PERSONS WISHING TO SPEAK TO AN AGENDA ITEM listed for this meeting and/or the PUBLIC HEARING, to be conducted immediately following the conclusion of the regular agenda, should submit a written request to the Superintendent of Schools, 1450 N.E. Pursuant to Board Rule 6Gx13-8C-1.17, a person not scheduled in advance to speak on a non-agenda topic must submit a written request to the Superintendent of Schools not later than 10:00 a.m. on the day of a regular Wednesday Board Meeting. The request must state the person’s name, address, subject and reason for asking emergency handling of the request, reason demonstrating good cause why the 4:30 p.m. Monday deadline was not met, and Board action requested. Board members present at the meeting must vote by a two-thirds (2/3) majority, for the person to be heard.

Speakers List / Supplemental List will generally be posted on Tuesday PM or Wednesday AM prior to the meeting.

The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. Accordingly, the Chair may order the removal from any School Board meeting of any person interfering with the expeditious or orderly process of the meeting provided the Chair has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. §230.173, Fla. Stat.

B-1 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH HOWARD A. ENGLE, M.D., TO PROVIDE MEDICAL CONSULTATIVE SERVICES, IN AN AMOUNT NOT TO EXCEED $45,000, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami- Dade County, Florida:

1. authorize the Superintendent to enter into a contractual agreement with Howard A. Engle, M.D., to provide medical consultative services, in an amount not to exceed $45,000, from July 1, 2002 through June 30, 2003; and

2. grant an exception to School Board Rule 6Gx13- 3F-1.021.

The appropriation for this item will be included in the 2002-2003 Tentative Budget to be recommended for adoption in July 2002.

B-2 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO CONTRACTUAL AGREEMENTS WITH THE FLORIDA INTERNATIONAL UNIVERSITY COLLEGE OF ENGINEERING AND DESIGN TO CONTINUE A PRE-APPRENTICE RESIDENTIAL ELECTRICAL WIRING PROGRAM AT MIAMI-DOUGLAS MACARTHUR SENIOR HIGH SCHOOL SOUTH, IN AN AMOUNT NOT TO EXCEED $33,042, AND BARBARA GOLEMAN SENIOR HIGH SCHOOL, IN AN AMOUNT NOT TO EXCEED $20,803, FOR A TOTAL AMOUNT NOT TO EXCEED $53,845, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to enter into contractual agreements with the Florida International University College of Engineering and Design to continue a Pre-apprentice Residential Electrical Wiring Program at Miami-Douglas MacArthur Senior High School South, in an amount not to exceed $33,042, and Barbara Goleman Senior High School, in an amount not to exceed $20,803, for a total amount not to exceed $53,845, from July 1, 2002 through June 30, 2003; and

2. grant an exception to Board Rule 6Gx13- 3F-1.021.

The appropriation for this item will be included in the 2002-2003 Tentative Budget to be recommended for adoption in July 2002.

B-3 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO CONTRACTUAL AGREEMENTS WITH NONPUBLIC SCHOOLS TO PROVIDE EDUCATIONAL AND RELATED SERVICES FOR EXCEPTIONAL STUDENTS, IN A TOTAL AMOUNT NOT TO EXCEED $152,551, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into the following contractual agreements with nonpublic schools, in a total amount not to exceed $152,551, to provide educational and related services for exceptional students:

1. Biscayne Institutes of Health and Living, Inc., (Biscayne Academy) Miami, Florida, for a day program for one traumatic brain injured student, from July 1, 2002 through June 30, 2003, in an amount not to exceed $93,600;

2. Nobel Learning Solutions (Paladin Academy), Hollywood, Florida, for a day program for one specific learning disabled student, from July 1, 2002 through June 30, 2003, in an amount not to exceed $22,420;

3. Reading, Math and Learning Centers, Inc., d/b/a/ Allison Academy, North Miami Beach, Florida, for a day program for one specific learning disabled student, from July 1, 2002 through June 30, 2003, in an amount not to exceed $16,450; and,

4. United Cerebral Palsy Association of Miami, Inc., Miami, Florida, for a day program for one profoundly handicapped student, from July 1, 2002 through June 30, 2003, in an amount not to exceed $20,081.

The appropriation for this item will be included in the 2002-2003 Tentative Budget to be recommended for adoption in July 2002.

