ACTION PROPOSED BY MS. KAPLAN: That The School Board of Miami-Dade County, Florida:

1. adopt the proposed 2001 Legislative Program of the South Florida Consortium of School Boards or modify as deemed appropriate; and
2. continue to participate in the South Florida Consortium of School Boards.

B-5 REQUEST THE SUPERINTENDENT TO PROVIDE THE BOARD WITH A REPORT ON THE PROGRESS BEING MADE TOWARDS NARROWING THE ACHIEVEMENT GAP BETWEEN MINORITY AND NON-MINORITY STUDENTS

ACTION PROPOSED BY DR. STINSON: That The School Board of Miami-Dade County, Florida, request the Superintendent to provide the Board with a report on the progress being made towards narrowing the achievement gap between minority and non-minority students. This report should be completed no later than March 2001.

B-6 REQUEST TO AMEND THE 2001 STATE LEGISLATIVE PROGRAM TO MODIFY TIME SPEED ZONES ARE ENFORCED

ACTION PROPOSED BY MRS. MORSE: That The School Board of Miami-Dade County, Florida, amend its 2001 State Legislative Program to modify the time in which speed zones are enforced.

B-7 REQUEST THE SUPERINTENDENT TO AMEND THE MANUAL OF PROCEDURES FOR MANAGERIAL EXEMPT PERSONNEL

ACTION PROPOSED BY DR. KROP: That The School Board of Miami-Dade County, Florida direct the Superintendent to bring to the Board at its meeting of February 14, 2001, for initial reading, an amendment to sections B-4 (A) and B-5 (E) of The Manual of Procedures for Managerial Exempt Personnel (MEP), which is incorporated by reference, and is part of School Board Rule 6Gx13-4D-1.022.

B-8 REQUEST FOR APPROVAL OF RESOLUTION NO. 01-49 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, HONORING DR. MARTIN LUTHER KING, JR., FOR HIS PROFOUND IMPACT ON THE CIVIL RIGHTS OF ALL PEOPLE

C-1 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE CITY OF MIAMI POLICE DEPARTMENT, IN THE AMOUNT OF $42,681, UNDER THE SAFE ZONE PROJECT, WHEREBY MIAMI-DADE COUNTY PUBLIC SCHOOLS WILL PROVIDE COUNSELING SERVICES, PARENT TRAINING AND INTERVENTION, PEER PRESSURE RESISTANCE SKILLS TRAINING, AND INTERVENTION SERVICES FOR STUDENTS WITH AGGRESSIVE AND DISRUPTIVE BEHAVIORS, FROM JANUARY 18, 2001 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with the City of Miami Police Department, in the amount of $42,681, under the Safe Zone Project, whereby Miami-Dade County Public Schools will provide counseling services, parent training and intervention, peer pressure resistance skills training, and intervention services for students with aggressive and disruptive behaviors, from January 18, 2001 through June 30, 2001. No local funds are required.

C-2 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE UNIVERSITY OF MIAMI ROSENSTHEIL SCHOOL OF MARINE AND ATMOSPHERIC SCIENCES, FROM JUNE 19, 2000 THROUGH JUNE 28, 2000, IN CONNECTION WITH THE INSTAR PROJECT, AN EIGHT-DAY SUMMER INSTITUTE FOR SCIENCE TEACHERS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with the University of Miami Rosenstheil School of Marine and Atmospheric Sciences, in an amount not to exceed $111,370, for services rendered from June 19, 2000 through June 28, 2000, in the third year of a four-year program entitled INSTAR, and eight-day summer institute for science teachers. The appropriation for this item was included in the Contracted Programs Fund of the 1999-2000 Adopted Budget.

C-3 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH CUTLER RIDGE MALL GENERAL PARTNERSHIP, INC., TO HOLD THE FORTY-SEVENTH ANNUAL SOUTH FLORIDA REGIONAL SCIENCE AND ENGINEERING FAIR, FROM FEBRUARY 10, 2001 THROUGH FEBRUARY 16, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with the Cutler Ridge Mall General Partnership, Inc., for the purpose of holding the South Florida Science and Engineering Fair at the Cutler Ridge Mall, from February 10, 2001 through February 16, 2001. No local funds are required.

