ACTION PROPOSED BY MS. HANTMAN: That The School Board of Miami-Dade County, Florida, direct the Superintendent to change the name of the program from Elementary Spanish as a Second Language Program to Elementary World Languages Program. No local funds are required.

ACTION PROPOSED BY DR. KROP: That The School Board of Miami-Dade County, Florida, direct the Superintendent to conduct a study to determine the need for and uses of a new bond issue, to be available for review at the Board meeting of June 20, 2001.

B-6 CREATION OF TARDY POLICY FOR STUDENTS IN MIAMI-DADE COUNTY PUBLIC SCHOOLS

ACTION PROPOSED BY DR. PÉREZ: That The School Board of Miami-Dade County, Florida, request the Superintendent to review the student tardy policy and initiate rulemaking to adopt a school-wide policy governing student tardies, if appropriate.

B-7 CONSERVATION OF OUR FRESH WATER

B-8 THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY DIRECT STAFF TO CONDUCT A REVIEW OF THE TITLE I PROGRAM TO IDENTIFYING BEST PRACTICES AND DEVELOP SIX PILOT PROGRAMS FOR TITLE I STUDENTS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to execute a lease amendment with the City of Hialeah for use of a portion of the playfield area at the Amelia Earhart Elementary/Hialeah Middle School campus, at an annual rate of $1, and under the terms and conditions set forth.

C-1 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ISSUE A REQUEST FOR PROPOSALS TO CONTRACT PROFESSIONAL CONSULTANT SERVICES FOR THE IMPLEMENTATION OF THE DIRECT INSTRUCTION CURRICULUM GRANT FROM THE FLORIDA DEPARTMENT OF EDUCATION

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to issue a Request for Proposals in order to select the outside consultants to provide educational services and materials in order to implement the Direct Instruction Curriculum Grant; and
2. approve the establishment of a Selection Committee which will review the proposals.

C-2 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE RADISSON MART PLAZA HOTEL TO PROVIDE FACILITIES AND SERVICES FOR THE SOUTH FLORIDA THINKING SKILLS CONFERENCE, MARCH 20-23, 2001, AT A COST NOT TO EXCEED $47,000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with the Radisson Mart Plaza Hotel to provide facilities and services for the 2001 South Florida Thinking Pre-conference and Conference, from March 20-23, 2001, at a cost not to exceed $47,000.

The appropriation for this item is included in the Trust and Agency Special Events Fund of the 2000-01 Adopted Budget.

C-3 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ISSUE A REQUEST FOR PROPOSALS TO SELECT OUTSIDE CONSULTANTS AND AGENCIES TO PROVIDE EDUCATIONAL CONSULTATION SERVICES TO LOW PERFORMING SCHOOLS

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to issue a Request for Proposals in order to select the outside consultants to provide educational consultation services to low performing schools; and

C-4 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH MIAMI-DADE COMMUNITY COLLEGE TO REIMBURSE SPECIFIED OPERATING EXPENSES RELATED TO SERVICES RENDERED BY THE NEW WORLD SCHOOL OF THE ARTS, IN AN AMOUNT NOT TO EXCEED $844,229, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with Miami-Dade Community College to reimburse specified operating expenses related to services rendered by the New World School of the Arts, in an amount not to exceed $844,299, from July 1, 2000 through June 30, 2001.

The appropriations for this item are included in the General Fund of the 2000-2001 Adopted Budget.

C-5 REQUEST FOR SCHOOL BOARD APPROVAL TO AMEND THE 14 EXISTING CHARTER SCHOOL CONTRACTUAL AGREEMENTS BEGINNING WITH 2000-2001 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the 14 existing charter school contractual agreements beginning with the 2000-2001 school year, as amended, to:

1. add language outlining the district’s procedures for distributing Charter School Capital Outlay funds; and
2. ensure that all the charter school contractual agreements contain the legislative changes as well as procedures established and/or revised by the district.

1. approve the opening and closing hours of school (Pre-K-12) for the 2001-2002 school year; and
2. approve the exceptions to opening and closing hours of schools (Pre-K-12) for the 2001-2002 school year.

D-2 PROPOSED OPENING AND CLOSING TIMES FOR ELEMENTARY, MIDDLE, AND SENIOR HIGH SCHOOLS FOR THE LAST THREE DAYS OF SCHOOL–JUNE 11, 12, AND 13, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. approve for June 11, 12 and 13, 2001, a reduction of the school day in all elementary schools to five hours and 15 minutes; in all middle schools to five hours and 30 minutes; and in all senior high schools to four hours and 30 minutes, except at Charles R. Drew, Opa-locka, Toussaint Louverture, North Miami, Henry E. S. Reeves elementary schools and the Juvenile Justice Center, which are operating on the extended school year calendar; and

The 2000 Legislature passed House Bill 2145, General Appropriations Act FY 2000-2001, specifying that "From the funds provided in Specific Appropriation 78, all juvenile justice students in juvenile justice education programs shall receive no less than the funds per student in 1998-1999". Upon review of the information regarding the PACE Center for Girls, Inc., it is necessary to amend the contract to accommodate the increased allocation of funds. PACE is a Department of Juvenile Justice program, which operates on a 240-day schedule. At the time the contract was negotiated in July, the PACE Center for Girls, Inc., was not designated as a Department of Juvenile Justice program, therefore, it is necessary to amend the contract for PACE Center for Girls, Inc.

