A-1 REQUEST FOR AUTHORIZATION TO ACCEPT A GRANT AWARD FROM THE NATIONAL SCIENCE FOUNDATION FOR FUNDING THE URBAN SYSTEMIC PROGRAM, EFFECTIVE AS OF SEPTEMBER 1, 2000 THROUGH AUGUST 31, 2005; AND TO ESTABLISH A TASK FORCE ON MATHEMATICS AND SCIENCE IMPROVEMENT

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. accept a grant award from the National Science Foundation, in the amount of $11,861,380, for funding the Urban System Program, effective of September 1, 2000 through August 31, 2005;
2. establish a task force on mathematics and science improvement;
3. extend this grant award, at no additional cost, for up to one year, as authorized through official notification from the granting agency, if deemed necessary, in order to complete the scope of the project; and
4. Financial Affairs to establish appropriations in the amounts approved by the granting agency with such appropriations to be reported periodically to the Board.

A-2 RECOMMENDATION FROM THE TASK FORCE ON ETHICS, THAT THE MIAMI-DADE COUNTY PUBLIC SCHOOL BOARD ESTABLISH A BLUE RIBBON COMMISSION ON ETHICS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, receive the recommendation of the Task Force on Ethics.

A-3 REQUEST FOR APPROVAL OF RESOLUTION NO. 00-42 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, ENDORSING NOVEMBER 12-18, 2000, AS AMERICAN EDUCATION WEEK, TO BE OBSERVED IN ALL OF MIAMI-DADE COUNTY’S PUBLIC SCHOOLS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve Resolution No. 00-42 of The School Board of Miami-Dade County, Florida, endorsing November 12-18, 2000, as American Education Week, to be observed in all of Miami-Dade County’s public schools.

A-4 JOIN IN THE APPLICATION OF THE HOMELESS ASSISTANCE CENTER TO REMOVE RESTRICTIONS

RECOMMENDED:That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to execute the application of the Homeless Assistance Center to eliminate all 13 conditions contained in the Special Exemption that govern the operations of the 1550 North Miami Homeless Assistance Center and
2. authorize the attorneys for the Community Partnership for the Homeless, Inc., to serve as attorneys in fact for the Board, in making statements advocating the elimination of the 13 conditions to the Special Exemption.

C-1 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ACCEPT 20 DIGITAL PIANOS FROM THE YAMAHA CORPORATION TO BE USED IN THE MUSIC SUITE AT WHISPERING PINES ELEMENTARY SCHOOL

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept 20 digital pianos form the Yamaha Corporation to be used in the music suite at Whispering Pines Elementary School. No local funds are required.

C-2 REQUEST FOR APPROVAL OF RESOLUTION NO. 00-32 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, PROCLAIMING THE MONTH OF OCTOBER 2000 AS NATIONAL COMPUTER LEARNING MONTH IN MIAMI-DADE COUNTY PUBLIC SCHOOLS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve Resolution No. 00-32 of The School Board of Miami-Dade County, Florida, proclaiming the month of October 2000 as National Computer Learning Month in Miami-Dade County Public Schools.

C-3 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH CO-NECT, INC., TO EXTEND THE ORIGINAL FEEDERNET GRANT FOR CYPRESS ELEMENTARY, RIVIERA MIDDLE, AND SOUTHWEST MIAMI SENIOR HIGH SCHOOLS AND TO EXPAND THE PROJECT TO G. HOLMES BRADDOCK SENIOR HIGH SCHOOL, IN AN AMOUNT NOT TO EXCEED $160,000, FROM OCTOBER 12, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with Conect, Inc., to extend the original FeederNet grant for Cypress Elementary, Riviera Middle, and Southwest Miami Senior High schools, and to expand the project to G. Holmes Braddock Senior High School, in an amount not to exceed $160,000, from October 12, 2000 through June 30, 2001. The appropriation for this item is included in the General Fund of the 2000-2001 Adopted Budget.

