RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to utilize the Miami-Dade Chamber of Commerce and the Greater Miami Chamber of Commerce Sterling Council Blue-Ribbon Commission in an advisory capacity to ensure that school system operations conform to the highest business and professional standards of effectiveness, ethics, and efficiency. C-2 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT OR HIS DESIGNEE TO ENTER INTO A CONTRACTUAL AGREEMENT WITH RIVERDEEP, INC. FOR MATHEMATICS, SCIENCE, AND LANGUAGE ARTS SOFTWARE, HARDWARE, TRAINING, AND SUPPORT FOR GRADES 4-10, IN AN AMOUNT NOT TO EXCEED $1,300,000, FROM AUGUST 23, 2001 THROUGH JUNE 30, 2004

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent or his designee to enter into a contractual agreement with Riverdeep, Inc. for mathematics, science, and language arts software, hardware, training, and support for grades 4-10, in an amount not to exceed $1,300,000, from August 23, 2001 through June 30, 2004; and

2. grant an exception to School Board Rule 6Gx13-3F-1.021.

The appropriation for this item is included in the 2001-2002 Tentative Adopted Budget.

C-3 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ALLOW DISTRIBUTION OF VICTORY FOR YOUTH EMERGENCY SMART CARDS TO STUDENTS IN MIAMI-DADE COUNTY PUBLIC SCHOOLS

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to allow distribution of Victory for Youth Emergency Smart Cards to students in Miami-Dade County Public Schools. No local funds are required.

C-4 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE MIAMI-DADE SCHOOL READINESS COALITION, FROM AUGUST 23, 2001 THROUGH JUNE 30, 2002

C-11 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ISSUE A REQUEST FOR PROPOSALS FOR PARTNERS TO SEEK FLORIDA DEPARTMENT OF EDUCATION (FDOE) FUNDS PROVIDED UNDER APPROPRIATION 131-A. (ALTERNATIVE SCHOOLS/PUBLIC-PRIVATE PARTNERSHIPS), FROM JULY 1, 2001 - JUNE 30, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to issue a Request for Proposals for partners to seek FDOE funds provided under Appropriation 131-A, from July 1, 2001 - June 30, 2002; and

2. approve a selection committee to evaluate the submitted proposals.

C-12 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT OR HIS DESIGNEE TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE CHILD DEVELOPMENT CENTER, SOUTH MIAMI HOSPITAL, TO PROVIDE PSYCHOEDUCATIONAL EVALUATIONS FOR PRESCHOOL-AGE STUDENTS IN COLLABORATION WITH FDLRS-SOUTH, FROM AUGUST 23, 2001 THROUGH JUNE 30, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to enter into a cooperative agreement with The Child Development Center, South Miami Hospital, to provide psychoeducational evaluations for preschool-age students in collaboration with FDLRS-South, from August 23, 2001 through June 30, 2002. There is no exchange of funds for this agreement.

C-13 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT OR HIS DESIGNEE TO ENTER INTO A COOPERATIVE AGREEMENT WITH FAMILY CENTRAL, INC., IN COLLABORATION WITH FDLRS-SOUTH TO PROVIDE PSYCHOEDUCATIONAL EVALUATIONS FOR PRESCHOOL-AGE STUDENTS, FROM AUGUST 23, 2001 THROUGH JUNE 30, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to enter into a cooperative agreement with Family Central, Inc., in collaboration with FDLRS-South to provide psychoeducational evaluations for preschool-age students, from August 23, 2001 through June 30, 2002. There is no exchange of funds for this agreement.

C-14 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT OR HIS DESIGNEE TO ENTER INTO A CONTRACTUAL AGREEMENT WITH READING, MATH AND LEARNING CENTERS, INC., D/B/A ALLISON ACADEMY TO PROVIDE EDUCATIONAL AND RELATED SERVICES FOR ONE EXCEPTIONAL STUDENT, IN AN AMOUNT NOT TO EXCEED $15,050, FROM AUGUST 23, 2001 THROUGH JUNE 30, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to enter into a contractual agreement with Reading, Math and Learning Centers, Inc., d/b/a Allison Academy to provide educational and related services to one exceptional student, in an amount not to exceed $15,050, from August 23, 2001 through June 30, 2002. The appropriation for this item is included in the General Fund of the 2001-2002 Tentative Adopted Budget.

