ACTION PROPOSED BY DR. STINSON: That The School Board of Miami-Dade County, Florida, approve Resolution No. 00-21 of The School Board of Miami-Dade County, Florida, supporting the Miami Heat Academy’s expansion to additional elementary schools, at no cost to the district.

B-6 REQUEST THE SUPERINTENDENT TO STUDY THE FEASIBILITY OF PURCHASING CHILD SAFETY LOCKS FOR AN AMOUNT NOT TO EXCEED $100,000 AND OFFERING THEM TO PARENTS WHO LEGALLY OWN FIREARMS

ACTION PROPOSED BY MS. KAPLAN: That the Superintendent of Schools be requested to study and report back to the Board on the feasibility of purchasing child safety locks for an amount not to exceed $100,000 and offering them to parent who legally own firearms.

B-7 JOINT USE AGREEMENT WITH MIAMl-DADE COUNTY FOR THE USE OF RECREATIONAL FACILITIES AT BARBARA GOLEMAN SENIOR HIGH SCHOOL

ACTION PROPOSED BY MS. HANTMAN: That The School Board of Miami-Dade County, Florida, authorize the Superintendent or his designee to execute a Joint Use Agreement with Miami-Dade County for the use of the recreational and parking facilities at the Barbara Goleman Senior High School campus, under terms and condition set forth.

After consideration of the B agenda items, the School Board will recess temporarily. C-1 REQUEST FOR BOARD APPROVAL TO AMEND THE FLORIDA INTERNATIONAL ACADEMY CHARTER SCHOOL CONTRACTUAL AGREEMENT FOR THE 2000-2001 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, approve the Florida International Academy charter school contractual agreement, as amended, for the term of the initial contract to change the grade configuration from grades 6-12 to grades 6-B, and to amend the academic objectives delineated in the initial charter school contractual agreement to align them with the curriculum offerings in grades 6-B, for the 2000-2001 School Year.

C-2 REQUEST FOR AUTHORIZATION TO EXTEND THE AGREEMENT WITH MIAMI-DADE COUNTY FOR THE SATELLITE LEARNING CENTER AT MIAMI INTERNATIONAL AIRPORT

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the extension of the agreement with Miami-Dade County to maintain the Satellite Learning Center at the Miami International Airport from July 1, 2000 through June 30, 2001.

C-3 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ACCEPT FUNDS FROM THE CITY OF MIAMI POLICE DEPARTMENT UNDER THE SAFE ZONE PROJECT COOPERATIVE AGREEMENT, IN THE AMOUNT OF $6,000, FOR THE TRAINING OF SCHOOL STAFF IN VIOLENCE PREVENTION, FOR THE 2000-2001 SCHOOL YEAR

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to accept funds from the City of Miami Police Department under the Safe Zone Project cooperative agreement, in the amount of $6,000, for the training of school staff in violence prevention, at Frederick Douglass Elementary and Jose De Diego Middle School, for the 2000-2001 school year. No local funds are required.

C-10 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH CHILDREN'S HOME SOCIETY OF FLORIDA TO OPERATE A DAY-TREATMENT PROGRAM FOR SEVERELY EMOTIONALLY DISTURBED ADOLESCENTS, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with Children's Home Society of Florida to operate a day-treatment program for severely emotionally disturbed adolescents, from July 1, 2000 through June 30, 2001. There is no exchange of funds.

C-11 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE DIVISION OF BLIND SERVICES, FLORIDA DEPARTMENT OF EDUCATION, TO PROVIDE A COOPERATIVE SCHOOL PROGRAM FOR BLIND AND VISUALLY IMPAIRED STUDENTS, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with the Division of Blind Services, Florida Department of Education, to provide a cooperative school program for blind and visually impaired students, from July 1, 2000 through June 30, 2001. No local funds are required.