C-4 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH FLORIDA MEMORIAL COLLEGE WHEREBY MIAMI-DADE COUNTY PUBLIC SCHOOLS WILL PROVIDE AN AMOUNT NOT TO EXCEED
$50,000, IN SUPPORT OF THE HEADS UP PROGRAM, FROM OCTOBER 12, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to enter into a contractual agreement with Florida Memorial College whereby Miami-Dade County Public Schools will provide an amount not to exceed $50,000, in support of the Heads Up program, from October 12, 2000 through June 30, 2001; and
2. grant an exception to School Board Rule 6Gx13-3F-1.021.

The appropriation for this item is included in the General Fund of the 2000-2001 Adopted Budget.

C-5 REQUEST FOR RENEWED ENDORSEMENT OF OCTOBER 23 - OCTOBER 31, 2000, AS RED RIBBON WEEK IN MIAMI-DADE COUNTY PUBLIC SCHOOLS AND AUTHORIZATION FOR THE SUPERINTENDENT TO ENCOURAGE CONTINUED DISTRICT AND SCHOOL PARTICIPATION

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. renew its endorsement of October 23 - October 31, 2000, as Red Ribbon Week in Miami-Dade County Public Schools; and
2. authorize the Superintendent to encourage continued district and school participation.

C-10 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO AMEND THE CONTRACTUAL AGREEMENT WITH DADE MARINE INSTITUTE, AT A TOTAL COST NOT TO EXCEED $864,816, RETROACTIVE FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to amend the contractual agreement with Dade Marine institute, at a total cost not to exceed $864,816, retroactive from July 1, 2000 through June 30, 2001. The appropriation for this item is included in the General Fund of the 2000-2001 Adopted Budget

C-11 CONFIRM A CONTRACTUAL AGREEMENT WITH THE TRAINING AND EMPLOYMENT COUNCIL OF SOUTH FLORIDA TO EXTEND THE OPERATIONS OF THE WORK AND GAIN ECONOMIC SELF-SUFFIENCY (WAGES) CAREER CENTERS, FROM OCTOBER 1, 2000 THROUGH NOVEMBER 1, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, confirm a contractual agreement with the Training and Employment Council of South Florida to extend the operations of the Work and Gain Economic Self-Sufficiency (WAGES) Career Service Centers, from October 1, 2000 through November 1, 2000, and for an additional 30 days if necessary. No local funds are required.

C-12 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT, WHEREBY COMMUNITIES IN SCHOOLS, INC., WILL PROVIDE THREE AMERICORPS MEMBERS TO WORK WITH PARENTS AND CHILDREN ENROLLED IN THE VIRTUAL INSTRUCTIONAL PARTNERS GRANT, AT A COST OF $13,766, FOR THE REIMBURSABLE COST PERIOD OF THE GRANT FROM SEPTEMBER 30, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to enter into a contractual agreement, whereby Communities in Schools, Inc., will provide three AmeriCorps members to work with parents and children enrolled in the Virtual Instructional Partners grant, at a cost of $13,766, for the reimbursable cost period of the grant from September 30, 2000 through June 30, 2001; and
2. grant an exception to School Board Rule 6Gx13-3F-1.021.

The appropriation for this item is included in the Contracted Fund of the 2000-2001 Adopted Budget.

C-30 EXPULSION OF STUDENT GRADE: 08

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. expel the student specified in the supplemental material SM-438 (1999-2000), furnished under separate cover to Board members, from the regular and adult programs of Miami-Dade County Public Schools for the maximum time permitted under law, which is the 2000 summer session, the 2000-2001 school year and the 2001 summer session;
2. provide educational services in the opportunity school or alternative program during the term of the expulsion; and
3. following the term of the expulsion, permit the student to be returned to a regular school program in Miami-Dade County Public Schools if approved by the Bureau of Adult/Vocational, Alternative and Dropout Prevention Programs.

