PÉREZ, JR.: That The School Board of Dade County, Florida, direct the Superintendent to initiate rulemaking proceedings in accordance with the Administrative Procedure Act to amend Board rule 6Gx13- 5C-1.031, Dress Code, to require all Miami-Dade County Public Schools students to wear mandatory uniforms in:


1.Kindergarten through 5th grades, commencing with the 2000-2001 school year; and
2.every year after each grade level will be required to wear mandatory uniform.

B-7 REQUEST APPROVAL OF RESOLUTION NO. 99-37 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, SUPPORTING THE RECOGNITION OF OCTOBER 24,1999, UNITED NATIONS DAY, AND AUTHORIZATION OF ADMINISTRATIVE ACTIONS TO FOSTER RELATED ACTIVITIES

ACTION PROPOSED BY MS. KAPLAN:
That The School Board of Miami-Dade County, Florida:

1.approve Resolution No. 99-37 supporting the recognition of October 24,1999, as United Nations Day; and
2.direct the Superintendent to encourage staff, students, parents, and the community-at-large to observe United Nations Day with appropriate programs, ceremonies and activities.

ACTION PROPOSED BY MRS. MORSE:
That The School Board of Miami-Dade County, Florida, direct the Superintendent to:

1.provide information to the Board on how Miami-Dade County Public Schools measures up to the recommendations of the Report, Our Nation on the Fault Line: Hispanic American Education; and
2.encourage staff to actively participate in the conference on December 3-4, 1999.

B-10 REQUEST FOR APPROVAL OF RESOLUTION NO 99-43 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, AT THE REQUEST OF DEMETRIO PÉREZ, JR., M.S., SCHOOL BOARD MEMBER, HONORING DR. MICHAEL KROP FOR BEING CHOSEN TO RECEIVE THE JAN PFEIFFER DISTINGUISHED SERVICE AWARD

ACTION PROPOSED BY MR. PÉREZ, JR.:
That The School Board of Miami-Dade County, Florida approve Resolution No. 99-43, at the request of Demetrio Pérez, Jr., M.S., School Board Member, honoring Dr. Michael Krop for being chosen to receive the Jan Pfeiffer Distinguished Service Award.

B-11 DIRECT THE SUPERINTENDENT TO ESTABLISH PROCEDURES FOR RECOGNIZING AND HONORING THOSE INDIVIDUALS FOR WHOM A SCHOOL IS NAMED

RECOMMENDED:
That The School Board of Miami-Dade County, Florida, direct the Superintendent to:

1.establish procedures for recognizing and honoring those individuals for whom a school is named, including prominently displaying a brief biography of the person at the school;
2.publish the biography of the individual for whom the school is named in public documents produced by the school;
3.publish and continually update a biographical listing of all schools in the district named for an individual;
4.organize a district-wide student writing contest to honor those individuals for whom a school is named;
5.encourage schools to produce a videotape or other multimedia presentation in honor of the person for whom the school is named; and
6.implement recommendations 1-5 by the beginning of the 2000-2001 school year.


No local funds are required.

C-1 AUTHORIZATION FOR THE SUPERINTENDENT TO CONFIRM INCLUSION OF CHARLES D. WYCHE ELEMENTARY SCHOOL IN THE ITALIAN SECTION OF THE PRE-INTERNATIONAL BACCALAUREATE (PRE-IB) PROGRAM

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to confirm the inclusion of Charles D. Wyche Elementary School in the Italian Section of the Pre-International Baccalaureate (Pre-IB) Program.

C-2 REQUEST TO CONFIRM THE RENEWAL OF THE CONTRACTUAL AGREEMENT WITH MIAMI-DADE COMMUNITY COLLEGE TO PROVIDE SERVICES TO THE NEW WORLD SCHOOL OF THE ARTS AND AUTHORIZE PAYMENT OF A COMMERCIAL INSURANCE PACKAGE SECURED BY MIAMI-DADE COMMUNITY COLLEGE AND MIAMI-DADE COUNTY PUBLIC SCHOOLS

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1.confirm the renewal of the contractual agreement with Miami-Dade Community College to reimburse specified operating expenses for the New World School of the Arts in an amount not to exceed $869,299 for the fiscal year ending June 30, 2000; and
2.authorize payment of a commercial package insurance policy secured by Miami-Dade Community College and Miami-Dade County Public Schools with each entity to pay one-half of the total annual premium, at an annual cost to Miami-Dade County Public Schools not to exceed $20,000, funds to come from the Board's general liability insurance premium budget.