C-12 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH BLUE RIDGE LEARNING CENTERS, INC., BOONE, NORTH CAROLINA, TO MANAGE AND OPERATE A CHALLENGE ROPES COURSE AT RUTH OWENS KRUSE EDUCATIONAL CENTER, IN AN AMOUNT NOT TO EXCEED $40,500, FROM JULY 1, 2000 TO JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to enter into a contractual agreement with Blue Ridge Learning Centers, Inc., Boone, North Carolina, to manage and operate a Challenge Ropes Course at Ruth Owens Kruse Educational Center, in an amount not to exceed $40,500, from July 1, 2000 through June 30, 2001; and
2. grant an exception to School Board Rule 6Gx13- 3F-1 .021.

The appropriation for this item will be included in the 2000-2001 Tentative Budget to be recommended for adoption in July 2000.

C-13 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE BERTHA ABESS CHILDREN'S CENTER INC., TO PROVIDE SERVICES TO EMOTIONALLY HANDICAPPED AND SEVERELY EMOTIONALLY DISTURBED STUDENTS, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with the Bertha Abess Children's Center, Inc., to provide services to emotionally handicapped and severely emotionally disturbed students, from July 1, 2000 through June 30, 2001. There is no exchange of funds.

C-14 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH CHILDREN'S HOME SOCIETY OF FLORIDA AND THE FLORIDA DEPARTMENT OF CHILDREN AND FAMILIES, DISTRICT 11, TO PROVIDE EDUCATIONAL SERVICES IN A RESIDENTIAL TREATMENT PROGRAM, AND TO HAVE ACCESS TO TWO RESIDENTIAL PLACEMENTS FOR STUDENTS REFERRED BY MIAMI-DADE COUNTY PUBLIC SCHOOLS, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to:

1. enter into a cooperative agreement with Children's Home Society of Florida and the Florida Department of Children and Families, District 11, to provide educational services to exceptional students in a residential treatment program, from July 1, 2000 through June 30, 2001; and
2. have access to two residential placements at Children's Home Society of Florida for students referred by Miami-Dade County Public Schools, from July 1, 2000 through June 30, 2001.

There is no exchange of funds.

C-15 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH UNITED CEREBRAL PALSY ASSOCIATION OF MIAMI, INC., TO PROVIDE EDUCATIONAL AND RELATED SERVICES FOR ONE EXCEPTIONAL STUDENT, IN AN AMOUNT NOT TO EXCEED $18,000, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a contractual agreement with United Cerebral Palsy Association of Miami, Inc., to provide educational and related services to one exceptional student, in an amount not to exceed $18,000, from July 1, 2000 through June 30, 2001. The appropriation for this item will be included in the 2000-2001 Tentative Budget to be recommended for adoption in July 2000.

C-16 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH HOWARD A. ENGLE, M.D., TO PROVIDE MEDICAL CONSULTATIVE SERVICES, IN AN AMOUNT NOT TO EXCEED $75,000, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami- Dade County, Florida:

1. authorize the Superintendent to enter into a contractual agreement with Howard A. Engle, M.D., to provide medical consultative services, in an amount not to exceed $75,000, from July 1, 2000 through June 30, 2001; and
2. grant an exception to School Board Rule 6Gx13- 3F-1.021.

The appropriation for this item will be included in the 2000-2001 Tentative Budget to be recommended for adoption in July 2000.

C-17 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH FLORIDA INTERNATIONAL UNIVERSITY, COLLEGE OF ENGINEERING DIVERSITY AND INTERNATIONAL PROGRAMS, TO ESTABLISH A PRE-APPRENTICE RESIDENTIAL ELECTRICAL WIRING PROGRAM AT BARBARA GOLEMAN SENIOR HIGH SCHOOL, IN AN AMOUNT NOT TO EXCEED $15,747, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida:

1. authorize the Superintendent to enter into a contractual agreement with Florida International University, College of Engineering Diversity and International Programs, to establish a Pre-Apprentice Residential Electrical Wiring Program at Barbara Goleman Senior High School, in an amount not to exceed $15,747, from July 1,2000 through June 30,2001: and
2. grant an exception to School Board Rule 6Gx13- 3F-1.021.