C-4 AUTHORIZATION FOR THE SUPERINTENDENT TO TERMINATE THE CONTRACTUAL AGREEMENT BETWEEN THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, AND TECHWORLD PUBLIC CHARTER SCHOOL, INC., EFFECTIVE JANUARY 11, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, terminate the charter school contractual agreement between The School Board of Miami-Dade County, Florida, and Techworld Public Charter School, Inc., effective January 11, 2001.

C-5 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ACCEPT THE DONATION OF COMPUTER HARDWARE AND VARIOUS SOFTWARE PROGRAMS FROM BEACH POINT PRODUCTIONS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept the donation of computer hardware and various software programs from Beach Point Productions. No local funds are required.

C-6 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT FOR SERVICES RENDERED BY THE TRAINING AND EMPLOYMENT COUNCIL OF SOUTH FLORIDA, TO PROVIDE TUTORIAL SERVICES TO SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM AND STAY-IN-SCHOOL PROGRAM STUDENTS, EFFECTIVE FROM JANUARY 3, 2001 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement for services rendered by the Training and Employment Council of South Florida, to provide tutorial services to Summer Youth Employment and Training Program and Stay-In-School Program students, from January 3, 2001 through June 30, 2001. No local funds are required.

C-11 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO COOPERATIVE AGREEMENTS FOR SERVICES RENDERED BY ASSOCIATED MARINE INSTITUTES AND AGAPE FAMILY MINISTRIES, SOUTH FLORIDA JAIL MINISTRIES, INC., TO PROVIDE EDUCATIONAL SERVICES, FROM JANUARY 1, 2001 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into contractual agreements for services rendered by Associated Marine Institutes and Agape Family Ministries, South Florida Jail Ministries, Inc., to provide educational services, effective from January 1, 2001 through June 30, 2001. The appropriation for this item is included in the General Fund of the 2000-2001 Adopted Budget. This budget structure is provided to reflect M-DCPS’ internal expenditures. There is no exchange of funds for these agreements.

C-12 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT FOR SERVICES RENDERED BY PIERRE TOUSSAINT HAITIAN CATHOLIC CENTER, IN AN AMOUNT NOT TO EXCEED $12,000, FOR THE USE OF FACILITIES, CUSTODIAL SERVICES, AND UTILITIES, EFFECTIVE FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement for services rendered by Pierre Toussaint Haitian Catholic Center, in an amount not to exceed $12,000, for the use of facilities, custodial services, and utilities, effective from July 2000 through June 30, 2001. The appropriation for this item is included in the General Fund of the 2000-2001 Adopted Budget.

1. enter into contracts with the following sites at a cost not to exceed $152,000 for senior high school graduation exercises, rehearsals, and associated costs of auxiliary services, which include, but are not limited to, stagehands, electricians, ushers, police, audio-visual equipment, plants, chairs, and parking, etc:

The appropriation for these items is included in the General Fund of the 2000-2001 Adopted Budget.

D-2 REQUEST AUTHORIZATION TO ENTER INTO A COOPERATIVE AGREEMENT WITH GREEN CROSS HEALTH SYSTEMS TO PROVIDE MENTAL HEALTH SERVICES FROM JANUARY 17, 2001 THROUGH JUNE 30, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with Green Cross Health Systems to provide mental health services for students enrolled at Glades and Miami Springs middle schools, as well as Miami and Miami Springs senior high schools from January 17, 2001 through June 30, 2002. There is no exchange of funds for these services.

D-3 REQUEST AUTHORIZATION TO ENTER INTO A COOPERATIVE AGREEMENT WITH BEACON HEALTH SYSTEMS TO PROVIDE MEDICAL SERVICES FROM JANUARY 17, 2001 THROUGH JUNE 30, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with Beacon Health Systems to provide medical services for students enrolled at James H. Bright Elementary School from January 17, 2001 through June 30, 2002. There is no exchange of funds for these services.

The supplemental award is requested due to an error made in the usage calculation, and a change in dilution ratio from the previous bid. The previous awarded vendor had a dilution ratio of 1 to 36, while the current awardee’s product recommended has a dilution ratio between 1 to 10 and 1 to 20, which resulted in more product used. A change in packaging from 4 gallons per case to 6 gallons per case also increased the gallons shipped per case ordered. Last contract usage averaged $6,046 per month, while this year’s usage has averaged $27,280 per month. This bid has different product specifications from the previous bid (ammonia was removed from the ingredients for safety reasons) and, therefore, a dollar to dollar comparison is not accurate.
