Pursuant to Board Rule 6Gx13-8C-1.17, a person not scheduled in advance to speak on a non-agenda topic must submit a written request to the Superintendent of Schools not later than 10:00 a.m. on the day of a regular Wednesday Board Meeting. The request must state the person’s name, address, subject and reason for asking emergency handling of the request, reason demonstrating good cause why the 4:30 p.m. Monday deadline was not met, and Board action requested. Board members present at the meeting must vote by a two-thirds (2/3) majority, for the person to be heard.

Speakers List will generally be posted on Tuesday PM or Wednesday AM prior to the meeting.

The School Board of Miami-Dade County, Florida, seeks public input and participation. However, the public purpose is not served when citizens become disorderly or disrupt the meeting. Accordingly, the Chair may order the removal from any School Board meeting of any person interfering with the expeditious or orderly process of the meeting provided the Chair has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. §230.173, Fla. Stat.

RECOMMENDED: That The School Board of Miami-Dade County, Florida, do the following:

1)   Discuss the issues concerning the amendment of the Board rule and permit certain exemptions to the timeliness as determined by the Superintendent to be in the district’s best interest; and

2)   Authorize the Superintendent to initiate rulemaking proceedings in accordance with the Administrative Procedure Act to amend School Board rule 6Gx13-8C-1.15, Agenda-Regular and Special Meetings.

C-1 REQUEST FOR AUTHORIZATION TO RECEIVE THE STATUS REPORT AND THREE-YEAR PLAN OF THE 2001-2002 AD HOC MULTILINGUAL TASK FORCE

RECOMMENDED: That The School Board of Miami-Dade County, Florida, receive the Status Report and Three-Year Plan of the 2001-2002 Ad Hoc Multilingual Task Force. No additional District funds are being requested.

C-2 ISSUES TO BE ADDRESSED IN THE 2002 SUMMER SCHOOL PROGRAM BOARD ITEM

C-3 REQUEST TO CONFIRM THE RENEWAL OF THE CONTRACTUAL AGREEMENT WITH MIAMI-DADE COMMUNITY COLLEGE TO PROVIDE SERVICES TO THE NEW WORLD SCHOOL OF THE ARTS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, confirm the renewal of the contractual agreement with Miami-Dade Community College to reimburse specified operating expenses for the New World School of the Arts, in an amount not to exceed $844,299, for the fiscal year beginning July 1, 2001 and ending June 30, 2002. Appropriations are included in the General Fund of the 2001-2002 Adopted Budget.

C-4 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ACCEPT 20 DIGITAL PIANOS ON A YEARLY BASIS FROM THE YAMAHA CORPORATION TO BE USED IN THE MUSIC SUITE AT WHISPERING PINES ELEMENTARY SCHOOL

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept 20 digital pianos on a yearly basis from the Yamaha Corporation to be used in the music suite at Whispering Pines Elementary School. No local funds are required.

C-5 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO HOST THE TENTH ANNUAL INSTRUCTIONAL TECHNOLOGY CONFERENCE AND CAREER EXPOSITION; AND TO ENTER INTO CONTRACTUAL AGREEMENTS WITH THE MIAMI BEACH CONVENTION CENTER AND ITS REQUIRED SUBCONTRACTORS WITH AN ESTIMATED COST OF $100,000 BASED ON THE 2001-2002 EXPENDITURES

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1.   host the Tenth Annual Instructional Technology Conference and Career Exposition; and

2.   enter into contractual agreements with the Miami Beach Convention Center and its required subcontractors for October 16-17, 2002, to provide facilities and services for the conference with an estimated cost of $100,000 based on the 2001-2002 expenditures.

The appropriation for this item will be included in the Trust and Agency Fund of the 2002-2003 Tentative Budget to be recommended for adoption in July 2002. No local funds are required.

C-6 REQUEST TO RECEIVE AND APPROVE THE DISTRICT INSTRUCTIONAL TECHNOLOGY PLAN 2001-2004

RECOMMENDED: That The School Board of Miami-Dade County, Florida, receive and approve the District Instructional Technology Plan 2001-2004.