J-1 REQUEST FOR AUTHORIZATION TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE FLORIDA DEPARTMENT OF HEALTH - MIAMI-DADE COUNTY HEALTH DEPARTMENT TO PROVIDE HEARING SCREENING SERVICES FOR STUDENTS ENROLLED IN GRADE LEVELS REQUIRED BY STATE STATUTE AND SCHOOL BOARD RULE, SEPTEMBER 1, 2001 THROUGH JUNE 30, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with the Florida Department of Health - Miami-Dade County Public Schools to receive hinds to provide hearing screening services for students enrolled in grade levels required by state statute and School Board rule from September 1, 2001 through June 30, 2002. The appropriation for this Item is included in the General Fund of the 2001-2002 Tentative Budget.

J-2 REQUEST FOR APPROVAL OF OUT-OF-COUNT/OUT-OF-STATE FIELD TRIPS FOR THE 2001-2002 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the attached list of out-of-county/out-of-state field trips for the 2001-2002 school year, for use in conjunction with School Board Rule 6Gx13-6A-1.22, Field Trips.

J-3 REQUEST FOR A PILOT TEST PROGRAM TO INVESTIGATE THE FEASIBILITY OF PARTICIPATING IN THE "DRIVERCHECK" SAFETY PROGRAM

RECOMMENDED: That The School Board of Miami-Dade County direct the Superintendent of Schools to conduct a pilot test of the "DriverCheck" Safety Program to determine its effectiveness at a cost not to exceed $3,800.

J-4 REQUEST THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, ACCEPT A DONATION OF $132,922 FROM THE MIAMI HEAT TO CONTINUE TO OPERATE AN AFTER-SCHOOL PROGRAM ENTITLED THE HEAT ACADEMY AT PAUL LAURENCE DUNBAR AND LITTLE RIVER ELEMENTARY SCHOOLS FOR 100 STUDENTS AT EACH SCHOOL, AND TO ESTABLISH THE HEAT ACADEMY PROGRAM FOR 30 STUDENTS AT HORACE MANN MIDDLE COMMUNITY SCHOOL DURING THE 2001-2002 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, accept a donation of $132,922 from The Miami Heat to operate an after-school program entitled The Heat Academy at Paul Laurence Dunbar and Little River elementary schools for 100 students at each school, and for 30 students at Horace Mann Middle Community School during the 2001-2002 school year.

J-5 REQUEST FOR AUTHORIZATION TO ENTER INTO A CONTRACTUAL AGREEMENT WITH MIAMI-DADE COUNTY HEALTH DEPARTMENT FOR TIE CONTINUATION OF FULL SERVICE SCHOOLS IN MIAMI-DADE COUNTY PUBLIC SCHOOLS FROM AUGUST 22, 2001 THROUGH JUNE 30, 2002

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with Miami-Dade County Health Department to utilize funds appropriated by the state to that agency for the continuation of the Full Service Schools initiative in Miami-Dade County Public Schools from August 22, 2001 through June 30, 2002.

ACTION PROPOSED BY DR. INGRAM: That The School Board of Miami-Dade County, Florida, direct the Superintendent to determine the strategy for collaborating with the Foundation for Democracy in Africa towards establishing sister school partnerships and student exchange programs with schools in Africa.

PษREZ: That The School Board of Miami-Dade County, Florida, direct the Superintendent to suggest language to amend School Board Rule 6Gx13-3F-1.022, Professional Services Contracts for Insurance or Risk Management Programs - Policy, to comply with, the intent stated in paragraph 5 of the agenda item.

K-4 DIRECT THE SUPERINTENDENT TO ESTABLISH A COMMITTEE TO STUDY THE ISSUE OF SUMMER SCHOOL FOR THE NEXT SCHOOL YEAR

ACTION PROPOSED BY DR. KROP: That The School Board of Miami-Dade County, Florida, direct the Superintendent to:

1. create a committee to consider all aspects of establishing an effective summer school program for next year; and

2. present these recommendations to The School Board of Miami-Dade, County, Florida, at its February 13, 2002 meeting.

K-5 DISCUSSION CONCERNING THE ROLE AND AUTHORITY OF THE SCHOOL BOARD AS TRUSTEE/LICENSEE OF WLRN-TV AND WLRN-RADIO AND INTENT TO INITIATE RULEMAKING

ACTION PROPOSED BY MS. HANTMAN: That The School Board of Miami-Dade County, Florida direct the Superintendent to prepare and provide the following to assist the Board in developing a Board policy on WLRN governance:

1) a report on WLRN-TV and WLRN-Radio, its advisory mechanisms, programming decision making process and the role of the School Board as licensee/trustee; and

2) draft language for a proposed School Board rule on WLRN governance.

