B-6 REQUEST THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, DIRECT THE SUPERINTENDENT OF SCHOOLS TO ESTABLISH A SPANISH AND HAITIAN-CREOLE READING INSTITUTE FOR TEACHERS

ACTION PROPOSED BY MS. HANTMAN: That The School Board of Miami-Dade County, Florida, direct the Superintendent to:

1. establish a Spanish and Haitian-Creole Reading Institute for 70 teachers from June 19-28, 2000 at a cost not to exceed $66,000, with funding to be provided through the Title II Eisenhower Professional Development Program; and
2. submit a Request for Proposals (RFP) to local universities in order to enter into a contractual agreement with Miami-Dade County Public Schools to offer three graduate credits for the Reading Institute for Teachers in subsequent years.

B-7 REQUEST THAT THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, DIRECT THE SUPERINTENDENT OF SCHOOLS TO ESTABLISH A SPANISH AND HAITIAN-CREOLE LANGUAGE AND CULTURE IMMERSION PROGRAM FOR ADMINISTRATORS

ACTION PROPOSED BY MS. HANTMAN: That The School Board of Miami-Dade County, Florida, direct the Superintendent to establish a Spanish and Haitian-Creole Immersion Program for 40 administrators during the 2000-2001 school year at a cost not to exceed $40,000. The appropriation for this item is being requested as part of the 2000-2001 tentative budget to be recommended for adoption in July, 2000.

B-8 REQUEST FOR APPROVAL OF RESOLUTION NO. 00-18 OF THE SCHOOL BOARD OF MIAMI-DADE COUNTY, FLORIDA, PROPOSED BY MR. DEMETRIO PEREZ, JR., M.S., SCHOOL BOARD MEMBER, RECOGNIZING MAY 26, 2000, AS WELL THE SUBSEQUENT FRIDAY PRIOR TO EVERY MEMORIAL DAY, AS COMMUNITY UNITY DAY IN MIAMI-DADE COUNTY PUBLIC SCHOOLS

ACTION PROPOSED BY MR. PÉREZ, JR.: That The School Board of Miami-Dade County, Florida:

1. approve Resolution No. 00-18 of The School Board of Miami-Dade County, Florida, proposed by Mr. Demetrio Perez, Jr., M.S., School Board Member, recognizing May 26, 2000, as well as the subsequent Friday prior to every Memorial Day, as Community Unity Day in the Miami-Dade County Public Schools; and
2. direct the Superintendent of Schools to call for students, faculty, staff, and administrators to observe a moment of silent meditation at 11:00 a.m. on that day to promote the need for unity, respect, and mutual understanding in our community.

C. DEPUTY SUPERINTENDENT: EDUCATION

C-1 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE COLLEGE BOARD, IN AN AMOUNT NOT TO EXCEED $224,850, TO IMPLEMENT THE PACESETTER® INITIATIVE IN ENGLISH, MATHEMATICS, AND SPANISH, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1 authorize the Superintendent to enter into a contractual agreement with the College Board, in an amount not to exceed $224,850, to implement the Pacesetter® initiative in English, Mathematics, and Spanish, from July 1, 2000 through June 30, 2001; and
2. grant an exception to School Board Rule 6Gx13-3F-1.021.

The appropriation for this item will be included in the 2000-2001 General Fund of the Tentative Budget to be recommended for adoption in July 2000.

C-2 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO CONTRACTUAL AGREEMENTS WITH THE UNIVERSITY OF MIAMI FOR THE PARTICIPATION 0F25 BILINGUAL EDUCATION TEACHERS AND 25 EXCEPTIONAL STUDENT EDUCATION TEACHERS IN THE MIAMI-DADE COUNTY PUBLIC SCHOOLS/UNIVERSITY OF MIAMI ZELDA GLAZER 2000 SUMMER WRITING INSTITUTE, AT A TOTAL COST NOT TO EXCEED $36,000, FROM JUNE 19, 2000 THROUGH JUNE 30, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into contractual agreements with the University of Miami for the participation of 25 Bilingual Education teachers and 25 Exceptional Student Education teachers in the Miami-Dade County Public Schools/University of Miami Zelda Glazer 2000 Summer Writing Institute, at a total cost not to exceed $36,000, from June 19, 2000 through June 30, 2000. The appropriation for this item is included in the General Fund of the 1999-2000 Adopted Budget.