C-7 SUBMISSION OF A CHARTER SCHOOL APPLICATION FOR THE THEODORE R. AND THELMA A. GIBSON CHARTER SCHOOL WITH RECOMMENDATION FOR APPROVAL AND AUTHORIZATION FOR THE SUPERINTENDENT TO NEGOTIATE A 10-YEAR CHARTER SCHOOL CONTRACTUAL AGREEMENT BEGINNING WITH THE 2002-2003 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1.   approve The Theodore R. and Thelma A. Gibson Charter School application; and

2.   authorize the Superintendent to negotiate with the approved applicant a ten-year charter school contractual agreement, beginning with the 2002-2003 school year, which reflects the contents of the application, as approved by the School Board. Any pending issues identified by the Miami-Dade County Public Schools Charter School District Review Committee in the recommended application, including minimizing the impact on district schools that are under enrolled, will be addressed satisfactorily in the development of the charter school contractual agreement. This charter school contractual agreement will be submitted for School Board consideration at a subsequent meeting at which time there will be a public hearing to provide for community input.

C-8 SUBMISSION OF A CHARTER SCHOOL APPLICATION FOR THE ARCHIMEDEAN ACADEMY WITH RECOMMENDATION FOR APPROVAL AND AUTHORIZATION FOR THE SUPERINTENDENT TO NEGOTIATE A 10-YEAR CHARTER SCHOOL CONTRACTUAL AGREEMENT BEGINNING WITH THE 2002-2003 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1.   approve The Archimedean Academy application; and

2.   authorize the Superintendent to negotiate with the approved applicant a ten-year charter school contractual agreement, beginning with the 2002-2003 school year, which reflects the contents of the application, as approved by the School Board. Any pending issues identified by the Miami-Dade County Public Schools Charter School District Review Committee in the recommended application, including minimizing the impact on district schools that are under enrolled, will be addressed satisfactorily in the development of the charter school contractual agreement. This charter school contractual agreement will be submitted for School Board consideration at a subsequent meeting at which time there will be a public hearing to provide for community input.

C-9 REQUEST FOR SCHOOL BOARD APPROVAL OR DENIAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR DOWNTOWN MIAMI CHARTER SCHOOL

C-11 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO AMEND AN EXISTING CONTRACTUAL AGREEMENT WITH THE ASSOCIATION FOR THE DEVELOPMENT OF THE EXCEPTIONAL TO PROVIDE EDUCATIONAL AND RELATED SERVICES FOR EXCEPTIONAL STUDENTS, IN AN AMOUNT NOT TO EXCEED THE CURRENT APPROVED AMOUNT OF $206,162, FROM FEBRUARY 14, 2002 THROUGH JUNE 30, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to amend an existing contractual agreement with the Association for the Development of the Exceptional, to provide educational and related services for exceptional students, in an amount not to exceed the current approved amount of $206,162, from February 14, 2002 through June 30, 2002. The appropriation for this item is included in the General Fund of the 2001-2002 Adopted Budget.

C-12 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ISSUE A REQUEST FOR PROPOSALS FOR MENTAL HEALTH PROFESSIONALS/ AGENCIES TO PROVIDE COUNSELING AND PSYCHIATRIC CONSULTATION SERVICES AT ROBERT RENICK EDUCATIONAL CENTER AND RUTH OWENS KRUSE EDUCATIONAL CENTER FOR EMOTIONALLY HANDICAPPED AND SEVERELY EMOTIONALLY DISTURBED STUDENTS, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1.   authorize the Superintendent to issue a Request for Proposals to provide counseling and psychiatric consultation services at Robert Renick Educational Center and Ruth Owens Kruse Educational Center, for emotionally handicapped and severely emotionally disturbed students, in an amount not to exceed $270,000, from July 1, 2002 through June 30, 2003; and

2.   approve the selection committee to evaluate proposals submitted.

C-13 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ISSUE A REQUEST FOR PROPOSALS FOR MENTAL HEALTH PROFESSIONALS/ AGENCIES TO PROVIDE COUNSELING SERVICES IN 20 PROGRAMS FOR EMOTIONALLY HANDICAPPED STUDENTS, FROM JULY 1, 2002 THROUGH JUNE 30, 2003

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1.   authorize the Superintendent to issue a Request for Proposals for mental health professionals/agencies to provide counseling services in 20 programs for emotionally handicapped students, in an amount not to exceed $711,000, from July 1, 2002 through June 30, 2003; and

2.   approve the selection committee to evaluate proposals submitted.

C-14 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO EXPAND THE PRESENT CONTRACT WITH WOMEN IN NEED OF GREATER STRENGTH (W.I.N.G.S.) FOR LIFE, SOUTH FLORIDA, APPROVED ON THE BOARD MEETING OF JUNE 20, 2001, FROM 20 STUDENTS IN AN AMOUNT NOT TO EXCEED $120,680, TO 30 STUDENTS IN AN AMOUNT NOT TO EXCEED $145,820; EFFECTIVE FEBRUARY 14, 2002 THROUGH JUNE 30, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to expand the present contract with Women in Need of Greater Strength (W.I.N.G.S.) for Life, South Florida, for 10 additional students, in an amount not to exceed $25,140, increasing the yearly contract from $120,680 to an amount not to exceed $145,820; effective February 14, 2002 through June 30, 2002. The appropriation for this item is included in the 2001-2002 Adopted Budget. No local funds are required.

