PERSONS WISHING TO SPEAK TO AN AGENDA ITEM listed for this meeting and/or the PUBLIC HEARING, to be conducted immediately following the conclusion of the regular agenda, should submit a written request to the Superintendent of Schools, 1450 N.E. Second Avenue, Room 158, Miami, Florida 33132, NO LATER THAN 4:30 P.M., MONDAY, JULY 8, 2002.

Pursuant to Board Rule 6Gx13-8C-1.17, a person not scheduled in advance to speak on a non-agenda topic must submit a written request to the Superintendent of Schools not later than 10:00 a.m. on the day of a regular Wednesday Board Meeting. The request must state the person’s name, address, subject and reason for asking emergency handling of the request, reason demonstrating good cause why the 4:30 p.m. Monday deadline was not met, and Board action requested. Board members present at the meeting must vote by a two-thirds (2/3) majority, for the person to be heard.

Speakers List / Supplemental List will generally be posted on Tuesday PM or Wednesday AM prior to the meeting.

The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. Accordingly, the Chair may order the removal from any School Board meeting of any person interfering with the expeditious or orderly process of the meeting provided the Chair has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. §230.173, Fla. Stat.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the seventh amendment to the Charter School Contractual Agreement with The Doral Academy, Inc. on behalf of The Doral Academy, beginning with the 2002-2003 school year to:

1. modify the method of FTE payments from ten per year to 12 per year; and
2. increase the enrollment cap from 1,350 to 2,025 students.

B-2 REQUEST FOR SCHOOL BOARD APPROVAL OF THE SECOND AMENDMENT TO THE CHARTER SCHOOL CONTRACTUAL AGREEMENT WITH DORAL ACADEMY HIGH SCHOOL, INC. ON BEHALF OF DORAL ACADEMY HIGH SCHOOL

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the second amendment to the Charter School Contractual Agreement with Doral Academy High School, Inc. on behalf of Doral Academy High School, beginning with the 2002-2003 school year to:

1. Iease the enrollment cap from 600 to 975 students for school year 2002-2003; and
2. lease the enrollment cap from 800 to 1,800 students for school years 2003-2011.

B-3 REQUEST FOR SCHOOL BOARD APPROVAL OF THE SECOND AMENDMENT TO THE CHARTER SCHOOL CONTRACTUAL AGREEMENT WITH PINECREST ACADEMY, INC. ON BEHALF OF THE PINECREST PREPARATORY ACADEMY

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the second amendment to the Charter School Contractual Agreement with Pinecrest Academy, Inc. on behalf of The Pinecrest Preparatory Academy to increase the enrollment cap from 400 to 650 students for school years 2002-2003 and from 500 to 650 students for school year 2003-2004.

RECOMMENDED: That The School Board of Miami Dade County, Florida:

1. approve the fourth amendment to the Charter School Contractual Agreement with Mater Academy, Inc. on behalf of Mater Center Charter School to;

2. enter into an Articulation Agreement with Mater Academy Charter High School; and modify the method of disbursing FTE payments from ten per year to 12 per year; and

3. approve the first amendment to the charter school contractual agreement with Mater Academy, Inc. on behalf of Mater Academy Charter High School to enter into an Articulation Agreement with Mater Center Charter School.

B-5 REQUEST FOR SCHOOL BOARD APPROVAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT WITH NORTH DADE COMMUNITY DEVELOPMENT CORPORATION ON BEHALF OF NORTH DADE COMMUNITY CHARTER SCHOOL

RECOMMENDED: Recognizing that The School Board of Miami-Dade County, Florida, has previously approved this application, it is recommended that the Board grant approval of the charter school contractual agreement with North Dade Development Corporation on behalf of North Dade Community Charter School, for a term of ten years, commencing with the 2002-2003 school year.

B-6 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO RENEW A COOPERATIVE AGREEMENT WITH THE ASSURANT GROUP FOR THE CONTINUATION OF THE SATELLITE LEARNING CENTER

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. renew the cooperative agreement with the Assurant Group for the continuation of the satellite learning center at 11195 SW 196 Street, Miami, Florida, 33157, from July 11, 2002 through June 30, 2003; and

2. renew the cooperative agreement for a maximum of two additional one-year periods.

