B-4 REQUEST FOR APPROVAL OF RESOLUTION NO. 00-16 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, HONORING MR. CLIFFORD F. ACTION PROPOSED BY DR. INGRAM: That The School Board of Miami-Dade County, Florida, approve Resolution No. 00-23 of The School Board of Miami-Dade County, Florida, recognizing BellSouth Mobility as a dedicated Dade Partner and recipient of the 1999-2000 Casey Award.

 

C. DEPUTY SUPERINTENDENT: EDUCATION

 

C-1 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH TIME FOR KIDS TO PROVIDE FREE TIME FOR KIDS SUBSCRIPTIONS TO ALL FIFTH GRADE STUDENTS IN MIAMI-DADE COUNTY PUBLIC SCHOOLS FOR THE 2000-2001 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with TIME For Kids to provide free TIME For Kids subscriptions to all fifth grade students in Miami-Dade County Public Schools for the 2000-2001 school year. No local funds are required.

C-2 REQUEST FOR APPROVAL OF THE 2000-2001 SCHOOL IMPROVEMENT PLANS, INCLUDING APPLICABLE WAIVER DOCUMENTS AND BUDGETS FOR TITLE I-FUNDED SCHOOLS AND APPROVAL OF THE ASSISTANCE AND INTERVENTION PLANS THAT MODIFY SCHOOL IMPROVEMENT PLANS FOR SCHOOLS FAILING TO MEET MINIMUM STATE CRITERIA, AS REQUIRED BY THE FLORIDA DEPARTMENT OF EDUCATION

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. approve the individual School Improvement Plans of all schools;
2. approve waiver documents and budgets for Title l Funded schools;
3. approve Assistance and Intervention Plans that modify the School Improvement Plan for schools tailing to meet minimum state criteria as required by the Florida Department of Education; and
4. authorize schools to implement the School Improvement Plans beginning in August 2000 and maintain the plans in force until new, modified, or continuing plans have been accepted by the School Board.

C-3 REQUEST FOR BOARD APPROVAL TO AMEND THE PINECREST PREPARATORY ACADEMY CONTRACTUAL AGREEMENT TO POSTPONE ITS OPENING FOR A PERIOD OF ONE YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the Pinecrest Preparatory Academy charter school contractual agreement, as amended, to postpone its opening for a period of one year. The term of the contract shall cover five years commencing on the first day of the 2001-2002 school year, and ending on June 30, 2006.

C-4 REQUEST FOR BOARD APPROVAL TO AMEND THE ROSA PARKS COMMUNITY SCHOOL/OVERTOWN CONTRACTUAL AGREEMENT BEGINNING WITH THE 2000-2001 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the Rosa Parks Community School/Overtown contractual agreement beginning with the 2000-2001 school year, as amended, to change the location of the charter school from 900 Northwest Seventh Avenue, Miami, Florida 33136 to 245 Northwest Eighth Street, Miami, Florida 33136.

C-5 REQUEST FOR BOARD APPROVAL TO AMEND THE ROSA PARKS COMMUNITY SCHOOL CONTRACTUAL AGREEMENT BEGINNING WITH THE 2000-2001 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the Rosa Parks Community School contractual agreement beginning with the 2000-2001 school year, as amended, to change the location of the charter school from 255 Northeast Second Drive, Homestead, Florida 33030 to 220 Washington Avenue, Homestead, Florida 33030.

C-6 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ACCEPT FUNDS IN THE AMOUNT OF $82,000 FROM THE "TAKE STOCK IN CHILDREN" FOUNDATION, TO DEFRAY THE COSTS OF HIRING TWO MIAMI-DADE COUNTY PUBLIC SCHOOLS STAFF MEMBERS FOR THE MONITORING OF OVER 700 POTENTIAL SCHOLARSHIP RECIPIENTS, FOR THE REIMBURSABLE COST PERIOD FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. accept funds in the amount of $82,000 from the "Take Stock in Children" Foundation to fund one educational specialist position and one career specialist position for the purpose of monitoring the program: and
2. approve an approximate amount of $23,518 to cover fringe benefits for the two positions.

The appropriation for this item will be included in the 2000-2001 Tentative Budget to be recommended for adoption in September 2000.