B-4 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE UNIVERSITY OF MIAMI-MAILMAN CENTER FOR CHILD DEVELOPMENT TO PROVIDE EDUCATIONAL SERVICES AND SPECIALIZED SPEECH TRAINING FOR DEAF STUDENTS, IN AN AMOUNT NOT TO EXCEED $426,227, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with the University of Miami-Mailman Center for Child Development to provide educational services and specialized speech training for deaf students, in an amount not to exceed $426,227, from July 1, 2002 through June 30, 2003. The appropriation for this item will be included in the 2002-2003 Tentative Budget to be recommended for adoption in July 2002.

B-5 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO CONTRACTUAL AGREEMENTS WITH THE DEPARTMENT OF HEALTH CHILDREN’S MEDICAL SERVICES EARLY INTERVENTION PROGRAMS AND FOUR COMMUNITY AGENCIES, TO OPERATE PROGRAMS FOR STUDENTS WITH DISABILITIES, BIRTH THROUGH AGE TWO, IN AN AMOUNT NOT TO EXCEED $4,224,390, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into contractual agreements with the Department of Health Children’s Medical Services Early Intervention Programs and four community agencies to operate programs for students with disabilities, birth through age two, in an amount not to exceed $4,224,390, from July 1, 2002 through June 30, 2003, as follows:

1. Association for Retarded Citizens of South Florida will serve a maximum of 122 students, in an amount not to exceed $1,307,106;

2. Easter Seals Miami-Dade, Inc., will serve a maximum of 131 students, in an amount not to exceed $1,277,228;

3. University of Miami, Debbie Institute will serve a maximum of 92 students, in an amount not to exceed $779,841; and

4. United Cerebral Palsy Association of Miami, Inc., will serve a maximum of 103 students, in an amount not to exceed $860,215.

The appropriation for this item will be included in the 2002-2003 Tentative Budget to be recommended for adoption in July 2002.

B-6 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ACCEPT A DONATION OF 36 COMPUTERS, TWO WIRELESS CARTS, TWO PRINTERS, AND THE PERIPHERALS NECESSARY TO ENABLE STUDENTS TO ACCESS THE INTERNET IN A WIRELESS ENVIRONMENT FROM APPLE COMPUTER, INC.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept a donation of 36 computers, two wireless carts, two printers, and the peripherals necessary to enable students to access the Internet in a wireless environment from Apple Computer, Inc. No local funds are required.

SCHOOLS OF CHOICE

B-7 AUTHORIZATION TO TERMINATE THE CONTRACTUAL AGREEMENT BETWEEN THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, AND SPIRAL TECH ELEMENTARY CHARTER SCHOOL, EFFECTIVE AUGUST 1, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, terminate the charter school contractual agreement with Spiral Tech Elementary Charter School, effective August 1, 2002 unless by such time the school is in full compliance with their contractual agreement.

B-8 REQUEST FOR SCHOOL BOARD APPROVAL OF THE FIRST AMENDMENT TO THE AMENDED CHARTER SCHOOL CONTRACTUAL AGREEMENT WITH THE LIBERTY CITY CHARTER SCHOOL PROJECT, INC.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the extension of the charter school contractual agreement with Liberty City Charter School Project, Inc. for an additional five years through school year 2008-2009.

B-9 REQUEST FOR SCHOOL BOARD APPROVAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR EXCELSIOR ACADEMY

RECOMMENDED: Recognizing that The School Board of Miami-Dade County, Florida, has previously approved this application, it is recommended that the Board:

1. approve the proposed site; and

2. grant final approval of the charter school contractual agreement with Excelsior Academy, for a period of ten years, commencing with the 2002-2003 school year.

B-10 REQUEST FOR SCHOOL BOARD APPROVAL OF AN AMENDMENT TO THE APPLICATION AND AUTHORIZATION TO ENTER INTO A CHARTER SCHOOL CONTRACTUAL AGREEMENT WITH NORTH DADE COMMUNITY CHARTER SCHOOL

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve:

1. the amended application for North Dade Community Charter School application; and

2. the charter school contractual agreement with North Dade Community Charter School for a period of ten years, commencing on the first day of the 2002-2003 school year.