Appropriations are included in the General Fund of the 1999-2000 Adopted Budget.

C-3 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE CITY OF MIAMI POLICE DEPARTMENT AND SAFESPACE SHELTER OF DADE COUNTY, INC., TO COORDINATE INTERVENTIONS AND SERVICES IN SELECTED SCHOOLS WITHIN THE MIAMI JACKSON SENIOR HIGH SCHOOL AND BOOKER T. WASHINGTON SENIOR HIGH SCHOOL FEEDER PATTERNS AS PART OF THE CITY OF MIAMI POLICE DEPARTMENT'S SAFEZONE PROJECT, FROM OCTOBER 21, 1999 THROUGH JUNE 30, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with the City of Miami Police Department and SafeSpace Shelter of Dade County, Inc. to coordinate interventions and services in selected schools within the Miami Jackson Senior High School and Booker T. Washington Senior High School Feeder Patterns as part of the City of Miami Police Departments SafeZone Project, from October 21, 1999 through June 30, 2000. There is no exchange of funds for this agreement.

C-4 REQUEST FOR RENEWED ENDORSEMENT OF OCTOBER 23 - 31, 1999, AS RED RIBBON WEEK FOR MIAMI-DADE COUNTY PUBLIC SCHOOLS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, renew its endorsement of October 23 - 31, 1999, as Red Ribbon Week and authorize the Superintendent to encourage continued district and school participation.

C-5 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH INFORMED FAMILIES OF MIAMI-DADE COUNTY, INC ,TO IMPLEMENT COMMUNITY ACTION TEAMS WITHIN SELECTED MIDDLE SCHOOLS, FROM NOVEMBER 15, 1999 THROUGH JUNE 30, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with Informed Families, Inc., to establish Community Action Teams in selected middle schools, from November 15, 1999 through June 30, 2000. There is no exchange of funds for this agreement.

C-6 CONFIRM THE SUBMISSION OF F. C. MARTIN ELEMENTARY SCHOOL'S APPLICATION FOR OFFICIAL AUTHORIZATION AS AN INTERNATIONAL BACCALAUREATE PRIMARY YEARS PROGRAMME (SIC) TO THE INTERNATIONAL BACCALAUREATE ORGANISATION (SIC)

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to confirm the submission of F.C. Martin Elementary School's application for official authorization as an lB Primary Years Programme (sic) to the IBO. The appropriation for this item is included in the General Fund of the 1999-2000 Adopted Budget.

C-7 REQUEST FOR AUTHORIZATION TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE MCI WORLDCOM FOUNDATION FOR THE PROVISION OF FREE MATERIALS AND TRAINING FOR MARCOPOLO, AN INTERNET-BASED SECONDARY SCIENCE AND SOCIAL STUDIES PROGRAM, FROM OCTOBER 21, 1999 THROUGH JUNE 14, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with the MCI WorldCom Foundation for the provision of free materials and training for MarcoPolo, an Internet-based secondary science and social studies program, from October 21, 1999 through June 14, 2000. No local funds are required.

C-11 REQUEST APPROVAL OF RESOLUTION NO. 99-42 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, SUPPORTING CONTINUED APPROPRIATIONS FOR AND DELIVERY OF ADULT AND POSTSECONDARY VOCATIONAL EDUCATION PROGRAMS UNDER THEIR CURRENT STRUCTURE

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve Resolution No. 99-42 of The School Board of Miami-Dade County, Florida, supporting continued appropriations for and delivery of adult and postsecondary vocational programs under their current structure.

C-12 REQUEST FOR APPROVAL OF RESOLUTION NO. 99-39 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, PROCLAIMING OCTOBER 17-23, 1999, AS EXCEPTIONAL STUDENT EDUCATION WEEK IN ALL MIAMI-DADE COUNTY PUBLIC SCHOOLS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve Resolution No. 99-39 of The School Board of Miami-Dade County, Florida, proclaiming October 17-23, 1999, as Exceptional Student Education Week in all Miami-Dade County Public Schools.

C-13 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE OVERTOWN MANUFACTURING COMPANY TO PROVIDE FACILITIES AND TRAINING FOR WORK AND GAIN ECONOMIC SELF-SUFFICIENCY CLIENTS TO WORK IN THE GARMENT INDUSTRY, FROM OCTOBER 21, 1999 THROUGH OCTOBER 20, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with the Overtown Manufacturing Company to provide facilities and training for WAGES clients to work in the garment industry, from October 21, 1999 through October 20, 2000. No local funds are required.