This cooperative agreement involves no exchange of funds

B-7 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO RENEW A COOPERATIVE AGREEMENT WITH UNITED TEACHERS OF DADE (UTD) FOR THE CONTINUATION OF THE UTD MONTESSORI SATELLITE LEARNING CENTER

RECOMMENDED: That The School Board of Miami- Dade County, Florida, authorize the Superintendent to:

1. renew the cooperative agreement with UTD Montessori Satellite Learning Center from July 11, 2002 through June 30, 2003; and

2. renew the cooperative agreement for a maximum of two additional one-year periods..

This cooperative agreement involves no exchange of funds.

B-8 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO RENEW A COOPERATIVE AGREEMENT WITH MOUNT SINAI MEDICAL CENTER OF FLORIDA, INC. FOR THE CONTINUATION OF THE SATELLITE LEARNING CENTER

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. renew the cooperative agreement with Mount Sinai Medical Center of Florida, Inc., for the continuation of the satellite learning center at Mount Sinai Medical Center, from July 11, 2002 through June 30, 2003; and

2. renew the cooperative agreement for a maximum of two additional one-year periods.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement, in an amount not to exceed $150,000, with Family Central, Inc., whereby the agency will designate funding for daycare services provided by Miami Lakes Educational Center Staff, from July 11, 2002 through June 30, 2003. No local funds are required.

B-24 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT, IN AN AMOUNT NOT TO EXCEED $100,000, WITH CHILD DEVELOPMENT SERVICES, WHEREBY THE AGENCY WILL DESIGNATE FUNDING FOR DAYCARE SERVICES PROVIDED BY LINDSEY HOPKINS TECHNICAL EDUCATION CENTER STAFF, EFFECTIVE JULY 11, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement, in an amount not to exceed $100,000, with Child Development Services, whereby the agency will designate funding for daycare services provided by Lindsey Hopkins Technical Education Center Staff, effective July 11, 2002 through June 30, 2003. No local funds are required.

B-25 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO AMEND A CONTRACTUAL AGREEMENT WITH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM, PURSUANT TO ACTIONS APPROVED BY THE SOUTH FLORIDA WORKFORCE BOARD AND CHANGES IN STATE LAW, EFFECTIVE JUNE 5, 2002 THROUGH JUNE 30, 2011

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to amend a contractual agreement with the South Florida Employment and Training Consortium, pursuant to actions approved by the South Florida Workforce Board and changes in state law, effective June 5, 2002 through June 30, 2011.

Post, for use of a parking lot for District staff and visitors, at a monthly lease rate of $2,036.25 ($24,435 annually), and payment of a separate monthly parking surcharge to the City of Miami of $407.25 ($4,887 annually), for a total of $29,322 annually for the period of September 1, 2002 through August 31, 2003. 1. authorize the Superintendent or his designee to execute a lease amendment with Biscayne Management Corporation for 9,985 square feet of administrative office space at the 1444 Biscayne Boulevard Building, under the terms and conditions ser forth above, and authorize the renewal of the lease agreement for an additional one-year period, at an annual rental rate of $179,730, which is a reduction from the current annual rental amount of $190,813.35. The term of the renewal option period will commence January 25, 2003, and will end January 24, 2004. All other terms and conditions of the lease agreement, other than as set forth above, will remain unchanged;

2. authorize the Superintendent or his designee to negotiate and execute a lease agreement with Biscayne Management Corporation for an additional 10,965 square feet of office space at the 1444 Biscayne Boulevard Building, at an annual rental rate for the initial one-year term of $148,027.50, and substantially in conformance with the terms and conditions set forth above; and

3. authorize the Superintendent or his designee to cancel the lease agreement for the 4300 Biscayne Boulevard Building.

3. at the Board’s option, the A/E will provide 216 site visits for a fee of $46,400 for the duration of the construction process;