F-1 REQUEST FOR AUTHORIZATION TO ENTER INTO A CONTRACTUAL AGREEMENT WITH FLORIDA INTERNATIONAL UNIVERSITY FOR FUNDING THE STATE UNIVERSITY SYSTEM PARTNERS FOR EXCELLENCE IN EDUCATION ADVANCED PLACEMENT HONORS MATHEMATICS PILOT, EFFECTIVE OCTOBER 12, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. enter into a contractual agreement with Florida International University, in an amount not to exceed $70,000, for funding the State University System Partners for Excellence in Education Advanced Placement Honors Mathematics Pilot, effective October 12, 2000 through June 30, 2001
2. extend this contractual agreement, at no additional cost, for up to one year, as authorized through official notification from the granting agency, if deemed necessary, in order to complete the cope of the project; and
3. Financial Affairs to establish appropriations in the amounts approved by the granting agency; such appropriations to be reported periodically to the Board

F-2 REQUEST FOR AUTHORIZATION TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE URBAN LEAGUE OF GREATER MIAMI, INC., FOR FUNDING THE CHILD EMPOWERMENT ZONE’S PARENTAL INVOLVEMENT PROJECT, EFFECTIVE AS OF SEPTEMBER 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with the Urban League of Greater Miami, Inc., in the amount of $30,076, for funding the Child Empowerment Zone’s Parental Involvement Project, effective as of September 1, 2000 through June 30, 2001.

F-3 REQUEST FOR AUTHORIZATION TO ACCEPT A GRANT AWARD FROM THE FLORIDA DEPARTMENT OF EDUCATION AND ENTER INTO A CONTRACTUAL AGREEMENT WITH THE BOYS & GIRLS CLUBS OF MIAMI, INC., TO PROVIDE PROGRAM SERVICES AT THE SIX BOYS & GIRLS CLUBS OF MIAMI, INC., EFFECTIVE AS OF JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. accept a grant award from the Florida Department of Education, in the amount of $64,474 and enter into a contractual agreement with the Boys & Girls Clubs of Miami, Inc., in the amount of $64,474, to provide Program Services at the six Boys & Girls Clubs of Miami, Inc., effective as of July 1, 2000 through June 30, 2001;
2. extend this contractual agreement, at no additional cost, for up to one year, as authorized through official notification from the granting agency, if deemed necessary, in order to fully expend the grant award and thus complete the scope of the project; and
3. Financial Affairs to establish appropriations in the amounts approved by the granting agency; such appropriations to be reported periodically to the Board.

F-4 REQUEST FOR AUTHORIZATION TO ACCEPT A GRANT AWARD FROM AND ENTER INTO A CONTRACTUAL AGREEMENT WITH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM TO ESTABLISH FOUR ONE-STOP SATELLITE CENTERS, EFFECTIVE AS OF OCTOBER 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. accept a grant award from the South Florida Employment and Training Consortium, in the amount of $500,000, and enter into a contractual agreement, in the amount of $500,000, to establish four One-Stop Satellite Centers, effective as of October 1, 2000 through June 30, 2001;
2. extend this contractual agreement at no additional cost, for up to one year, as authorized through official notification from the granting agency, if deemed necessary, in order to complete the scope of the project; and
3. Financial Affairs to establish appropriations in the amounts approved by the granting agency with such appropriations to be reported periodically to the Board.

F-5 REQUEST FOR AUTHORIZATION TO ACCEPT A GRANT AWARD FROM THE FLORIDA DEPARTMENT OF EDUCATION FOR FUNDING THE MIAMI-DADE AREA CENTER FOR EDUCATIONAL ENHANCEMENT, EFFECTIVE AS OF AUGUST 1, 2000 THROUGH AUGUST 31, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. accept a grant award from the Florida Department of Education, in the amount of $333,043, for funding the Miami-Dade Area Center for Educational Enhancement, effective as of August 1, 2000 through August 31, 2001
2. extend this grant award, at no additional cost, for up to one year, as authorized through official notification from the granting agency, if deemed necessary, in order to complete the scope of the project; and
3. Financial Affairs to establish appropriations in the amounts approved by the granting agency with such appropriations to be reported periodically to the Board.

