1. approve the Dade State Attorney's Office/Miami-Dade County Public Schools and Metro-Miami Action Plan Trust and Foundation (M-MAP) Prearrest Diversion Pilot Program for 100 students;
2. grant permission for its implementation; and
3. allow M-MAP to utilize the above-mentioned schools and waive the facility cost.


There is no cost to the district for the implementation of this pilot program.

That The School Board of Miami-Dade County, Florida, approve Resolution No. 99-22 of The School Board of Miami-Dade County, Florida, in recognition and memory of Ms. Mary Brogan.

That The School Board of Miami-Dade County, Florida, direct the Superintendent to develop and transmit to the Board Members a district plan for the improvement of student achievement in the Florida Comprehensive Assessment Test.

B-8 CONDUCT A FEASIBILITY STUDY TO ASSESS THE BENEFITS OF HAVING SELF-CONTAINED SIXTH GRADE CLASSES AND/OR OF CHANGING THE TIMES THAT SIXTH, SEVENTH AND EIGHTH GRADERS CHANGE CLASSROOMS ACTION PROPOSED BY MRS. MORSE:

That The School Board of Miami-Dade County, Florida, direct the Superintendent to study the feasibility of separating sixth graders from seventh and eighth graders within middle schools by having self-contained classes for the sixth graders and changing the times that the different grade levels change classrooms, or some combination thereof.

C-1 AUTHORIZATION TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE UNIVERSITY OF MIAMI TO COVER PARTIAL TUITION COSTS FOR TEACHERS SELECTED TO PARTICIPATE IN THE READING/LEARNING DISABILITIES MASTER'S OR SPECIALIST DEGREE PROGRAM FOR A TOTAL COST NOT TO EXCEED $113,850, FROM AUGUST 25, 1999 THROUGH AUGUST 2, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with the University of Miami, from August 25, 1999 through August 2, 2000, to cover partial costs for teachers selected to participate in the Reading/Learning Disabilities Master's or Specialist Degree program, in an amount not to exceed $113,850. The appropriation for this item will be included in the General Fund of the 1999-2000 Tentative Budget to be recommended for adoption on July 26,1999.

C-2 EXTENDED SCHOOL YEAR FOR ELEMENTARY SCHOOLS CLASSIFIED AS LEVEL I OR LEVEL II - PLANNING PHASE

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to submit to the Florida Department of Education the names of all the schools currently classified as Levels I and II for funding under currently available resources to plan for implementation of the extended year concept.

C-3 REPORT - STUDENT VOTER REGISTRATION

RECOMMENDED: That The School Board of Miami-Dade County, Florida, receive the 1998-99 Student Voter Registration Report.

C-4 AUTHORIZATION TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE MIAMI-DADE DEPARTMENT OF HUMAN SERVICES, DIVISION OF CHILD DEVELOPMENT SERVICES TO TRAIN MIAMI-DADE COUNTY EARLY CHILDHOOD COLLABORATIVE PARTNERS PERSONNEL TO IMPLEMENT A SIMPLIFIED POINT-OF-ENTRY SYSTEM FOR ACCESS TO EARLY EDUCATION AND CHILD CARE SERVICES AT INDIVIDUAL AGENCY SITES TO FACILITATE FAMILY AND STUDENT PRE-APPLICATION FOR THE EARLY EDUCATION AND CARE SERVICE SYSTEM, IN AN AMOUNT NOT TO EXCEED $51,290, FROM JULY 15, 1999 THROUGH SEPTEMBER 30, 1999

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to enter into a contractual agreement with the Miami-Dade Department of Human Services, Division of Child Development Services to provide technical training to personnel regarding the implementation of a Simplified Point-of-Entry System, for a cost not to exceed $51,290, from July 15,1999 through September 30,1999: and
2. grant an exception to School Board Rule 6Gx13-3F-1.021.

The appropriation for this item will be included in the General Fund of the 1999-2000 Tentative Budget to be recommended for adoption on July 26, 1999.

C-5 AUTHORIZATION TO ENTER INTO A CONTRACTUAL AGREEMENT WITH COOL SCHOOL OF DADE, INC., FOR THE EARLY HEAD START PROGRAM AT LAURA C. SAUNDERS ELEMENTARY SCHOOL, IN AN AMOUNT NOT TO EXCEED $52,440, FROM JULY 19, 1999 THROUGH JUNE 30, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with Cool School of Dade, Inc., in an amount not to exceed $52,440, for the Early Head Start Program at Laura C. Saunders Elementary School, July 19, 1999 through June 30, 2000. The appropriation for this item will be included in the Contracted Program Fund of the 1999-2000 Tentative Budget to be recommended for adoption on July 26, 1999.

C-6 AUTHORIZATION TO ENTER INTO A CONTRACTUAL AGREEMENT WITH MIAMI CHILDREN'S HOSPITAL FOR THE EARLY HEAD START PROGRAM AT LAURA C. SAUNDERS ELEMENTARY SCHOOL, IN AN AMOUNT NOT TO EXCEED $29,817, FROM JULY 19, 1999 THROUGH JUNE 30, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with Miami Children's Hospital in the amount of $29,817 for the Early Head Start Program at Laura C. Saunders Elementary School, July 19, 1999 through June 30, 2000. The appropriation for this item will be included in the Contracted Programs Fund of the 1999-2000 Tentative Budget to be recommended for adoption on July 26, 1999.