1. authorize the Superintendent of Schools to enter into a two-year contract with KPMG LLP for yearly financial and compliance audits at a cost not to exceed $522,000 for the two-year contract, with the right of the School Board to cancel this arrangement upon sixty (60) days written notice;
2. authorize the Superintendent of Schools to enter into a contract with KPMG LLP to perform a financial and compliance audit for the fiscal year ending June 30, 2001, at a cost not to exceed $259,000;
3. express its intent to have a financial and compliance audit performed by KPMG LLP for the fiscal year ending June 30, 2002, at a cost not to exceed $263,000;
4. express its intent to have the Single Audit performed by KPMG LLP for any of the two fiscal years ending June 30, 2001 and June 30, 2002 at a cost not to exceed $56,000 and $57,000, respectively; and

J-1 AUTHORIZATION TO NEGOTIATE A DECLARATION OF RESTRICTIONS AND NECESSARY AGREEMENTS IN CONNECTION WITH APPLICATION NO. 99-221 CELOMADING, S. A., FOR THE PROVISION OF LAND FOR A FUTURE MIDDLE SCHOOL SITE WITH A PORTION AS A VOLUNTARY CONTRIBUTION IN ADDITION TO EDUCATIONAL FACILITIES IMPACT FEES

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. negotiate a Declaration of Restrictions in connection with Miami-Dade County Application No. 99-221, Celomading, S. A. for the provision of an approximate 16.6-acre site within the proposed development, of which 5.1 net acres will be donation over and above educational facilities impact fees; and
2. negotiate any necessary agreements making available the balance of the acreage (approximately 11.5 net acres) for purchase by the District, by or before December 31, 2004, based on the fair market value of the property at the time of property purchase, as established by the District-commissioned appraisals. Prior to property transfer, an agenda item for the purchase agreement will be presented to the Board for its consideration.

J-2 AUTHORIZATION TO AMEND THE AGREEMENT WITH LUCKY START, LTD., FOR THE CONSTRUCTION OF PRIMARY LEARNING CENTER "U" AS A CONTRIBUTION IN-LIEU-OF IMPACT FEES

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to execute an amendment to the Agreement and to support a companion amendment to the Declaration of Restriction with Lucky Start, Ltd., as may be needed, to provide for a reimbursement in an amount not to exceed $324,427, under terms and conditions set forth.

J-9 AUTHORIZATION TO EXECUTE A LEASE AGREEMENT WITH THE SOUTH FLORIDA EDUCATIONAL FEDERAL CREDIT UNION FOR THE USE OF 25 BOARD-OWNED PARKING SPACES FOR ITS EMPLOYEES

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to execute a lease agreement with South Florida Educational Credit Union, for use of a 25 parking spaces for its employees, at an annual rental amount of $9,000, and under the terms and conditions set forth.

J-4 LEASE EXTENSION WITH MCCRORY DESIGN ASSOCIATES, LTD., FOR THE USE OF PARKING SPACES FOR THE DESIGN AND ARCHITECTURE SENIOR HIGH SCHOOL

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the extension of the lease agreement with McCrory Design Associates, Ltd., for the use of 25 parking spaces for the Design and Architecture Senior High School, at a monthly rental rate of $625 and an annual rental amount not to exceed $7,500, for the period of May 10, 2001 through May 9, 2004. All other terms and conditions of the lease agreement will remain unchanged.

J-5 RENEWAL OF LEASE AGREEMENT WITH G. D. ROSS PROPERTIES FOR A PHYSICAL EDUCATION ANNEX, MULTI-PURPOSE CLASSROOM AND EXHIBIT GALLERY FOR THE DESIGN AND ARCHITECTURE SENIOR HIGH SCHOOL

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the renewal of the lease agreement with G. D. Ross Properties for a physical educational annex, multi-purpose classroom and exhibit gallery for the Design and Architecture Senior High School, at an annual rental amount not to exceed $133,853.28. The term of the renewal option period will commence May 1, 2001, and will end April 30, 2006. All other terms and conditions of the lease agreement will remain unchanged.

J-6 AUTHORIZATION TO EXECUTE A PERMIT AGREEMENT WITH MIAMI-DADE COUNTY FOR THE USE OF THE TROPICAL PARK COMMUNITY CENTER FOR SPACE FOR THE SOUTHWEST MIAMI ADULT EDUCATION CENTER

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to execute a permit agreement with Miami-Dade County for the use of the Tropical Park Community Center, at an hourly rental rate of $12.15, and an annual rental amount not to exceed $13,000, and under the terms and conditions set forth.

J-8 AUTHORIZATION TO ENTER INTO A LEASE AGREEMENT WITH OMNI PARKING, INC., FOR USE OF PARKING FACILITIES AT FIENBERG/FISHER ELEMENTARY SCHOOL

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to enter into a lease agreement with Omni Parking, Inc., for the use of parking facilities at Fienberg/Fisher Elementary School, at an annual rental amount of $115,001.50, and under the terms and conditions set forth.
