TO EXTEND THE PARTNERSHIP BETWEEN MIAMI-DADE COUNTY PUBLIC SCHOOLS AND EDISON SCHOOLS INC. EXISTING AT HENRY E. S. REEVES ELEMENTARY SCHOOL FROM JULY 1, 2001 THROUGH JUNE 30, 2006

RECOMMENDED: That The School Board of Miami-Dade County, Florida, enter into a new contractual agreement with Edison Schools Inc. to extend the partnership that authorizes management, operational, and professional development services for the K-5 component at Henry E. S. Reeves Elementary School by Edison Schools Inc. beginning July 1, 2001 through June 30, 2006.

A-2 SUBMISSION OF A CHARTER SCHOOL APPLICATION FOR HENRY E. S. REEVES-EDISON JUNIOR ACADEMY WITH RECOMMENDATION FOR APPROVAL; AND AUTHORIZATION FOR THE SUPERINTENDENT TO NEGOTIATE A FIVE-YEAR CHARTER SCHOOL CONTRACTUAL AGREEMENT BEGINNING WITH THE 2001-2002 SCHOOL YEAR

1. approve the Henry E. S. Reeves-Edison Junior Academy application and authorize the negotiation of a five-year charter school contractual agreement for the 2001-2002 through 2005-2006 school years; and
2. authorize the Superintendent to negotiate with the approved applicant the charter school contractual agreement which reflects the contents of the application, as approved by the School Board. This charter school contractual agreement will be submitted for School Board consideration at a subsequent meeting at which time there will be a public hearing to provide for community input.

B-10 REQUEST THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY DIRECT THE SUPERINTENDENT TO DRAFT A REVISION TO BOARD RULE 6Gx13-7A-1.011, HISTORICAL PRESERVATION OF FACILITIES, TO REQUIRE PUBLIC NOTIFICATION AND OPPORTUNITY FOR PUBLIC COMMENT PRIOR TO COMMENCEMENT OF DESIGN WORK ON ANY PROJECT INVOLVING RENOVATION, REMODELING, OR DEMOLITION OF ANY MDCPS BUILDING ON ANY MDCPS SITE THAT IS FIFTY YEARS OLD OR OLDER TO PROTECT THE COMMUNITIES INTEREST AND TO ALLOW MDCPS TO IDENTIFY AND BETTER UNDERSTAND THE ARCHITECTURAL, CULTURAL, OR HISTORIC SIGNIFICANCE OF SAID BUILDING IN THE EARLY PLANNING STAGES WHEN ALTERATIONS OR DEMOLITION IS BEING CONSIDERED

ACTION PROPOSED BY MS. PEPPER: That The School Board of Miami-Dade County, Florida, direct the Superintendent to draft a revision to Board Rule 6Gx13-7A-1.011, Historical Preservation of Facilities, to require public notification and opportunity for public comment prior to commencement of design work on any project involving renovation, remodeling, or demolition of any MDCPS fifty years old or older to allow for community input as to the architectural, cultural, or historic significance of the building to the community.

B-11 REQUEST THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY DIRECT THE SUPERINTENDENT TO DIRECT STAFF TO DESIGNATE AN ARCHITECT TO BE RESPONSIBLE FOR ALL ASPECTS OF COMPILING AND COMPLETING THE APPLICATIONS FOR THE SIT AWARDS AVAILABLE FROM THE STATE OF FLORIDA SMART SCHOOLS CLEARINGHOUSE. THIS TEMPORARY ASSIGNMENT REQUIRES THE REASSIGNMENT OF ONE FULL TIME EXISTING EMPLOYEE FOR APPROXIMATELY THREE MONTHS

ACTION PROPOSED BY MS. PEPPER: That The School Board of Miami-Dade County, Florida, direct the Superintendent to direct staff to designate an architect to be responsible for all aspects of compiling and completing the applications for the SIT awards available from the State of Florida SMART Schools Clearinghouse. This temporary assignment requires the reassignment of one full time existing employee for approximately three months.