C-2 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE UNIVERSITY OF MIAMI, IN AN AMOUNT NOT TO EXCEED $31,050, TO COVER PARTIAL TUITION COSTS FOR TEACHERS SELECTED TO PARTICIPATE IN THE READING/LEARNING DISABILITIES MASTER'S OR SPECIALIST DEGREE PROGRAM, FROM AUGUST 23, 2000 THROUGH JUNE 20, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with the University of Miami, in an amount not to exceed $31,050, to cover partial costs for teachers selected to participate in the Reading/Learning Disabilities Master's or Specialist Degree Program, from August 23, 2000 through June 20, 2001. The appropriation for this item will be included in the General Fund of the 2000-2001 Tentative Budget to be recommended for adoption in July 2000.

C-4 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE MIAMI-DADE/FLORIDA ENLACE (ENGAGING LATINO COMMUNITIES FOR EDUCATION) PARTNERSHIP TO PARTICIPATE IN THE PLANNING ACTIVITIES REQUIRED FOR THE SUBMISSION OF A GRANT APPLICATION FOR THE ENLACE INITIATIVE OF THE W. K. KELLOGG FOUNDATION, FROM MAY 18, 2000 THROUGH DECEMBER 31, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with the Miami-Dade/Florida ENLACE Partnership to participate in the planning activities required for the submission of a grant application for the ENLACE initiative of the W. K. Kellogg Foundation, from May 18, 2000 through December 31, 2000. There is no exchange of funds for this agreement.

C-5 REQUEST FOR AUTHORIZATION TO RENEW THE MIAMI SHORES/BARRY UNIVERSITY CONNECTED LEARNING COMMUNITY CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR THE 2000-2001 SCHOOL YEAR THROUGH THE 2014-2015 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the renewal charter school contractual agreement for Miami Shores/Barry University Connected Learning Community Charter School for the 2000-2001 school year through the 2014-2015 school year with an overall enrollment of up to 200 students in grades 6 through grade 8. The appropriation for the first year of this renewal charter school contractual agreement will be included in the General Fund of the Tentative Budget to be recommended for adoption in July 2000.

C-6 REQUEST FOR BOARD APPROVAL OF THE HIALEAH GARDENS LANGUAGE IMMERSION CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR A PERIOD OF 15 YEARS COMMENCING ON THE FIRST DAY OF THE 2001-2002 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the charter school contractual agreement with Hialeah Gardens Language Immersion Charter School, effective May 18, 2000, for a period of 15 years commencing on the first day of the 2001-2002 school year. The appropriation for the first year of this contractual agreement will be included in the General Fund of the Tentative Budget to be recommended for adoption in July 2001.

C-7 REQUEST FOR BOARD APPROVAL OF CHARTER SCHOOL CONTRACTUAL AGREEMENTS FOR A PERIOD OF FIVE YEARS COMMENCING ON THE FIRST DAY OF THE 2000-2001 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the charter school contractual agreements with:

1. ASPIRA South Youth Leadership Academy, effective May 18, 2000, for a period of five years commencing on the first day of the 2000-2001 school year;
2. The Pinecrest Preparatory Academy, effective May 18, 2000, for a period of five years commencing on the first day of the 2000-2001 school year; and
3. Rosa Parks Community School/Overtown, effective May 18, 2000, for a period of five years commencing on the first day of the 2000-2001 school year.


The appropriation for the first year of these contractual agreements will be included in the General Fund of the Tentative Budget to be recommended for adoption in July 2000.