B-11 REQUEST FOR SCHOOL BOARD APPROVAL OF THE RENEWAL OF THE AMENDED CHARTER SCHOOL CONTRACTUAL AGREEMENT WITH WORK AMERICA, INC.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the following starting with school year 2002-2003:

1. renew the charter school contractual agreement with Work America, Inc. for a five-year period through school year 2007-2008;

2. change the grade configuration from grades four through six to grades kindergarten through eight;

3. increase student enrollment to 600 by year five of the contract;

4. relocate to a facility at 315 West Palm Drive, Florida City, Florida; and

5. change the school name to Rosa Parks Charter School/Florida City.

B-12 REQUEST FOR SCHOOL BOARD APPROVAL OF THE SECOND AMENDMENT TO THE AMENDED CHARTER SCHOOL CONTRACTUAL AGREEMENT WITH FLORIDA INTERNATIONAL ACADEMY, INC.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the second amendment to the Amended Charter School Contractual Agreement with Florida International Academy, Inc. beginning with the 2002-2003 school year to:

1. extend the term of the contractual agreement for an additional five years through school year 2007-2008;

2. relocate to 7630 Biscayne Blvd., Miami, Florida 33138;

3. increase its enrollment capacity to 350 students; and

4. modify FTE payments from ten per year to 12 per year.

B-13 REQUEST FOR SCHOOL BOARD APPROVAL OF THE RENEWAL OF THE AMENDED CHARTER SCHOOL CONTRACTUAL AGREEMENT WITH ASPIRA YOUTH LEADERSHIP CHARTER SCHOOL FOR A 15-YEAR PERIOD

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. renew the amended charter school contractual agreement with ASPIRA Youth Leadership Charter School for a 15-year period through the 2016-2017 school year; and

2. increase the enrollment capacity from 300 to 450 students commending with the 2002-2003 school year.

B-14 REQUEST FOR SCHOOL BOARD APPROVAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR SUNSET HEIGHTS CHARTER SCHOOL

RECOMMENDED: Recognizing that The School Board of Miami-Dade County, Florida, has previously approved this application, it is recommended that the Board:

1. approve the proposed site; and

2. grant final approval of the charter school contractual agreement with Sunset Heights Charter School, for a period of ten years, commencing with the 2002-2003 school year.

B-15 REQUEST FOR SCHOOL BOARD APPROVAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR PAUL CEJAS CHARTER SCHOOL

RECOMMENDED: Recognizing that The School Board of Miami-Dade County, Florida, has previously approved this site and application, it is recommended that the Board grant final approval of the charter school contractual agreement for the Paul Cejas Charter School, for a period of five years, commencing with the 2003-2004 school year.

B-16 REQUEST FOR SCHOOL BOARD APPROVAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR STANLEY AXLROD CHARTER SCHOOL

RECOMMENDED: Recognizing that The School Board of Miami-Dade County, Florida, has previously approved this site and application, it is recommended that the Board grant final approval of the charter school contractual agreement for the Stanley Axlrod Charter School, for a period of five years, commencing with the 2003-2004 school year.

B-17 REQUEST FOR SCHOOL BOARD APPROVAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR YARO SOJKA CHARTER SCHOOL

RECOMMENDED: Recognizing that The School Board of Miami-Dade County, Florida, has previously approved this site and application, it is recommended that the Board grant final approval of the charter school contractual agreement for the Yaro Sojka Charter School, for a period of five years, commencing with the 2003-2004 school year.

B-18 REQUEST FOR SCHOOL BOARD APPROVAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR ELIZABETH DUFRESNE CHARTER SCHOOL

RECOMMENDED: Recognizing that The School Board of Miami-Dade County, Florida, has previously approved this site and application, it is recommended that the Board grant final approval of the charter school contractual agreement for the Elizabeth duFresne Charter School, for a period of five years, commencing with the 2003-2004 school year.

B-19 REQUEST FOR SCHOOL BOARD APPROVAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR JANET DEAN CHARTER SCHOOL

RECOMMENDED: Recognizing that The School Board of Miami-Dade County, Florida, has previously approved this site and application, it is recommended that the Board grant final approval of the charter school contractual agreement for the Janet Dean Charter School, for a period of five years, commencing with the 2003-2004 school year.

B-20 REQUEST FOR SCHOOL BOARD APPROVAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR TOBIAS SIMON CHARTER SCHOOL

RECOMMENDED: Recognizing that The School Board of Miami-Dade County, Florida, has previously approved this site and application, it is recommended that the Board grant final approval of the charter school contractual agreement for the Tobias Simon Charter School, for a period of five years, commencing with the 2003-2004 school year.