B-12 REQUEST THAT THE BOARD DIRECT THE SUPERINTENDENT, WITH THE ASSISTANCE OF THE SCHOOL BOARD AUDIT COMMITTEE, TO PREPARE A REQUEST FOR PROPOSALS (RFP) FOR PROFESSIONAL SERVICES TO PERFORM AN OUTSIDE AUDIT OF THE CONSTRUCTION MONIES EXPENDED SINCE THE 1988 BOND ISSUE AND REVIEW FACILITIES PLANNING AND CONSTRUCTION ORGANIZATIONAL STRUCTURE

ACTION PROPOSED BY MS. PEPPER: That The School Board of Miami-Dade County, Florida, direct the Superintendent, with the assistance of the School Board Audit Committee, to prepare and RFP for professional services to perform an outside audit of the construction monies expended since the bond issue of 1988, and of the organizational structure of Facilities Planning and Construction, and to present the RFP at the June 20, 2001, School Board meeting.

B-13 REQUEST THAT THE BOARD DIRECT THE SUPERINTENDENT TO STUDY AND REPORT ON THE FEASIBILITY OF MAKING ALL THE MIAMI-DADE COUNTY PUBLIC SCHOOLS ANNUAL OPERATING BUDGETS AVAILABLE ON THE MIAMI-DADE COUNTY PUBLIC SCHOOLS WEB SITE

B-14 REQUEST FOR AUTHORIZATION FOR WLRN, IN COLLABORATION WITH OTHER DISTRICT OFFICES, TO PRODUCE A VIDEO TO ILLUSTRATE FACILITIES CONSTRUCTED THROUGHOUT THE DISTRICT UTILIZING FUNDS GENERATED BY THE 1988 BOND REFERENDUM

ACTION PROPOSED BY MRS. MORSE: That The School Board of Miami-Dade County, Florida, direct the Superintendent to explore the possibility of modifying School Board Rule 6Gx13-6A-1.46, Magnet Programs/Schools to:

1. shorten the magnet recruitment period with an earlier application due date;
2. establish a time certain date by which magnet programs/schools advise applicants of application outcome; and
3. establish a time certain date by which parents/guardians accept or decline admission into the applied for magnet programs(s)/school(s).

B-17 REQUEST THAT THE BOARD DIRECT THE SUPERINTENDENT TO REQUEST STAFF TO REPORT ON THE CRITERIA AND PROCEDURES UTILIZED IN THE SELECTION AND EVALUATION OF CONSTRUCTION INDUSTRY PROFESSIONALS

ACTION PROPOSED BY MS. HANTMAN: That The School Board of Miami-Dade County, Florida, direct the Superintendent to request a report from staff providing a listing of the distribution, criteria and procedures utilized in the selection and evaluation of construction industry professionals and suggestions to be considered to improve the process.

B-20 AMENDMENT TO BOARD RULE 6Gx13-7B-1.06 TO INCORPORATE A SITE SELECTION AND ACQUISITION PROCESS

ACTION PROPOSED BY MS. HANTMAN: That The School Board of Miami-Dade County, Florida, direct the Superintendent and the School Board Attorney, to take the necessary steps to incorporate into Board Rule 6Gx13-7B-1.06 the site selection and acquisition process described in Attachment 1.

B-21 PROPOSED REVISION TO SCHOOL BOARD RULE 6Gx13-2C-1.082, CONSTRUCTION COMMITTEES -- ESTABLISHMENT AND RESPONSIBILITIES

ACTION PROPOSED BY MS. HANTMAN: That The School Board Miami-Dade County, Florida, direct the Superintendent to initiate the process of amending Board Rule 6Gx13-2C-1.082, to include the organization and responsibilities of the Site and Construction Planning Committee.

DEPUTY SUPERINTENDENT: EDUCATION

C-1 REQUEST FOR Authorization FOR THE SUPERINTENDENT OR HIS DESIGNEE TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE UNITED TEACHERS OF DADE to establish A montessori SATELLITE LEARNING CENTER AT THE UNITED TEACHERS OF DADE HEADQUARTERS, FROM JULY 1, 2001 THROUGH JUNE 30, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to enter into a cooperative agreement with the United Teachers of Dade to establish a Montessori Satellite Learning Center at the United Teachers of Dade headquarters, 2200 Biscayne Boulevard, Miami, Florida 33132, from July 1, 2001 through June 30, 2002. There will be no exchange of funds for this cooperative agreement.