C-8 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO CO-SPONSOR THE FORTY-FIRST ANNUAL FLORIDA ASSOCIATION FOR SUPERVISION AND CURRICULUM DEVELOPMENT CONFERENCE ENTITLED "CHARTING THE COURSE FOR SUCCESSFUL SCHOOL REFORM," AT NO COST TO THE DISTRICT, OCTOBER 12-13, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to co-sponsor the forty-first annual Florida Association for Supervision and Curriculum Development conference entitled "Charting the Course for Successful School Reform," October 12-13, 2000. No local funds are required.

C-9 REQUEST FOR AUTHORIZATION TO APPROVE THE DISTRICT'S OPPORTUNITY SCHOLARSHIP PROGRAM IMPLEMENTATION PLAN TO FULFILL THE INTENT OF SECTION 229.0537, FLORIDA STATUTES

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. approve the district's Opportunity Scholarship Program Implementation Plan to fulfill the intent of Section 229.0537 Florida Statutes; and
2. authorize the Superintendent to amend the plan, as necessary, to conform to changes in the legislation or as required by Court ruling.

C-10 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO INCREASE THE COST OF THE CONTRACTUAL AGREEMENT WITH THE RADISSON MART PLAZA HOTEL, IN THE AMOUNT OF $3,000 FOR A TOTAL AMOUNT NOT TO EXCEED $28,000, FOR PROVIDING FACILITIES AND SERVICES FOR THE SOUTH FLORIDA THINKING SKILLS CONFERENCE, MARCH 23-24, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to increase by $3,000, the cost of the contractual agreement with the Radisson Mart Plaza Hotel to provide facilities and services for the South Florida Thinking Skills Conference on March 23 and 24, 2000, for a total cost not to exceed $28,000. The appropriation for this item is included in the Trust and Agency Special Events Fund of the 1999-2000 Adopted Budget.

C-11 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH RYDER SYSTEM CHARTER SCHOOL, IN AN AMOUNT NOT TO EXCEED $99,536, TO IMPLEMENT THE MICROSOCIETY, INC., MODEL ACCORDING TO THE GUIDELINES OF THE COMPREHENSIVE SCHOOL REFORM DEMONSTRATION PROGRAM, FOR THE REIMBURSABLE COST PERIOD FROM SEPTEMBER 9, 1999 THROUGH JUNE 30, 2000

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a separate contractual agreement with Ryder System Charter School, in an amount not to exceed $99,536, to implement the MicroSociety, Inc., model according to the guidelines of the Comprehensive School Reform Demonstration Program, for the reimbursable cost period from September 9, 1999 through June 30, 2000. The appropriation for this item is included in the Contracted Programs Fund of the 1999-2000 Adopted Budget.

C-12 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO CONTRACTUAL AGREEMENTS WITH THE DEPARTMENT OF HEALTH CHILDREN'S MEDICAL SERVICES EARLY INTERVENTION PROGRAMS AND FOUR COMMUNITY AGENCIES, TO OPERATE PROGRAMS FOR STUDENTS WITH DISABILITIES, BIRTH THROUGH AGE TWO, IN AN AMOUNT NOT TO EXCEED $4,792,967, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into contractual agreements with the Department of Health Children's Medical Services Early Intervention Programs and four community agencies to operate programs for students with disabilities, birth through age two, in an amount not to exceed $4,792,967, from July 1, 2000 through June 30, 2001, as follows:

1. Association for Retarded Citizens of South Florida will serve a maximum of 122 students, in an amount not to exceed $1,426,209;
2. Easter Seal Society of Dade County, Inc. will serve a maximum of 131 students, in an amount not to exceed $1,470,740;
3. University of Miami, Debbie Institute will serve a maximum of 92 students, in an amount not to exceed $834,074; and
4. United Cerebral Palsy Association of Miami, Inc., will serve a maximum of 103 students, in an amount not to exceed $1,061,944.


The appropriation for this item will be included in the 2000-2001 Tentative Budget to be recommended for adoption in July 2000.