C-21 REQUEST AUTHORIZATION TO AMEND A CONTRACTUAL AGREEMENT WITH THE ADULT MANKIND ORGANIZATION, INC., TO REFLECT A CHANGE FROM SERVING 500 STUDENTS TO SERVING 650 STUDENTS, AT A TOTAL COST NOT TO EXCEED $2,879,292, FOR THE 1999-2000 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to amend the contractual agreement with the Adult Mankind Organization, Inc., to reflect a change from serving 500 students to serving 650 students, at a total cost not to exceed $2,879,292. The appropriation for this item is included in the General Fund of the 1999-2000 Adopted Budget.

C-22 REQUEST FOR AUTHORIZATION TO AMEND COOPERATIVE AGREEMENTS WITH THE DIVISION OF JUVENILE JUSTICE IN SIX CENTERS IN ORDER TO PROVIDE EDUCATIONAL PROGRAMS IN AN EXTENDED SCHOOL YEAR OF 250 SCHOOL DAYS, AND TO AMEND CONTRACTUAL AGREEMENTS WITH THREE AGENCIES FOR A TOTAL OF $448,662 TO PROVIDE AN EXTENDED SCHOOL YEAR OF 250 SCHOOL DAYS

RECOMMENDED: That The School Board of Miami-Dade County. Florida, authorize the Superintendent to:

1.amend the cooperative agreements with six Juvenile Justice centers (Juvenile Services, Juvenile Justice Center, Dade Intensive Control, Miami Halfway House, Troy Academy, and Excel) to provide an extended school year of 250 school days, retroactive to August 30, 1999; and
2.amend the contractual agreements with three agencies, with increased costs as follows: Dade Marine Institute $98,443; CARE Bay Point Schools $247,648; and Youth Services International $102,571, for a total of $448,662 to provide an extended school year of 250 school days, retroactive to August 30, 1999.


The appropriation for this item is included in the General Fund of the 1999-2000 Adopted Budget.

C-23 REQUEST AUTHORIZATION FOR APPROVAL OF THE ASSIGNMENT OF THE CONTRACTUAL AGREEMENT WITH GATOR HUMAN SERVICES CORPORATION TO YOUTHTRACK, INC., AND EXTEND SERVICES TO A SCHOOL YEAR OF 250 SCHOOL DAYS

RECOMMENDED: That The School Board of Dade County, Florida, authorize the Superintendent to:

1.approve the assignment of the contractual agreement with Gator Human Services Corporation to Youthtrack, Inc.; and
2.extend the services to be provided by Youthtrack, Inc., to a school year of 250 school days.


The appropriation for this item is included in the General Fund of the 1999-2000 Adopted Budget.

J-53 COMMISSIONING OF SILVA ARCHITECTS TO PERFORM ARCHITECTURAL/ ENGINEERING SERVICES FOR THE REMODELING AND RENOVATIONS PHASE FOR CONVERTING BOOKER T. WASHINGTON MIDDLE SCHOOL INTO A SENIOR HIGH SCHOOL, PROJECT # A-0698

RECOMMENDED: That The School Board of Miami-Dade County, Florida, commission the firm of Silva Architects to perform architectural/ engineering services for the $6,728,100 remodeling and renovations phase for converting Booker T. Washington Middle School into a senior high school for the following considerations:

1.lump sum fee of $454,805, which represents approximately 6.76% of the construction cost;
2.an additional lump sum fee of $23,995 was negotiated for the reproduction of Board requested contract documents;
3.the multiplier for hourly compensation was limited to 2.45 for extra work; and
4. the Project Architect will maintain at least a $1,000,000 Professional Liability Insurance Policy.


J-54 COMMISSIONING OF LAW ENGINEERING AND ENVIRONMENTAL SERVICES, INC., AS MATERIALS TESTING LABORATORY TO PERFORM GEOTECHNICAL/CONSTRUCTION MATERIALS TESTING AND CONSULTING SERVICES

RECOMMENDED: That The School Board of Miami-Dade County, Florida, commission the firm of Law Engineering and Environmental Services, Inc., to perform geotechnical/construction materials testing and consulting services for a term of two (2) years, commencing October 20, 1999 through October 19, 2001, based on the negotiated unit price as included in Fee Schedule "A".

Loretta Young, DOAH Case No. 98-1537, accepting the recommendations of the Administrative Law Judge or accepting the exceptions set forth in Respondent’s Exceptions to the Administrative Law Judge’s Recommended Order, filed on September 2, 1999.