K-6 PARTICIPATION OF MIAMI-DADE COUNTY PUBLIC SCHOOLS IN THE NATIONAL 'WALK OUR CHILDREN TO SCHOOL DAY' ON TUESDAY OCTOBER 2, 2001

ACTION PROPOSED BY MS. HANTMAN: That The School Board of Miami-Dade County, Florida, join in promoting student pedestrian safety and direct the Superintendent to encourage all Miami-Dade County public schools to participate in the national "Walk Our Children to School Day" on October 2, 2001.

K-7 REQUEST FOR APPROVAL OF RESOLUTION NO. 01-32 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, RECOGNIZING THE CITY OF SOUTH MIAMI FOR RECEIVING THE ALL-AMERICAN CITY AWARD

ACTION PROPOSED BY MR. COBO: That The School Board of Miami-Dade County, Florida, approve resolution No. 01-32 of The School Board of Miami-Dade County, Florida recognizing the City of South Miami for receiving the All-American City Award.

K-8 REQUEST AUTHORIZATION FOR THE SUPERINTENDENT TO DEVELOP AN INSTRUCTIONAL IMPLEMENTATION PLAN FOR HIV/AIDS EDUCATION AT EACH SCHOOL SITE

ACTION PROPOSED BY MR. COBO: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to develop an instructional implementation plan for HIV/AIDS education at each school site.

K-9 REQUEST FOR AUTHORIZATION TO HALT THE PROCESS OF RETROFITTING SCHOOL BUSES WITH AIR CONDITIONING

ACTION PROPOSED BY MS. KAPLAN: That The School Board of Miami-Dade County, Florida, authorize the Superintendent of Schools to:

1. end the process of retrofitting school with air conditioning at an estimated savings of $2,060,972; and

2. halt the implementation of the plan condition the entire Miami-Dade County Schools bus fleet by 2012.

K-10 REQUEST FOR APPROVAL OF RESOLUTION NO. 01-34 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, TO IMMEDIATELY BAN THE SALE OF CHOCOLATE PRODUCTS THAT DO NOT CARRY A "CHILD-FRIENDLY" CHOCOLATE LABEL TO ENSURE THAT OUR CHILDREN ARE NOT PAYING TO SUPPORT THE ENSLAVEMENT OF OTHER CHILDREN. ADDITIONALLY, REQUEST THAT MIAMI-DADE COUNTY PUBLIC SCHOOLS OFFER SUPPORT FOR HOUSE BILL 291-115

K-11 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT INVESTIGATE THE FEASIBILITY OF PILOTING THE SALE COMMERCIAL ADVERTISING SPACE TO BE PLACED ON INTERIOR OF MIAMI-DADE COUNTY SCHOOL BUSES

K-12 REQUEST FOR THE ESTABLISHMENT OF PROFESSIONAL EDUCATION ACADEMIES AS PART OF THE ONE COMMUNITY ONE GOALฎ INDUSTRY-FOCUS ACADEMIES IN EACH SENIOR HIGH SCHOOL IN MIAMI-DADE COUNTY PUBLIC SCHOOLS

K-13 RECONVENE THE AD HOC MULTILINGUAL TASK FORCE

ACTION PROPOSED BY MS. HANTMAN: That The School Board of Miami-Dade County, Florida, direct the Superintendent to:

1. reconvene the Ad Hoc Multilingual Task Force following the configuration of representatives previously established;

2. develop a new three year action plan in order to increase opportunities for students to become bilingual and biliterate; and

3. present to the School Board, at its meeting of January 2002, a status report on implementation of the 1998 recommendations and the new three year action plan.

K-14 DISCUSSION OF PROCEDURES FOR CITIZEN APPEARANCES AT SCHOOL BOARD PUBLIC HEARINGS WHEN THE PERSON IS NOT SCHEDULED IN ADVANCE TO SPEAK

ACTION PROPOSED BY MR. COBO: That The School Board of Miami-Dade County, Florida, direct the Superintendent to amend Board Rule 6Gx13-8C-1.17, Citizen Appearances - Board Meetings, to permit a person to speak, upon a majority vote of the Board members present at the meeting, provided that person submits a written request demonstrating good cause why the Monday deadline was not met. This written request must be submitted no later than 10:00 a.m. on the day of the Board meeting.