C-10 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH CHILDREN'S PSYCHIATRIC CENTER, INC., TO OPERATE A DAY TREATMENT PROGRAM FOR EMOTIONALLY HANDICAPPED ADOLESCENTS, FROM AUGUST 24, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with Children's Psychiatric Center, Inc., to operate a day treatment program for emotionally handicapped adolescents in grades seven and eight, from August 24, 2000 through June 30, 2001. There is no exchange of funds for this agreement. 

C-11 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT, WHEREBY GOODWILL INDUSTRIES OF SOUTH FLORIDA, INC., WILL PROVIDE FUNDING FOR AN EDUCATIONAL SPECIALIST TO COUNSEL STUDENTS AND COORDINATE IDENTIFIED PROGRAMS OPERATED BY LINDSEY HOPKINS TECHNICAL EDUCATION CENTER AT GOODWILL INDUSTRIES OF FLORIDA, INC., IN AN AMOUNT NOT TO EXCEED $89,946, FROM AUGUST 24, 2000 THROUGH AUGUST 9, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement, whereby Goodwill Industries of South Florida, Inc., will provide funding for an educational specialist to counsel students and coordinate identified programs operated by Lindsey Hopkins Technical Education Center at Goodwill Industries of South Florida, Inc., in an amount not to exceed $89,946, from August 24, 2000 through August 9, 2001. No local funds are required.

C-12 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH JOHNSON & WALES UNIVERSITY UNDER THE FLORIDA WORK EXPERIENCE PROGRAM, WHEREBY JOHNSON & WALES UNIVERSITY WILL REIMBURSE THE SALARIES OF COLLEGE STUDENTS, IN AN AMOUNT NOT TO EXCEED $32,400, AND MIAMI-DADE COUNTY PUBLIC SCHOOLS WILL COVER FIRST FICA RETIREMENT COSTS IN AN AMOUNT NOT TO EXCEED $6,467, FROM SEPTEMBER 1, 2000 THROUGH JUNE 1, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with Johnson & Wales University under the Florida Work Experience Program, whereby Johnson & Wales University will reimburse the salaries of college students, in an amount not to exceed $32,400, and Miami-Dade County Public Schools will cover FRS/FICA retirement costs in an amount not to exceed $6,467, from September 1, 2000 through June 1, 2001. The appropriation for this item will be included in the 2000-2001 Tentative. Budget to be recommended for adoption in September 2000.

C-13 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ACCEPT A GRANT AWARD, IN THE AMOUNT OF $18,000; AND TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE CITY OF MIAMI BEACH TO UNDERWRITE COMMUNITY AND ADULT EDUCATION FEES FOR MIAMI BEACH FAMILIES WITH LOW OR MODERATE INCOMES WHO ENROLL IN CLASSES AT FIENBERG/FISHER ADULT AND COMMUNITY EDUCATION CENTER, FROM OCTOBER 1, 2000 THROUGH SEPTEMBER 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept a grant award in the amount of $18,000; and enter into a contractual agreement with the City of Miami Beach, Department of Economic Development, to underwrite community and adult education fees for Miami Beach families with low or moderate incomes who enroll in classes at Fienberg/Fisher Adult and Community Education Center, from October 1, 2000 through September 30, 2001. No local funds are required.

C-14 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH FLORIDA INTERNATIONAL UNIVERSITY COLLEGE OF ENGINEERING AND DESIGN TO CONTINUE A PRE-APPRENTICE RESIDENTIAL ELECTRICAL WIRING PROGRAM AT MIAMI-DOUGLAS MACARTHUR SENIOR HIGH SCHOOL SOUTH, IN AN AMOUNT NOT TO EXCEED $33,042, RETROACTIVE FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to enter into a contractual agreement with Florida International University College of Engineering and Design to continue a Pre-apprentice Residential Electrical Wiring Program at Miami-Douglas MacArthur Senior High School South, at a cost not to exceed $33,042, retroactive from July 1, 2000 through June 30, 2001; and
2. grant an exception to Board Rule 6Gx13- 3F-1.021.

The appropriation for this item will be included in the 2000-2001 Tentative Budget to be recommended for adoption in September 2000.