B-21 REQUEST FOR APPROVAL OF AN ECONOMY OF SCALE MODEL FOR FUTURE CHARTER SCHOOLS REQUESTING A REDUCTION OF THE 5% STATUTORILY-PERMITTED ADMINISTRATIVE FEE

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve an economy of scale model for future charter schools requesting a reduction of the 5% statutorily-permitted administrative fee in exchange for compliance with the five required conditions and stated levels of capacity as reflected below:

1. a reduction of 4% for schools with 1,500 or more students;

2. a reduction of 3% for schools with 1,000 and 1,499 students; and

3. a reduction of 2% for schools with 500 and 999 students.

B-22 REQUEST FOR AUTHORIZATION TO ACCEPT SUPPLEMENTAL FUNDING FROM THE FLaRE, FLORIDA LITERACY AND READING EXCELLENCE, CENTER LOCATED AT THE UNIVERSITY OF CENTRAL FLORIDA TO REIMBURSE THE DISTRICT FOR TEACHER SUBSTITUTE FUNDS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. accept funds from the FLaRE Center, located at the University of Central Florida, in the maximum amount of $17,000, for reimbursement of substitute dollars used to provide professional development on research-based effective practices in balanced literacy instruction; and

2. direct Financial Affairs to establish appropriations in the amounts approved by the granting agency; such appropriations to be reported periodically to the Board.

No local funds are required.

ADULT/VOCATIONAL, ALTERNATIVE EDUCATION

B-25 REQUEST TO AUTHORIZE THE SUPERINTENDENT TO ACCEPT THE DONATION AND RELOCATION OF TWO DC-9 JET ENGINE THRUST REVERSERS FROM INTERNATIONAL AIRCRAFT ASSOCIATES, INC., AND ROADRUNNER TRUCKING, INC., TO BE USED BY STUDENTS IN THE AIRCRAFT POWER PLANT MECHANICS PROGRAM AT GEORGE T. BAKER AVIATION SCHOOL

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept a donation of two DC-9 jet engine thrust reversers and their relocation, to be used by students in the Aircraft Power Plant Mechanics program at George T. Baker Aviation School. No local funds are required.

B-26 CONFIRMATION OF THE AUTHORIZATION BY THE SUPERINTENDENT TO ACCEPT TWELVE ENGINES AND OTHER COMPONENTS FROM GENERAL MOTORS CORPORATION AS THEY BECOME AVAILABLE,TO BE USED BY STUDENTS IN THE AUTOMOTIVE TECHNOLOGY PROGRAM AT LINDSEY HOPKINS TECHNICAL EDUCATION CENTER, EFFECTIVE MARCH 22, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida, confirm acceptance of twelve engines and other components from General Motors Corporation, as they become available,to be used by students in the Automotive Technology Program at Lindsey Hopkins Technical Education Center, effective March 22, 2002 through June 30, 2003. No local funds are required.

B-27 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE CITY OF HOMESTEAD POLICE DEPARTMENT, IN AN AMOUNT NOT TO EXCEED $42,075, TO PROVIDE PROFESSIONAL SECURITY SERVICES AT SOUTH DADE ADULT EDUCATION CENTER, EFFECTIVE JULY 1, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. enter into a contractual agreement with the City of Homestead Police Department, in an amount not to exceed $42,075, to provide professional security services at South Dade Adult Education Center, effective July 1, 2002 through June 30, 2003; and

2. grant an exception to School Board Rule 6Gx13- 3F-1.021.

The appropriation for this item is contingent upon the amount approved in the General Fund of the 2002-2003 Tentative Budget to be recommended for adoption in July 2002.

EXPULSIONS

B-30 EXPULSION OF STUDENT GRADE: 08

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. expel the student specified in the supplemental material SM-246 (2001/2002), furnished under separate cover to Board members, from the regular and adult programs of Miami-Dade County Public Schools for the maximum time permitted under law, which is the 2001/2002 school year, the 2002 summer session, and the 2002/2003 school year;

2. provide educational services in the opportunity school or alternative program during the term of the expulsion; and

3. following the term of the expulsion, permit the student to be returned to a regular school program in Miami-Dade County Public Schools if approved by the Office of Adult/Vocational and Alternative Education.