C-2 REQUEST FOR SCHOOL BOARD APPROVAL OF THE CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR ASPIRA EUGENIO MARIA DE HOSTOS LEADERSHIP CHARTER SCHOOL FOR A PERIOD OF FIVE YEARS COMMENCING ON THE FIRST DAY OF THE 2001-2002 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the charter school contractual agreement with ASPIRA Eugenio Maria de Hostos Youth Leadership Charter School, for a period of five years, commencing on the first day of the 2001-2002 school year.

C-3 REQUEST FOR SCHOOL BOARD APPROVAL TO EXTEND THE FLORIDA INTERNATIONAL ACADEMY, INC., CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR TWO ADDITIONAL YEARS BEGINNING WITH THE 2001-2002 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the extension of the Florida International Academy, Inc., charter school contractual agreement for two additional years beginning with the 2001-2002 school year.

C-4 AUTHORIZATION TO ACCEPT WITHDRAWAL OF THE APPLICATION FOR A CHARTER SCHOOL AND RESCIND THE AUTHORIZATION TO ENTER INTO A CHARTER SCHOOL CONTRACTUAL AGREEMENT WITH THE HIALEAH GARDENS LANGUAGE IMMERSION CHARTER SCHOOL

RECOMMENDED: That The School Board of Miami-Dade County, Florida, accept withdrawal of the application for a charter school and rescind the authorization to enter into a charter school contractual agreement with the Hialeah Gardens Language Immersion Charter School.

C-5 REQUEST FOR AUTHORIZATION TO IMPLEMENT EDUCATIONAL PROGRAMS FOR THE 2001 SUMMER SCHOOL SESSION FOR ELEMENTARY SCHOOLS AND MIDDLE SCHOOLS – JULY 9, 2001 THROUGH AUGUST 3, 2001; AND SENIOR HIGH SCHOOLS – JULY 9, 2001 THROUGH AUGUST 17, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the proposed allocation formulas for the 2001 summer session, including designated supplementary programs, and authorize the Superintendent to implement the programs subject to any additional adjustments necessary to balance the overall 2001-2002 operating budget;
2. authorize the Superintendent to enter into contractual agreement with universities and agencies identified for delivering Outreach and Special Programs;
3. provide summer programs, pending Legislative funding, to all eligible pupils pursuant to the established caps, the allocation plan, and including the opening of centers during summer 2001;
4. approve the budget summary for fiscal year 2001-2002, thereby authorizing Financial Affairs to establish appropriations in the General Fund for the 2001 summer program; and
5. authorize the Superintendent to implement changes as necessary to the Summer Program in the event that the Legislature reduces summer funding from the amount funded for 2000.

C-6 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO APPROVE THE PARTICIPATION BY MIAMI-DADE COUNTY PUBLIC SCHOOLS DIVISION OF EARLY CHILDHOOD IN THE FIRST BABY & ME BANQUET, MAY 5, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to approve the participation by Miami-Dade County Public Schools Division of Early Childhood, in cooperation with the Miami-Dade Coalition for Community Education, in the first Baby & Me Banquet, May 5, 2001. No local funds are required.

C-7 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO STUDY THE FEASIBILITY TO ESTABLISH A KNOWLEDGE IS POWER PROGRAM (KIPP) ACADEMY IN PARTNERSHIP WITH THE KIPP NETWORK OF SCHOOLS TO SERVE STUDENTS IN GRADES FIVE THROUGH EIGHT

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to study the feasibility to establish a Knowledge is Power Program (KIPP) Academy to serve educationally disadvantaged students in grades five through eight.

RECOMMENDED: That The School Board of Miami-Dade County, Florida commission the firm of Architects International, Inc., to prepare and administer the design criteria package for the new K-8 (State School “QQ-1”) at a North Miami site located near Florida International University (FIU) North Campus, for the following considerations:

1. a lump sum basic fee of $434,295, which represents approximately 2.21% of the construction cost;
2. an additional lump sum not-to-exceed fee of $9,000 for traffic engineering consultant;
3. at the Board’s option, the DCP will provide 140 site visits for a fee of $35,000 for the duration of the construction process;
4. the multiplier for hourly compensation was limited to 2.45 for extra work; and
5. the Project Architect will maintain at least a $1,000,000 project-specific Professional Liability insurance policy, for which the DCP will be reimbursed up to a maximum of $20,000.