F-6 REQUEST FOR AUTHORIZATION TO ACCEPT A GRANT AWARD FROM THE FLORIDA DEPARTMENT OF EDUCATION THROUGH THE CARL D. PERKINS VOCATIONAL AND APPLIED TECHNOLOGY EDUCATION ACT FOR FUNDING THE INTEGRATING APPLIED TECHNOLOGY PROJECT, EFFECTIVE OCTOBER 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. accept a grant award from the Florida Department of Education through the Carl D. Perkins Vocational and Applied Technology through the Carl D. Perkins Vocational and Applied Technology Education Act, in the amount of $75,000, for funding the Integrating Applied Technology Project, effective October 1, 2000 through June 30, 2001;
3. extend this grant award, at no additional cost, for up to one year, as authorized through official notification from the granting agency, if deemed necessary, in order to complete the scope of the project; and
4. Financial Affairs to establish appropriations in the amounts approved by the granting agency with such appropriations to be reported periodically to the Board.

G-1 APPROVAL OF RESOLUTION NO. 00-39, CERTIFYING TO THE FLORIDA DEPARTMENT OF EDUCATION (FDOE) REQUIRED ASSURANCES FOR THE APPLICATION AND ISSUANCE OF QUALIFIED ZONE ACADEMY BONDS (QZABs); AND APPROVAL TO FILE APPLICATION FOR QZABs WITH THE FDOE

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve Resolution No. 00-39, and authorize the Superintendent of Schools to file an application with the Florida Department of Education to authorize the district to issue up to $20 million in QZAB non-interest bearing bonds.

G-2 RESOLUTION NO. 00-38; REQUESTING ISSUANCE BY THE STATE BOARD OF EDUCATION OF FLORIDA OF $495,000 OF CAPITAL OUTLAY BONDS FOR AND ON BEHALF OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve Resolution No. 00-38, requesting the State Board of Education of Florida to issue capital outlay bonds on behalf of The School Board of Miami-Dade County, Florida for the purpose of financing the cost of capital outlay projects described in section 1(b) therein.

G-3 AUTHORIZATION TO SUBMIT AN AMENDED PROPOSAL FOR THE K-3 CLASS SIZE REDUCTION APPROPRIATION TO THE FLORIDA DEPARTMENT OF EDUCATION

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. Authorize the Superintendent of Schools to submit the amended 1999 Proposal for Specific Class Size Reduction Projects in Kindergarten through Grade Three to the Florida Department of Education; and
2. Adopt as its goal to fund and maintain the 1:20 teacher student ratio for the proposed projects included in the program.

G-11 APPROVAL OF ANNUAL FINANCIAL REPORT FOR JULY AND AUGUST 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, receive and file the Monthly Financial Reports for July and August 2000.

G-12 APPROVAL OF THE FLORIDA EDUCATION FINANCE PROGRAM COST REPORT FOR 1999-2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. approve the Florida Education Finance Program Cost Report for 1999-2000; and
2. authorize the Superintendent to submit the approved report to the Florida Department of Education.

G-21 APPOINT OF SPECIAL TAX AND BOND COUNSEL

RECOMMENDED: That The School Board of Miami-Dade County, Florida, appoint the firms of Greenberg Traurig and McCrary & Associates (African-American owned) to serve as Co-Special Tax Counsel; the firms of Greenberg Traurig and Leibler, Gonzalez & Portuondo, P.A. (Hispanic owned) to serve as TAN/RAN Counsel and Disclosure Counsel, respectively; and the firms of Squire Sanders & Dempsey and Edwards & Carstarphen (African-American, Female owned) to serve as Co-Bond Counsel to the Miami-Dade County School Board. Payment for these Services shall be pursuant to Appendix A.