C-11 REQUEST FOR CONFIRMATION OF A CONTRACTUAL AGREEMENT WHEREBY MIAMI-DADE COUNTY PUBLIC SCHOOLS WILL RECEIVE FUNDS, IN AN AMOUNT NOT TO EXCEED $66,425, FROM MIAMI-DADE COMMUNITY COLLEGE WHICH WILL ALSO PROVIDE SERVICES TO MIAMI-DADE COUNTY PUBLIC SCHOOLS GRADUATES PARTICIPATING IN THE SUMMER MENTORSHIP INSTITUTE FROM JUNE 28, 1999 THROUGH AUGUST 13, 1999

RECOMMENDED: That The School Board of Miami-Dade County, Florida, confirm a contractual agreement whereby Miami-Dade County Public Schools will receive funds, in an amount not to exceed $66,425, from Miami-Dade Community College which will also provide services to Miami-Dade County Public Schools graduates participating in the Summer Mentorship Institute from June 28, 1999 through August 13, 1999. No local funds are required.

C-12 REQUEST FOR AUTHORIZATION TO ENTER INTO A CONTRACTUAL AGREEMENT WITH DR. BEVERLY SHOWERS FOR CONSULTATION AND TRAINING FOR THE DADE ACADEMY FOR EXCELLENCE IN TEACHING, IN AN AMOUNT NOT TO EXCEED $50,000, FROM JULY 15, 1999 THROUGH JUNE 30, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to enter into a contractual agreement with Dr. Beverly Showers to provide consultation and training for the Dade Academy for Excellence in Teaching, in an amount not to exceed $50,000, from July 15, 1999 through June 30, 2000; and
2. grant an exception to School Board Rule 6Gx13-3F-1.021.

The appropriation for this item will be included in the Contracted Program Fund of the 1999-2000 of the Tentative Budget to be recommended for adoption on July 26, 1999.

C-13 REQUEST FOR APPROVAL OF THE 1999-2000 BOARD OF TRUSTEES OF THE MIAMI-DADE COALITION FOR COMMUNITY EDUCATION

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the 1999-2000 Board of Trustees of the Miami-Dade Coalition for Community Education.

C-14 REQUEST AUTHORIZATION TO APPROVE THE WORKFORCE DEVELOPMENT PROGRAM FEE SCHEDULE

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. approve the 1999-2000 Workforce Development Program fee schedule; and
2. authorize the Superintendent to calculate and implement the 1999-2000 Continuing Workforce Education fee.

C-15 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO RENEW A CONTRACTUAL AGREEMENT WITH PARTNERS FOR AMERICAN VOCATIONAL EDUCATION, IN AN AMOUNT NOT TO EXCEED $153,000, FROM JULY 15, 1999 THROUGH AUGUST 30, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to renew a contractual agreement with the Partners for American Vocational Education, in an amount not to exceed $153,000, from July 15,1999 through August 30, 2000, to provide a six-month training program in residential construction for 30 postsecondary students. The appropriation for this item will be included in the General Fund of the 1999-2000 Tentative Budget to be recommended for adoption on July 26, 1999.

C-22 REQUEST FOR AUTHORIZATION TO ACCEPT FUNDS IN THE AMOUNT OF $82,000 FROM THE "TAKE STOCK IN CHILDREN" FOUNDATION, TO DEFRAY THE COSTS OF HIRING TWO MIAMI-DADE COUNTY PUBLIC SCHOOLS EDUCATIONAL SPECIALISTS FOR THE MONITORING OF 293 POTENTIAL SCHOLARSHIP RECIPIENTS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. accept funds in the amount of $82,000 from the "Take Stock in Children" Foundation; and
2. allocate two educational specialist positions for the purpose of monitoring the program.

The appropriation for the fringe benefits of the two salaries will be included in the General Fund of the 1999-2000 Tentative Budget to be recommended for adoption on July 26, 1999.

C-23 REQUEST FOR AUTHORIZATION TO ENTER INTO A COOPERATIVE AGREEMENT WITH BETHESDA FAMILY SERVICES FOUNDATION FOR THE PROVISION OF A MENTORING PROGRAM FOR 60 AT-RISK STUDENTS PER YEAR, FOR UP TO THREE YEARS, JULY, 1999 THROUGH JUNE, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. enter into a cooperative agreement with the Bethesda Family Services Foundation, for the provision of a mentoring program for 60 at-risk students per year, from July 1999 through June 2000; and
2. renew this cooperative agreement annually for up to two years.


There is no exchange of funds for this agreement.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, expel the student specified in the supplemental material SM-151 (98/99), furnished under separate cover to Board members, from the regular and adult programs of Miami-Dade County Public Schools and assign the student to an alternative education program for his/her tenure in Miami-Dade County Public Schools.