C-13 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE UNIVERSITY OF MIAMI-MAILMAN CENTER FOR CHILD DEVELOPMENT TO PROVIDE EDUCATIONAL SERVICES AND SPECIALIZED SPEECH TRAINING FOR DEAF STUDENTS, IN AN AMOUNT NOT TO EXCEED $494,550, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with the University of Miami-Mailman Center for Child Development to provide educational services and specialized speech training for deaf students, in an amount not to exceed $494,550, from July 1, 2000 through June 30, 2001. The appropriation for this item will be included in the 2000-2001 Tentative Budget to be recommended for adoption in July 2000.

C-14 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE EARLY INTERVENTION PROGRAMS, PART C, TO PROVIDE SERVICES TO CHILDREN BIRTH THROUGH TWO YEARS OF AGE, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with the Early Intervention Programs, Part C, to provide services to children birth through two years of age, from July 1, 2000 through June 30, 2001. No local funds are required.

C-15 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH SUNRISE COMMUNITY, INC., TO PROVIDE EDUCATIONAL AND RELATED SERVICES FOR PROFOUNDLY MENTALLY HANDICAPPED STUDENTS, IN AN AMOUNT NOT TO EXCEED $94,608; FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with Sunrise Community, Inc., to provide educational and related services for profoundly mentally handicapped students, in an amount not to exceed $94,608, from July 1, 2000 through June 30, 2001. The appropriation for this item will be included in the 2000-2001 Tentative Budget to be recommended for adoption in July 2000.

C-16 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE EASTER SEAL SOCIETY OF DADE COUNTY, INC., TO PROVIDE EDUCATIONAL SERVICES FOR EXCEPTIONAL STUDENTS, IN AN AMOUNT NOT TO EXCEED $352,224, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with the Easter Seal Society of Dade County, Inc., to provide educational services for exceptional students, in an amount not to exceed $352,224, from July 1, 2000 through June 30, 2001. The appropriation for this item will be included in the 2000-2001 Tentative Budget to be recommended for adoption in July 2000.

C-17 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH UNITED CEREBRAL PALSY ASSOCIATION OF MIAMI, INC., TO PROVIDE EDUCATIONAL AND RELATED SERVICES FOR PROFOUNDLY MENTALLY HANDICAPPED STUDENTS, IN AN AMOUNT NOT TO EXCEED $225,360, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with United Cerebral Palsy Association of Miami, Inc., to provide educational and related services for profoundly mentally handicapped students, in an amount not to exceed $225,360, from July 1, 2000 through June 30, 2001. The appropriation for this item will be included in the 2000-2001 Tentative Budget to be recommended for adoption in July 2000.

C-18 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO CONTRACTUAL AGREEMENTS WITH NONPUBLIC SCHOOLS TO PROVIDE EDUCATIONAL AND RELATED SERVICES FOR EXCEPTIONAL STUDENTS, IN AN AMOUNT NOT TO EXCEED $166,430, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into the following contractual agreements with nonpublic schools to provide educational and related services for exceptional students:

1. American Learning Systems, Inc., Plantation, Florida, for a day program for one learning disabled student, from September 5, 2000 through June 13, 2001, at an annual rate of $14,610, plus approximately $4,000 for transportation, in an amount not to exceed $18,610:

RECOMMENDED: That The School Board of Miami-Dade County, Florida, amend agreements with existing design and construction term consultants for fire safety related work assignments, as follows:

1) assign design work to the EFCO/UBCI consultants;
2) assign design work to Architectural/Engineering Projects Consultants (A/EPC), and Special Projects Consultant (SPCs), thereby waiving the $200,000 estimated construction value restriction in the SPC contracts;
3) assign Construction work to CM-at-risk term consultant firms, thereby waiving the $5,000,000-per-year and $10,000,000-per-contract construction value restriction;
4) select design/build firms, in accordance with Board established selection procedures, and authorize the negotiations of a Guaranteed Maximum Price (GMP) contract with the selected firm(s); and