C-15 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE HISTORICAL MUSEUM OF SOUTHERN FLORIDA, IN AN AMOUNT NOT TO EXCEED $16,000, EFFECTIVE FEBRUARY 14, 2002 THROUGH JULY 31, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1.   authorize the Superintendent to enter into a contractual agreement with the Historical Museum of Southern Florida to provide the museum educator curriculum, instruction, and field experiences for parents and children, in an amount not to exceed $16,000, effective February 14, 2002 through July 31, 2002; and

2.   grant an exception to School Board Rule 6Gx13- 3F-1.021.

The appropriation for this item is included in the 2001-2002 Adopted Budget.

J-2 SUPERINTENDENT OF SCHOOLS’ 90 DAY REVIEW AND ASSESSMENT

ACTION PROPOSED BY MS. HANTMAN: That The School Board of Miami-Dade County, Florida and the Superintendent discuss the observations, review and assessments of the first 90 days of the Superintendent’s employment.

J-3 INSTRUCT THE SUPERINTENDENT TO CONDUCT A SURVEY AMONG PRINCIPALS AND DISTRICT STAFF ON EMPLOYEE MORALE AND ON THE LEVEL OF BOARD MEMBERS’ INVOLVEMENT IN THE DAY-TO-DAY OPERATIONS OF THE SCHOOL SYSTEM

ACTION PROPOSED BY MRS. MORSE: That Superintendent be instructed to conduct another survey that would include principals and district staff asking both to identify and rate individual Board members’ involvement in management decisions that contribute to poor employee morale.

J-4 INSTRUCT THE SUPERINTENDENT ALONG WITH MDCPS POLICE CHIEF TO REVIEW POLICE DISCONTINUING OVERTIME PAY AND WEEKEND PATROL AND DETERMINE ITS COST-EFFECTIVENESS IN LIGHT OF RECENT ACTS OF VANDALISM AT SCHOOLS AFTER-HOURS AND ON WEEKENDS

ACTION PROPOSED BY MRS. MORSE: That The School Board of Miami-Dade County instruct the Superintendent and the Chief of School Police to conduct a review of the new policy and determine if it is cost-effective for the district.

J-5 DIRECT THE SUPERINTENDENT TO REVIEW BOARD RULE 6Gx13-4E-1.09-PROFESSIONAL LEAVE, AND PROVIDE RECOMMENDATIONS FOR AMENDING THE BOARD RULE TO ESTABLISH GUIDELINES FOR THE GRANTING OF PROFESSIONAL LEAVE AND TO INCLUDE THE DENIAL OF PROFESSIONAL LEAVE TO THOSE EMPLOYEES WHICH SEEK PROFESSIONAL LEAVE FOR THE PURPOSE OF SEEKING EMPLOYMENT – DURING THE PERIOD OF SAID LEAVE – WITH ENTITIES DOING BUSINESS WITH THE SCHOOL BOARD

ACTION PROPOSED BY DR. PÉREZ: That The School Board of Miami-Dade County, Florida, direct the Superintendent to review Board Rule 6Gx13-4E-1.09– Professional Leave, and provide recommendations for amending the Board Rule to establish guidelines for the granting of professional leave to those employees which seek professional leave for the purpose of seeking employment-during the period of said leave-with entities doing business with the School Board.

J-7 INSTITUTE RULE MAKING PROCEDURES REQUIRING THE RECORDING OF MINUTES FOR ALL PUBLICLY NOTICED MEETINGS OF THE MIAMI-DADE COUNTY PUBLIC SCHOOL BOARD

J-8 REQUEST FOR APPROVAL OF RESOLUTION NO. 02-06 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, ENDORSING MARCH 11-15, 2002 AS “YOUTH CRIME WATCH OF MIAMI-DADE COUNTY WEEK” TO BE CELEBRATED IN ALL MIAMI-DADE COUNTY PUBLIC SCHOOLS

ACTION PROPOSED BY DR. INGRAM: That The School Board of Miami-Dade County, Florida, approve Resolution No. 02-06 endorsing March 11-15, 2002, as “Youth Crime Watch of Miami-Dade County Week” to be celebrated in all Miami-Dade County Public Schools.
