON-SCHOOL-BASED DAY-TREATMENT PROGRAMS FOR SEVERELY EMOTIONALLY DISTURBED STUDENTS, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent:

1)  to enter into a cooperative agreement with Metropolitan Miami-Dade County, Florida, Department of Human Services, Office of Youth and Family Development, to jointly operate non-school based day-treatment programs for severely emotionally disturbed students, from July 1, 2002 through June 30, 2003; and

2)  to renew the cooperative agreement for up to two additional one-year periods.

B-11 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO COOPERATIVE AGREEMENTS WITH SELECTED BUSINESS SITES TO FACILITATE THE OPERATION OF PROJECT VICTORY SCHOOL-TO-WORK PROGRAMS FOR EXCEPTIONAL STUDENT EDUCATION STUDENTS, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent:

1.  to enter into cooperative agreements with selected business sites to facilitate the operation of Project Victory school-to-work programs for exceptional students, from July 1, 2002 through June 30, 2003;

2.  to renew the cooperative agreement for up to two additional one-year periods; and

3.  to add additional business sites and schools, as needed.

B-12 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE PUBLIC HEALTH TRUST/JACKSON MEMORIAL HOSPITAL TO OPERATE A SHORT-TERM TRANSITIONAL EDUCATION PROGRAM FOR SEVERELY EMOTIONALLY DISTURBED STUDENTS AT JACKSON MEMORIAL HOSPITAL/HIGHLAND PARK, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent:

1.  to enter into a cooperative agreement with the Public Health Trust/Jackson Memorial Hospital to operate a short-term transitional educational program for severely emotionally disturbed students, from July 1, 2002 through June 30, 2003; and

2.  to renew the cooperative agreement for up to two additional one-year periods.

B-13 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO COOPERATIVE AGREEMENTS WITH STATE AND PRIVATE COLLEGES, UNIVERSITIES, AND COMMUNITY COLLEGES TO PLACE STUDENT PHYSICAL AND OCCUPATIONAL THERAPISTS AND STUDENT PHYSICAL AND OCCUPATIONAL THERAPIST ASSISTANTS WITH THERAPISTS SERVING AS CLINICAL INSTRUCTORS, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent:

1.  to enter into cooperative agreements with state and private colleges, universities, and community colleges to place student physical and occupational therapists and student physical occupational and therapist assistants, with therapists serving as clinical instructors, from July 1, 2002 through June 30, 2003; and

2.  to renew the cooperative agreement for up to two additional one-year periods.

B-14 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE BERTHA ABESS CHILDREN’S CENTER INC., TO PROVIDE SERVICES TO EMOTIONALLY HANDICAPPED AND SEVERELY EMOTIONALLY DISTURBED STUDENTS, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

1.  to enter into a cooperative agreement with the Bertha Abess Children’s Center, Inc., to provide services to emotionally handicapped and severely emotionally disturbed students, from July 1, 2002 through June 30, 2003; and

B-15 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE DIVISION OF BLIND SERVICES, FLORIDA DEPARTMENT OF EDUCATION, TO PROVIDE A COOPERATIVE SCHOOL PROGRAM FOR BLIND AND VISUALLY IMPAIRED STUDENTS, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

1.  to enter into a cooperative agreement with the Division of Blind Services, Florida Department of Education, to provide a cooperative school program for blind and visually impaired students, from July 1, 2002 through June 30, 2003; and

B-16 REQUEST TO AUTHORIZE THE SUPERINTENDENT TO ACCEPT A DONATION OF TWO NEW DIESEL ENGINES FROM AMERICAN ISUZU MOTORS, INC.,TO BE USED BY STUDENTS IN THE HEAVY-DUTY TRUCK AND BUS MECHANICS PROGRAM AT ROBERT MORGAN EDUCATIONAL CENTER

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept a donation of two new diesel engines from American Isuzu Motors, Inc., to be used by students in the Heavy-Duty Truck and Bus Mechanics program at Robert Morgan Educational Center. No local funds are required.

B-17 REQUEST TO AUTHORIZE THE SUPERINTENDENT TO ACCEPT A DONATION OF NEW AUTOMOTIVE CAREER TRAINING EQUIPMENT FROM BG PRODUCTS AND FLORIDA DISTRIBUTORS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept a donation of new automotive career training equipment from BG Products and Florida Distributors. No local funds are required.