The appropriation for this item will be included in the 2000-2001 Tentative Budget to be recommended for adoption in July 2000.

C-18 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH METROPOLITAN MIAMI-DADE COUNTY, FLORIDA, DEPARTMENT OF HUMAN SERVICES, OFFICE OF YOUTH AND FAMILY DEVELOPMENT, TO JOINTLY OPERATE NON-SCHOOL-BASED DAY-TREATMENT PROGRAMS FOR SEVERELY EMOTIONALLY DISTURBED STUDENTS, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement between Metropolitan Miami-Dade County, Florida, Department of Human Services, Office of Youth and Family Development, to jointly operate non-school based day-treatment programs for severely emotionally disturbed students, from July 1,2000 through June 30, 2001. There is no exchange of funds.

C-19 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE HEAD START DIVISION OF THE MICCOSUKEE CORPORATION TO SERVE PREKINDERGARTEN CHILDREN WITH DISABILITIES, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into a cooperative agreement with the Head Start Division of the Miccosukee Corporation to serve prekindergarten children with disabilities, from July 1, 2000 through June 30, 2001. There is no exchange of funds.

C-20 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO COOPERATIVE AGREEMENTS WITH STATE AND PRIVATE COLLEGES, UNIVERSITIES, AND COMMUNITY COLLEGES TO PLACE STUDENT PHYSICAL AND OCCUPATIONAL THERAPISTS AND STUDENT PHYSICAL AND OCCUPATIONAL THERAPIST ASSISTANTS WITH THERAPISTS SERVING AS CLINICAL INSTRUCTORS, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into cooperative agreements with state and private colleges, universities, and community colleges to place student physical and occupational therapists and student physical occupational and therapist assistants, with therapists serving as clinical instructors, from July 1, 2000 through June 30, 2001. No local funds are required.

C-21 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO COOPERATIVE AGREEMENTS WITH CHILDREN'S REHAB NETWORK AND JACKSON INFANT TODDLER CENTER TO PROVIDE SERVICES TO CHILDREN WITH DISABILITIES IN PRESCRIBED PEDIATRIC EXTENDED CARE FACILITIES, FROM JULY 1, 2000 THROUGH JUNE 30,2001

RECOMMENDED: That The School Board of Miami-Dade County, Florida, authorize the Superintendent to enter into cooperative agreements with the Children's Rehab Network and Jackson Infant Toddler Center to provide services to children with disabilities in Prescribed Pediatric Extended Care Facilities, from July 1, 2000 through June 30, 2001. There is no exchange of funds.

C-23 REQUEST FOR AUTHORIZATION FOR THE SUPERINTENDENT TO ENTER INTO A CONTRACTUAL AGREEMENT WITH SUNRISE COMMUNITY INC., TO PROVIDE EDUCATIONAL AND RELATED SERVICES FOR EXCEPTIONAL STUDENTS, IN AN AMOUNT NOT TO EXCEED $213,156, FROM JULY 1, 2000 THROUGH JUNE 30, 2001

1. enter into an agreement with Miami-Dade County to provide 800 megahertz radio service for school buses, emergency operations and other district functions;
2. pay the county $1,564,000, over two years, to offset a proportionate share of the county's original capital expenditure for their radio system infrastructure;
3. pay the county $336,000 annually to offset a proportionate share of their infrastructure maintenance and service cost;
4. add radios to the system, as necessary to accommodate future growth;
5. pay the county for additional radios added to the system at unit prices for infrastructure and maintenance based on the terms of the original agreement; and
6. purchase radio equipment, as necessary, for school buses and other district departments.

The appropriation for this item will be included under the Capital Outlay Fund of the 2000-2001 Tentative Budget, to be recommended for adoption in July 2000.
